On page I was the story that a similar attempt Is now being made by Incumbent Councilman Llndsiey Parsons, whose term of office conveniently w111 be coming up for re- appraisal next April. The proposals are the same: rezoning R-2 lots to R-1. The motivation is the same: "The ends justify the means." The result would be the same: taking away property values by legislation, without compensation. The verdict of voters, hope- fully, wm be identical In both cases. Also in last week's Log the question was posed: "How long are we going to put up with the constant· harassment of more and more controls proposed by our city plan- ners and lawmakers?" The answer is: as long as we sit with eyes glued to the boob tube on Monday evenings watching ''Laugh- in," while not-so-humorous controls are being proposed and legislated at the Coun- cil meetings. We always get the government we de- serve, here at home, at the county level, in Sacramento, and in the Washington, D. C .. The kind of politicians we elect to the various levels of government office de- termines the kind of legislation we get. What we are getting now at all levels is frightening, addlng ominously tothepower of government to regulate us from the cradle to the grave. The controls will continue to be enacted into law unless there is an awakening to the fact that the real threat to our liberty comes from govern- ment itself. * • • • NIXONOMICS HAS ALWAYS FAILED Perhaps the most foreboding aspect of the new Nixonomics is that a considerable majority of the people In the nation approve President Nixon's control of prices and wages. It is a sad spectacle to see the citizens of our nation accepting, and even welcom- ing, the first links of the iron chain of totalitarianism. This is grim irony for a nation that was founded for preservation of individual freedom, and which has fought several wars in the name of freedom. Nixonomics Is not new . It Is as old as histor y. Even though many are now saying, "It's working," the outcome will be as disastrous as It has been throughout history. There appears to be success at the moment, just as treating a toothache wtth sedatives wtll bring relief for a time. But ''treating the symptom rather than the baste cause of the aliment w111 only mean that the pa.ln wtll Inevitably get worse, beyond the soothing power of the sedative. Too long delay wtll cause the loss of the tooth, and the same catastrophe can happen to our free enterpriSe economic system. At the San Onofre power plant, located near San Clemente, sea water is used to cool the plant condensers, and then the warmed water is returned to the sea. To determine whether this harms the marine environment, Edison commissioned an oceanographic company of national stature to monitor the offshore waters both before and after the plant was built. Monitoring began in mid-1963 -f our-and-a-half years before the plant commenced commercial operation-and has continued ever since. Result: twenty-one reports reveal no significant changes in the marine environment. And that includes three years of plant operation. In addition, the California State Department of Fish and Game made its own study of the same marine area in 1969. The Department concluded that the nuclear unit's operation did not appear to have had an adverse effect on the near-shore marine environment. Aside from warm water, some people may be concerned about radiation from nuclear power plants. Actually, natural background radiation is everywhere and always has been. It comes from the air you breathe, the food you eat, the materials used to build your home. The San Onofre nuclear power plant is a source of some radiation, too. The question is, how much? The answer: so little that an elaborate monitoring program of the land, air and offshore waters near San Onofre has established that the amount is insignificant compared with natural background radiation. Far less, for example, than the additional amount received by moving from a wood to a stone or concrete hom e or apartment house. Based on these and other facts, we believe nuclear plants are a safe and sensible way to generate electricity. Clean: too. Since there's no combustion in a nuclear reactor, no by-products of combustion are released into the atmosphere. At Edison, we plan to rely more and more on nuclear power to meet the growing need for electricity in the 14-coun ty area we serve .
