is no such thing as a free meal. This
gem of wisdom is directed at the glowing
hopes for new jobs whenever a federally
financed program of public works is
announced. The project has to be financed
by taxes, and taxes come from you and
me, and the res·~lt is merely a diversion
of funds from private enterprise projects
to government programs. There are new
jobs, indeed, but only at the expense of
jobs that would have been created by
private financing at other locations.
If the government chooses to raise
the necessary money not by taxation
but by inflation, there could be a net gain
in new jobs, but all of us would suffer
from the resulting higher cost of the
goods we buy, and there would be no net
gain in the standard of living.

The controversial new bOO-
geting aod accounting system
known as the "planning. pro-
gramming, budgeting system"
(PPBS), which has been man-
dated for all California school
districts , Is under new attack.
An ad hOc committee, headed
by K. Maureen Heaton of Ca-

Investi gation of PPBS from At.

San Anselmo, Red Bluff, Loog
Beach, Burbank, Bakersfield,
Newport Beach, Sunn ymead,
Ridgec r est, San Raphael, Whit-

The Committee takes the
posiUon that:
• PPBS Is NOT s imply an

• From It s Inception In the
U.S. Department or Defense,
P PBS has been oversold.
• It Is being set up in ad-

• PPBS ha s already cost oo-
told sums of money.
• Tbere ls no way to com-
pute the eventual costs.

Fourth, the creation of woman cannot be expWned
by evoluUon. (1 ) Woman wa.s created AFTER man was
created. Evohltlon maintains that woman evolved aloor
with man. U she was evolved tonr alter man was
evolved, man would have died before be produced alter
his own ktnd. (2) Genesis teaches that woman wu
made lrom I!Omethln& talren from man, 80 that she was
bone ol man's bone and flesh of man's nesh,. (Gen.
2: 21-23). Evolution does not teach that woman e'IOI"Ved
from man. (3) Genesis expressly teaches that woman
was not from the anJmal world. It wu: made clear to
man that no help suitable for him, no mate, was to be
foulld In the animal world. Woman was not only made
from man, bUT she wu not Iaten from the animal world
and made into a woman. (Gen. 2:18-20)
Ftlth, Genesis teaches that God made man uprllht..
Man was good in the begi.M..Ing. Evolution teaches that
man waa orl(inally a beast who could not be sa.ld to
be a righteous or moral being.
Sixth, Genesis teaches that man fell througtl an act
or disobedience. Evohlllon teaches that Instead r4 a fall,
an animal c:Umbed upward until 11 became a man with
moral and spiritual quaUUes. Instead ot a fallen man, he Is a progressive animaL
Seventh, Genesis and the rest ot the Bible teac:b that
man was created a moral being who is under moral
law which Ls based on tbe wtll ot God. Evolution teadles
that morality evolved and that tt Is still in a process
of prorressive evolution. COnalst.ent evolutionism re-
pudJ ates the Idea or moral LAW and maintains that
aU Is In il stale of nu and flow, and we gradually
outgrow lht' mora.ls of the past. ASk theistic: evolu-
tionists 11 morallty is the prcd.Jct of evolution.
Elgtrlh, Genesis teaches that In the beginning God
rt'vealed Himsell to man. The rellgtoo set forth In
the Bible Js not tbe product ot evolutloo b.rt of re·
velallon. EvoluUon teaches that rellgtoo evolved throufb
various stare" as a result ol man's relleettoo on h1l
own expe riences and the lncreastnr refinement or h1a:
own urUnsplred lnslfbt&. Ask evoluU cntsts if a.ll reli-
gion, tncludlnr that set torth tn the Bible, Is the pro-
duct of naturalistic evolution? U they an.wer lh2t It Is,
they deny the Bible. Althourh God made an tncreaa-
tngly fUll revelation of His wUI, which has culmln-
ated In Christ and His covenant, thla wu not tbe procllct
of evolution, but of r evelation. U evoluttorusts say that
the religion in the Btble La the praGict of divine re-
velation, they have dented consistent evoluttonlsm. Con-
sistent evolutionism maintains that not man's body,
but also aJJ ot his ideas and lnstltutJons are the pro-
duct or natural causes.
Ninth, GE.'nests teaches that man was in communion
with God from the very bePnninc. but evob.ltlon teaches
that at nrst man had no awareness of God but rrad-
uaJly d€'velqred such an awarenesa.
Tenth, Genesis teaches that monotheistic faith·-b.lth
In one God--existed In the beclnntog, but evoluUon
fJla.lntains that It Is a very late stage which is the
result or a lon g process ot evolutionary de\·elopment
Including animism and polytheism as two of the pre-
Umlnary stages.
Eleventh, Genesis IE'ache s that ma.n was created to
lrve eternally, whlle evolution teaches that man has
no po.sslblllty before tllm ex~pt mortality. Gent"Sts,
comruy to evolution, teaches that man was oot at
nrst ullder the sentence of death.
Twelfth, consistent evolutionists have ma.intained that
evolution Is suu gotnr on. In aaytnr that evolution had
taken place, Darwin alao aa.id In hta: close of the ORIGIN
OF SPEClES, that "from so s imple a begtnntnr end·
less for ms most beautltut and most wonderf\llha.Yebaen,
and are being evolved." Genesis does not deny var-
Iation within the ''kind'' but It does t~U us that with.
