Our city councilmen and city officials are looking longingly down coast, plan- ning to extend the boundaries of our city Into that vacant seaside lan:l of the Ir- vine Co. between Cor ona del Mar ·and Laguna Beach. But before we get taken In by this lure of more annexations t o the City of Newport Beach, let us just ask a simple question: Why annex? Why should we get involved in the ex- pensive project of developing that vacant land into city lots, providing city ser- vices, requiring considerable addition t o existing city personnel and equipment? "Bigger" always means "costlier".when It pertains to government. We are only askbtg for trouble and mor e taxes by m oving down coast. That vacant Irvine land below Cor ona del Mar Is a natural for the future City of Irvine . Let the pioneering new city pioneer the develop- ment of the Cameo Coast. • • • • GOV. REAGAN BREAKS A PROMISE In violation of one of his campaign pledges, Governor Ronald Reagan has joined the "withholding" bandwagon, and is ur gently asking that state Income taxes be withheld !rom tlay'Checks by employers. The reason for his switch Is the age-olst p!ea of the pol1t1c1an : he wants more money for government, and he wants it the easy way. Only through the incomP. tax way of collecting our hard earned money for taxes can government grow s o enormous- ly in size and power, and only through the withholding method can the In come tax law s urvive the wrath of taxpayers. The answer is simply that Christ gave him the power. This does not mean that He gives everybody the same power. There were many godly people in Israel in that day who 'were not commissioned with such endowment and yet they were true believers in the Messiah. Another concern may be the warm water released by nuclear power plants. At San Onofre, sea water is used to cool the plant copdensers, and then the warmed Water is returned to the sea. To determine whether this harms the marine environment, Edison commissioned an oceanographic company of national stature to monitor the offshore waters both before and after the plant was built. Monitoring began in mid-1963 -four-and-a-half years before the plant commenced commercial operation-and has continued ever since. Result: twenty-one reports reveal no significant changes in the marine environment. And that includes three yea1·s of plant operation . In addition, the California State Department of Fish and Game made its own study of the same marine area in 1969. The Department concluded that the nuclear unit's operation did not appear to have had an adverse effect on the neat·-shore marine environment. Based on these and other facts, we believe nuclear plants are a safe and sensible way to generate electricity. Clean, too. Since there's no combustion in a nuclear reactor, no by-products of combustion are released into the atmosphere.
