• ANSWER TO FREEWAY DILEMMA?
Here Is a startling news Item that may
be tltl! ultimate answer to the freeway
controversy: "Traffic on Orange County's
major arteries Is declining. Incredibly,
that ,was one of the conclusions reached
by the Orange County r oad department
on the basis of two 16-hour traffic counts
last summer at 19 major Intersections.
Wee k-day traffic count was down by 8.6%
from 1968, with week-end traffic down
by 9.5%." This was published In the Jan.
26 Issue of the santa Ana Register, and
was based on counts taken las t July 19
and 20, a Sunday and a Monday.
The freeway promoters are s ounding
off with scare talk about supe r-heavy
traffic In our community. Indeed, they
claim that already we are suffering un-
'Qearable traffic congestion along Coast
. Hwy. through Newport Beach and Cor ona
del Mar. As on e who has lived here for
almost 23 years and who drives on Coast
Hwy. every day, I can offer expert testi-
mony that such Is not the case. Her e Is
a surprising mathematical refutation of
the claims of dire traffic crisis:
There are occasions, to be sure, when
traffic slows down on Coast Hwy ., but
never In both directions at the same time.
This cuts the potential problem right down
the middle, down to 5 ~. Congestion
occurs only during 2 days during the
week, or at worst 3 days, the week-end
plus Friday, s o that cuts the problem
by 3/7's, down to 21 %. We are concerned
• only about the 3 summer months out of
the year, or 4 at the worst, cutting the
problem by 4/12's mor e, dow n to 7%.
Then ther e are only 3 hours <juring the
day, or 4 at the worst, beginning about
mid-afternoon, when any s erious slow -
down occurs. This cuts the problem t o
s omething like ONE PER CENT of the
yearly total of 365 days, 24 hours a da y.
We who live here In this wonderful
Harbor Area know that the r e will be
times of traffic congestion, but not In the
employment, aod employee

In Southern California, the need
for elect ric generating capacity has
more than doubl ed in the last ten
years. It is anticipated that public
needs for electr icity will continue
to increase.
To meet this growi ng need, Edison
must build additional generating
plants now. Otherwise an electric
generation gap cou ld occur by 1976.
One of the way s we plan to avoid a
power shortage is by constructing
additional nuclear power units at the
San Onofre Nuclear Generatin g
Station near San Clemente. Al though
now underway, the first addition will
not be ready for commercial
operati on before 1976.
But some peo ple oppose construction
of these units. One of thei r concerns
is radiation. Actually, radiation is a
natural phenomenon. Background
radiation is everywhere and always
has been. It comes from the food
you eat, the air you breathe, the
materials used to build your home.
The San Onofre nuclear plant is
a source of some radiation, too. The
question is, how much additional
radiation are people expoeed to
living near San Onofre?
The answer: so little that an
elaborate monitoring program for /
the area surrounding the plant has
yet to detect any additional radiation
from operation of the plant.
Another concern may be the warm
water released by nuclear power
plants. At San Onofre, sea water is
used to cool the plant condensers,
and then the warmed water is
returned to the sea.
To determine whether this ha·rms
the marine environment, Edison
-
commissioned an oceanographic
company of national stature to
mon itor the offshore waters both
before and after the plant was built.
Result : nineteen reports, compiled
ove r a seven-year period, reveal no
significant changes in the marine
environment. And that's after three
years of plant operation.
In addition, the California State
Department of Fish and Game made
its own study of the same marine
area in 1969. The Department
concluded that the nuclear unit's
operation did not appear to have had
an adverse effect on the near-shore
marine environment.
Based on these and other facts, we
believe nuclear plants are a safe and
sensible way to generate electricity.
Clean, too. Since there's no
combustion in a nuclear reactor, no
by-products of combustion are
released into the atmosphere.
At Edison, we plan to rely more and
more on nuclear power to meet the
growing need for electricity In
the 14-county area we aerve.
