This is to strongly recommend that you NOT approve the current proposal for under ground / under water power on Balboa Island nor ANY district formed on Balboa Island. I am a vDw, a veteran of Domestic war, from the past effort to bury electrical power on Balboa Island, whereby there was a narrow defeat. Here are my reasons. 1. This project divides our community and pits neighbor against neighbor. You may not be aware of this but the past effort too try this was before a completely different city council. It revealed an attitude of such repulsive arrogance that it became a motivation to vote them all out and elect each of you to go a different, considerate, and representative path. Residents signed the district forming petition thinking a) the City will pay for it even though it was publicized, b) I will get a chance to vote again (not realizing that it would be 51 % deciding vs. 60%), c) at the urging and advertising of realtors, d) at the persuasion of certain parts of the BIIA, e) the costs have been fairly prepared by my government, f) my share is a fair division of costs, g) this sounds like a wonderful beautification measure, h) did not consider the private property costs that are blind in forming the district and could not be part of the tax lien option. once the property owners got involved in the process and more fully realized the costs, they changed their vote but now the rules were not 60% bit 51% and they had gone past the point of no return and the odds of stopping the district were reduced. 2. Many on the island are on fixed incomes. The past Little Island project produced property owners selling their homes because they could not bear the private property costs nor accept the assessment costs nor wished to contractor to do the private work was, and is, an unwanted and burdensome. 3. speaking of the Little Island, the night the District was defeated, the whole Little island was shut down due to a power failure caused by water intrusion into one of the transformer vaults under the alley. Later, the bar on Newport Blvd, Malarky's, lost power due to the same condition and lost all their refrigerated products. More recently, on 12/06/15, there was a Big Island power failure that over 1100 customers near Onyx Avenue lost power for more than 12 hours due to an underground vault failure. I have copied and pasted the incident correspondence with S.C. Edison below. 4. Beautification is important however at what cost? The cost of the action is very burdensome but the one cost not known to each property owner is the private cost on private property. This gets more costly as island residents have narrow side yards with multiple utilities running under them that would be disturbed and in need of replacing for underground power to the property line as electrical power must be installed to a minimum depth of 3 feet and must go below the other utilities, disturbing their location. Current overhead electrical panels are not qualified to be used for underground service so they need to be changed out also. The private property cost is not eligible to be on the property tax bill as a lien, which is a hidden or not understood reality to many property owners. 5. The most compelling fact against this idea is the practicality of under ground and under water power is that the science says that installation of the joints to the transformer vaults have a life of ONLY 20 years!!!! Not good. when the conduit joints fail, there is a sewer effect and all the vaults start a system wide filling as the conduits become just that but for sea water versus power, spreading from vault to vault, exploding like mines. This is highly unsafe and hardly what the advertisement may suggest by the providers or the proponents of this installation. I recommend that you direct staff to produce a study on this very point. If I am proven wrong, OK. 2 6. Regarding the issue and process for city owned land, such as the Agate/Beek Park, I do NOT want my city money used for this inadvisable project for the reasons stated above unless your vote is NO NO NO to Balboa Island under water Power for city property. You may cast the swing vote so please vote No. I recommend to stop the site on the inclined. that you NOT districting Island, even Best Regards, Brian approve this project and that you adopt a policy for the future. The total outage duration was 12 hours and 34 minutes for the final 9 customers. The majority of customers may have seen power restored at a much shorter timeframe. WHAT A COMPLAATE WASTE OF THE TAX PAYERS MONEY. FURTHER MORE, WHY IS THE CITY SPENDING ANY MONEY ON ENGINEERING?
