• P.E. "RED CARS" --AND ECOLOGY
There is irony in the recollection that
one of the big batUes in Newport Beach
in the 40's and 50's was the eventually
successful campaign to get the Pacific
Electric railway out of the city.
Those big P.E. "red cars" _provided
an essential transportation line between
here and Los Angeles in the days when
the early developers of Balboa, Newport
and Balboa Island were seeking to lure
city folks here to invest in low priced
beach property. Then, when Balboa Penin-
sula and Newport began filling up with
house, there came the fight to get rid
of the railway traelcs --to make room
for widening Balboa Blvd. (then known
as Central Ave.), and also to make room
for more houses (along Seashore Drive).
Now the ecology enthusiasts might be
having a second thought about those Pacific
Electric "red cars" and the railway line
to Los Angeles. The "big red line" could
be an efficient pt9ple.~~er, ~l'flnat-,
ing much of the pollution caused by th,e
hundreds of thousands of cars over-
crowding our streets. Maybe the fight
against the P.E. wasn't such a good idea
after all.
• • • * WILL THE CITY HONOR ITS WORD?
According to the Planning Commission
majority, the City of Newport Beach Is
not obligated to live up to its promise
to Bill and Jimmy Cagney and to Versailles
on the Bluffs developer Donald Scholz.
The Versailles property is now within
the city limits because the Cagneys were
invited by the city to bring in their valuable
acreage into the city rather than remain
in county territory. (The extra income
from the city's building excise tax has
been a considerable advantage to the
Newport Beach tax till as a result.)
The Cagneys would not consent to the
annexation until ground rules were first
established, by means of a pre-zoning
ordinance, setting forth density standards.
The first phase of the Versailles de-
velopment has been completed, with
actually slightly fewer units than the
number allowed. In his Phase 2 project,
Don Scholz agreed to cut down even
further on the number of units per acre.
But the city planners voted last Thursday
for an additional drastic reduction. Now
it will be up to the city councilmen. Will
they honor the pre-annexation agreement
that brought this area into the city?
