saying that a vote for Schmitz is a vote for

Now the hard truth is. a vote for Nixon is a vote

President Nixon's idea of change is orderly-and works.
Senator McGovern's ideas about change can easily prove chaotic
-and won't work.
Under President Nixon, America has become quieter than
it was in 1968. Our campuses are back to scholan;hip. Our cities
no longer have frequent riots. The drug traffic into America has
slowed down . Last year, for the first time, 80 major cities reported
a decrease in crime. Funding to save our environment has in-
creased 500%-and the effects are beginning to be felt. The door
has been opened to China. A limited arms treaty has been signed
with Russia . Half-P.-million Americans have been brought home
from Vietnam.
There's much, much more. All of it cha11ge. But orderly
change. Compare this change, the change we have had under
President Nixon , with the change we could have under Senator
McGovern. Many already have. And they're among those saying
that America needs President Nixon-now more than ever.

People owning a lot lying wilhin the "permit
area" couldn't build a single-family home on
their property without securing approval from
the State-alter having gone through the usual
procedures for securing permits from local plan-
ning agencies. Assuming they received approval
-and il's doubtful, the way Proposition No. 20 is
written, thai anybody could-any person could
challenge the permit in court, without even post·
ing a bond, thus blocking construction for an
indefinite period of time.
Any person who wants to slop any construc-
tion-a sewer line, a bike path, an access road,
or whatever-need not be a resident of Califor·
nia. Similarly, any city, county, school district,
harbor district, etc. would be blocked from re-
pairing, building or improving needed facilities.
Proposition No. 20 would lower the value of
property in the affected areas without compen-
sation lo the property owner-setting a prece-
dent for similar confiscation in every area of the
state.
Proposition No. 20 would reduce local tax
revenues to counties, cities and school districts
in the areas affected with no provision for reim-
bursement from state tax sources-forcing high·
er !axes on local home owners.
State guidelines and controls on ocean front
property are needed-but Proposition No. 20 is a
disastrously wrong way to go about it.
