A CAUSE FOR CONCERN

dellys, h.;aher taxes and higher costa to pay for the ideolos,y
o(the extremists within the environmental and .. no powt.h ..
proponent aroups. The construction ind\lltt)' and pubUc
utilities ue facing 1 major crisis. And, becawe of their pu•
mount importance and relationship to nery citizen and
to nery busine!5 111d industry in this county, the entire
economic and social well being of Oranae County il
threatened.
WHAT IS HAI'J>ENJNG'
At every level of government, school district, water,xwaae
and special district, therr are new laws being enacted which
are placing severe restrictions on business, industry and pub-
lic utilities. both their operations and their growth; an, in
the name of environment. Some have come about by
initiatives (Prop. 20), others by court action (EIS), but
most by board, council or commiltee vote.
In addition to these new laws and ordinances retarding in-
dustry, public bodies (especially dUJins public hearings)
have begun to interpret old regulations differently. TheiC
decisions usually advenely affect development. Alto, moll
government agencies are enterta.i:Jtins; a plethora of new
environmentaJ legislation that will place additional restric--
tions on development.
Meanwhile, cities, counties and the state are adopting de-
laying actions that will virtually place a moratorium on all
development. The delaying actions consist of everythin&
from "a search for new public policies on growth" to wait·
ing for "a new updated General Plan, additional elements,
or more stud.ies."
WE NEED NOT APOLOGIZE FOR OUR POSITION
All of us are vitally concerned about the harm pollution
has had on our lives and lifestyle. We aU want to live, work
and enjoy our leisure in a world of the greatest possible
beauty and convenience. But, those of us who recogniz.c
that building a better world requires a dynamic economy
and the basic utilities and power resources necessary to
provide it . are vitally concerned that thete basic elements
will be sacrificed in the public rush to achieve utopia.
Without a dynamic economy and sound power and utilities
systems, ther~ will be UO-!Utopja...nWM.hout~r ~ \td;t-
no\ogicill advancement, we eannM -dtan oa.r ~-en-• ...~ .. ••••• .. ....... 1 ••• vuonment. Without a 10und economy we cann.ol ~D
maintain the status quo. The 'COI'I!!Itmltly tis:inl cc.t of new
housing, because of carrying the' costs of erological and
environmental demands, is daily pricing more and more
people out of the new home they had ;Uways dreamed of
owning. Government must begin to consider the economic
IIT1pact on the people along with the environmental impact.
THE CAUSE
Who or what in our society is the source of these new
attitudes? It would appear to be a popular public move--
ment persuading all levels of government to courSCI of action
based primarily upon environmental, ecological and "no
growth" consideratKms. The broad and immediate govern·
ment attention these concerns are gelling would lead us to
believe that their priority uanscends all other social needs
and concerns. Is that true? What Ue the facts?
The concern we are expenencing today over au. noise and
water pollution and how land is to be conserved or used can
be traced to the "Earth Day" movement which bt'g.an to
sweep college campu!loCs when the V;et Nam protest move·
ment and civU rights movement began to wane. The new
movement was quickly jomed by the Sierra Club and other
such groups and individuals who are chJracterized primarily
by their elitism. They had long ago staked out claims to
areas in the moun tams and along the beaches; places from
which they had for years attempted to exclude the general
public. This new environmenta.l/ecological movement was
100n joined by a "no growth'' or "stop t~ world"
philosophy. All these issues, like the VietNam war before
them, had some valid elements of evil in them thai deserved
opposition. Bu1. h.ke the war protest. the new movement
now seems more directed toward creating disruption of the
economy and dis.sent1on between government, business, in·
dustry llnd the pub!~ than 11 does in solving problems. It is
oow also like the ant1-war movement in that it is attempting
to paint both buSlness and government u the bad guys who
alone are the ones keeping the people from their desired
goal, 10 this mstance. a utopian enviro nment. The result
has been a loss of confidence by the people, in their govern-
ment. at all levels of our society . This complicated issue is
occuring at a time when fewer people, especially thow: of
recent school experience, !Item to have any real under·
standing or appreciation of the free enterprist system which
forms the basas of our dem{)(racy.
WHERE THERE'S SMOKE · · ·THE .. BAD GUY ..
One can understand and apprecllte, that becault of the
acknowledged evils of pollution and tome bad land use,
many good and well-intentiOned people have joined the
environmental movement. There are many harms accruina
to our JOciety from both the pollution and powth iuue.
They mull be addressed and int~Uictntly solved. But, with·
out caudn& new and .,eater harm to our II>Ciety. Ur.-
fortunately, we are not prudently proceed in I to 10lve our
