• COMMENTS ON THE BOND ELECTION
A typical comment on the Oct. 5 bond
election In Newport Beach Is this: "I
certainly favor getting more space for the
pollee department, but I don't like the idea
of having to vote also for the new city hall.''
The only way to vote down the expense of
the proposed city hall is to vote against the
needed pollee facility. That's the way !tis
going to be with a lot of us who are looking
for relief from the Increasing burden of
taxes. Just take a look at your latest com-
bined city-county tax bill, then realize that
the county portion will be going up about
30 cents, and you will have a real persuader
against the added burden that a $6,935,000
bond Issue would bring.
Many local businesses would also like to
expand into new and larger quarters, but
they are required by economic necessary
to stay where they are and Improve their
present site as best they can. That Is the
way it should be with governmental agen-
cies. A realistic solution Is to add about
10,000 square feet of office space with a
2 story structure on the present city hall
site, at a cost that should not go over
$250,000.
There has been much persuasive argu-
ment for larger fa cilities t o take care of
the "ultimate" City of Newport Beach. The
answer to that argument Is the currently
popular word, 11freeze ." Let's hold the
present line on city boundaries, tend to the
problems we now have, and not look for
more with new annexations. Let the new
City of Irvine take over the undeveloped
land between Cor ona del Mar and Laguna
Beach; give the new city the advantages
and headaches of an ocean beach front,
and spare us from these additional woes.
I am fighting to keep down the cost of
local government. Keeping down the geo-
graphical size of the city is one way.
Limiting the growth of city hall facilities
Is another. There is a Jot of truth In this
-version of Parkinson 's law: "Government
employment always tends to increase
beyond the space available."

Hall bood election. Recognizing
the ex:tstlng tacilltles are ln-
adeqllllte, and as a taxpayer and
businessman se!Ung our area in
Newport Beach, the increase
in taxes to pay for the improve-
ments, either on the existing
site or the future site ar e of
great concern to me.
I recommend a YES vote on
October 5 for the following
reasons:
1. U would be mo re costly
to build adequate f.aciUties at
the present location because the
present site Is lev< than four
acres, aoo with required set-
backs and parking, It would be
oecessary to go llJgh rise. This
would be expensive construcUon
with the water table just nve
feet below the surf.ace.
2. The square foot cost of
land at the present location Is
twice that of the new location,
and would make It far more
expensive to acquire additional
land for parking and ezpanslon.
3. After the extensive study
of twelve possible locations
conducted by the City Council,
a citizens committee, and two
eonsultlog firms, the decision
was the location at Newport
Center.
4.. The Chamber or Com-
merce's committee just co m-
pleted a revtn or the pla.ns and
e:zpense pro ~Uon, and they ,
along wtth the board or di-
rectors, gave their unanimou s
recommenltltion or a YES vote
on the bond issue.
