Alford, Zoning Administrator The Zoning Administrator meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Chair may limit public comments to a reasonable amount of time, generally three(3)minutes per person. The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. NOTICE REGARDING PRESENTATIONS REQUIRING USE OF CITY EQUIPMENT Any presentation requiring the use of the City of Newport Beach's equipment must be submitted to the Community Development Department 24 hours prior to the scheduled meeting. If in the future, you wish to challenge in court any of the matters on this agenda for which a public hearing is to be conducted, you may be limited to raising only those issues which you (or someone else) raised orally at the public hearing or in written correspondence received by the City at or before the hearing. PUBLIC HEARING ITEMS 1. 4401 and 4405 Channel Place Condominiums Tentative Parcel Map No. NP2016-02 (PA2016-187) Site Location: 4401 and 4405 Channel Place Project Summary A request for tentative parcel map for two-unit condominium purposes. A duplex has been demolished and a two-unit dwelling is currently under construction. No waivers of Title 19 are proposed. The Tentative Parcel map would allow each unit to be sold individually. Recommended Action 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _approving Tentative Parcel Map No. NP2016-023. 2. 411 Heliotrope Avenue Condominiums Tentative Parcel Map No. NP2016-024 (PA2016-188) Site Location: 411 Heliotrope Avenue Project Summary A Tentative Parcel Map for condominium purposes. An existing duplex will be demolished and replaced with a new two-unit duplex. The tentative parcel map would merge the portions of underlying parcels into a single legal lot and allow each unit to be sold individually. No waivers of Title 19 requirements are requested. CEQA Compliance The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). Recommended Action 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _approving Tentative Parcel Map No. NP2016-024. 3. 518 and 518 '/2 Narcissus Avenue Condominiums Tentative Parcel Map No. NP2016-025 (PA2016-189) Site Location: 518 and 518 % Narcissus Avenue Project Summary The Applicant requests a tentative parcel map for condominium purposes. Two detached dwelling units will be demolished and replaced with a new two-unit duplex, which is currently under construction. Approval of the Tentative Parcel Map would allow each unit to be sold individually. No waivers of Title 19 requirements are requested. CEQA Compliance The project is categorically exempt under Section 15315, of the State CEQA Zoning Administrator Meeting January 12, 2017 Page 3 (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). Recommended Action 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _approving Tentative Parcel Map No. NP2016-025. 4. 101 Bayside Drive Limited Term Permit No. XP2016-009 (PA2016-164) Site Location: 101 Bayside Drive Project Summary Application for a limited term permit to store up to 300 vehicles from the AutoNation dealership in a temporary location at the Newport Dunes Resort and Marina. AutoNation porters would retrieve vehicles from the existing AutoNation facility via Bayside Drive and drive them to the AutoNation property between the hours of 10:00 am and 6:00 pm. No test drives, car washing, vehicle repair, sales, or other activities would occur at the vehicle storage site at the Newport Dunes. Lastly, no construction is proposed. CEQA Compliance The project is categorically exempt under Section 15304, of the State CEQA (California Environmental Quality Act) Guidelines - Class 4 (Minor Alterations to Land). Recommended Action 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _approving Limited Term Permit No. XP2016-009. 5. 2352 Redlands Drive Lot Merger No. LM2016-010 (PA2016-160) Site Location: 2352 Redlands Drive Project Summary A lot merger application and request to waive the parcel map requirement for three parcels, under common ownership. The merger would combine 2352 Redlands Drive with two unaddressed lots (APN 439-232-10 and 439-232-11) into a single parcel and allow for new development across the existing interior property lines. CEQA Compliance The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). Recommended Action Zoning Administrator Meeting January 12, 2017 Page 4 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _approving Lot Merger No. LM2016-010. 6. 2800 and 2804 Newport Boulevard Lot Merger No. LM2016-011 (PA2016-193) Site Location: 2800 and 2804 Newport Boulevard Project Summary A lot merger application and request to waive the parcel map requirement for two properties, under common ownership. The merger would combine two legal lots into a single parcel and allow development across the existing interior property line. CEQA Compliance The project is categorically exempt under Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 15 (Minor Land Divisions). Recommended Action 1. Conduct a public hearing; and 2. Adopt Draft Zoning Administrator Resolution No. _approving Lot Merger Permit No. LM2016-011. V. PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on the agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite but do not require, you to state your name for the record. The Zoning Administrator has the discretion to extend or shorten the speakers' time limit on agenda or non- agenda items, provided the time limit adjustment is applied equally to all speakers.
