A letter to the editor, printed on this
page, obviously is taking issue with the
Log's statement that Newport Beach tax-
payers have made no commitment for
massive spending by the City Council
to buy new park sites,
The letter writer points out that the
June 6 park bond election results did
indeed show a majority in favor · of the
3 bond proposals, and then adds: "Isn't
that what Democracy is all about ?"
Last week's Log, and previous Ensign
stories, also reported the majorities for
the 3 bond proposals --58.4%, 56.6%
and 53,2%. These are slim margins of
approval and do not by any means con-
stitute a mandate to the City Council t o
go ahead with multi-million dollar land
purchases, by-passing further voting by
the local citizens.
But the bed-rock principle goes deeper
than that. In the first place, I take Issue
with the use of the term, "Democracy."
That Is not what our Founding Fathers
established 200 years ago. They had no
intention of allowing the government to
become an Instrument to steal the fruit
of one man's labor and give It to another
who had not earned It, They knew well
the perils of demC'Cracy, which basically
is rule by man and not by law, placing
property, and liberty, and life Itself, at
the mercy of the popular whim of the mo-
ment. Thomas Jefferson said, "In ques-
tions of power then let no more be heard
of coofldence In man, but bind him down
from mischief by the chains of the con-
stitution."
Our nation was established as a consti-
tutional republic, which Is rule by law,
administered by representatives chosen
by the people. Amendment of our basic
law was purposely made difficult, so that
there could be no quick and easy change
by temporary whim. Under our Republic,
we carry on governmental functions under
existing law, and we have the right to
seek change in the law --by legal means,
not by subterfuge. In the matter of bond
Issues, we are obligated to abide by the
legal requirement for a 2/3 majority
vote, and not evade the law by side-
stepping this requirement,
There Is yet another Issue thai the
writer of the letter is overlooking. That
is the obvious inequity of non-property
owners having the right to Impose addi-
tional tax burdens on property that they
do not own. That Inequity is the basic
reason for the 2/3 vote on bond Issues,
which must be paid for by property taxes.

then a case could be made for a majority
vote on bonds,
Eternal vlgUance continues to be the
price at liberty. This watchfulness Is
all the more Important in these days,

He rose again. When a person is
wiUing to come clean with God, ad·
mit he has sinned, needs the Sa-
viour, and is willing to receive the
Lord Jesus Christ into his heart and
life, he has the cure! He is brought
back into contact with God who
alone has the answers to life. He is
truly born agairr, as Jesus put it. He
re<:eives a brand new life.

the minute you invite Christ to be-
come your Saviour too? No, but He
has the answers and the power to

solve your problems.
Right now, wherever you are,
quietly bow your head and let God

lord Jesus Christ as your Saviour.

sum up some of the more important aspects of
thll subject. Since temptation Is a feature of life
that affects us all, we should know what the Btble
teaches us about lt.
1. 'l'be word "&emptaUon" bu a twofold ala·
nlflcaace Ia the Bible. This twofold meaning may
be stated thu.t: (1) "to try, test, put to the test"
(as ln such passages as Mk. 10:2 and Jn. 6: 6 ln
Berkeley); (2) "to tempt to evil, to seduce" (as
In Mt. 4:1; I Cor. 7:5; Jas. 1:13). The "God did
tempt Abratlam'' In the KJV of Genesis 22 :1 should
be translated, as ln ASV and RSV, as either "God
did prove Abraham" or "God tested Abraham."
The "testing" ln this case was for the purpose of
provtne-or manifesting the reality of Abraham's
faith . This same meantni Is seen In such pas-
sages as Exodus 15: 25; 16: 4; Deuteronomy 8:2. 16;
13: 3; Psalms 26: 2. ·j •

residing In all believers (cf. Rom. 6:11. 19). Only
by the help of the Indwelling Spirit of God can
the Christian repulse the .Impulses toward evil

3. SalaD Is called "the Tempter" because he

(Job 1 and 2), David (I Cbr. 21:2) and Peter (Lk.

Rev. 12: 10).

13). He "was ln every respect tested as we are,

had an absolutely holy nature by reason ot His
virgin birth and by reason of the Indissoluble un-
Ion of His human nature with His divine nature
(Lk. 1:35). Consequently, there was "nothing"
In Christ that Satan could take hold of In enticing
Him to sin (Jn. 14:30.). But with God's children
the situation is somewhat dUferent. There Is
"something" (the remnants of innate depravity)
In us that Satan can take hold of In leading us Into
sin (Lk. 22: 31·:U: 11 Tim. 2: 26).
