TITLE: Review of City Council Policies
ABSTRACT:
The City Council has established a number of policies which provide guidance on a wide
variety of issues. Council Policy D-3 provides for an annual review (Attachment A).
RECOMMENDATION
a) Determine that the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines
because it will not result in a physical change to the environment, directly or indirectly;
and
b) Appoint Mayor Kevin Muldoon, Council Member Will O'Neill, and Council Member
Brad Avery to the Ad Hoc Committee to review all City Council Policies.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
DISCUSSION:
City Council Policy D-3, Council Policy Review, provides that the City Council and City
Manager shall review the City Council Polices for additions, deletions and changes during
the first quarter of the calendar year. The City Council has 130 policies categorized by
operational area and department. The proposed ad hoc subcommittee will review the
policies and bring forth suggestions as deemed necessary by the subcommittee.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

COUNCIL POLICY REVIEW
During the first quarter of each calendar year, the City Council and City Manager shall
review the Council Policy Manual for any needed additions, changes or deletions
deemed appropriate at the time. Nothing in this policy shall prevent any individual
member of the Council, the City Manager, or City Attorney from suggesting to the
Council manual revisions at other times during the year.
