cism of his stand against rezoning and

The Ensign quote hits at the heart of
the matter : "U we lose our property

The City Council and city planning
staff have been saying that they want
input from the l ocal citizenry to serve
as guidelines for pl.anrting the · tuttrre

who are saying to themselves, "Why
can't they leave us alone !" That is a
justifiable retort to all these efforts
by so-called planning experts to meddle
with our right of ownership of our own
property. Indeed, why can't they leave
us alone? We ask only the right to the
legitimate use of our property accord-
ing to the rules that we acknowledged
and accepted at the time of purchase.
We do not want our own councilmen
to take away that right by the subter-
fuge of rezoning and down-zoning. They
have no mandate from their bcsses, the
citizens or Newport Beach, to take away
from us the right to the use of our
property. U they want a mandate, we'll
give them one at the next Council elec-
tion.

Pertinent comments on land use and
population control plans were heard at
Monday's meeting of Newport Harbor
Chamber of Commerce directors. Cham-
ber President Dick Stevens and director
John Macnab pointed out an embarrass-
Ing contradiction In the objectives of
our city planners. Why are the plan-
ners attempting to curtail building and
population growth, when at the same time
they are seeking to open up more public
areas, which would attract great hordes
of outsiders to overload our streets and
beaches!
This contradictory and ill-conceived
policy Is inviting financial disaster. Con-
siderable tax and lease Income would
be wiped out by phasing out private
use of land now occupied by the Marina-
park, the Balboa Bay Club and tbe homes
on Beacon Bay. These Income producing
lands would become Income-devouring
liabilities, requiring additional funds for
maintenance, creating more traffic cal-
amities, and compounding our policing
problema.
We need not be ashamed or our preMnt
bandllng ot public land8 and beaches.

Daily Pilot for my position before the Newport
Beach Planning Commission hearings ror cootro-
versial and emotional down-zoning of real property.
I still feel obligated, after counting to twenty, to
reply 1n thls "open letter."
Newport Planners sougtlt citizen input; I spoke
as a concerned homeowner, plus remlndlng them
of our Board of Directors majority vote stCJPQrt-
lng the recommendation of our C!Yic AHalrs Com-
mittee who e.q>ressed their concern to the City
over continuing property rights eroSion. There was
never a pretense tllat I represented all our 1300
Members.
I suggest the Pilot reread early American his-
tory, If they judged my remarks to be intemperate;
1773 patriots oot only tarred and feathered con-
fiscatory public administrator s, they poured boll-
log tea down their throats before escortinc them
out of town on ralls. I felt It my civic DI.ITY, by
the Ume I reached the podium, to caution our Com-
missioners against fates similar to those exPer -
ienced by their historical predecessors.
The Pilot also might consider most of us Irate
taxpayers were jlmmed together In a crowded hall-
way for four hours before having an opportunity to
"speak our piece," not com fortably seated at a
press table.
Our Realtors Pledgt> requires us to "protect
the individual right ot real estate ownership" as
well as to oppose harmful legislation. It is my

MR. KYMLA?
We in old Newport elected ourselves a genius about 3
years ago. He was going to help put the old part of town
on a par with the newer and more impressive parts of New-
port, such as the newer sections of Corona del Mar.
What happened to this pipe dream?
Councilman Carl Kymla was going to really fix our traf-
fic problem on the Peninsula. Evidently, he decided the
easy way to do this was to eliminate Marinapark's trailer
village and lose $100,000 income for the city, then put in
parking to invite more of the public down.
This is his cure for our traffic problem.
We would like to know what he classifies as the public
when he talks about opening Marinapark up to the public.
If the present Marinapark residents aren't part of the pub-
lic, who are they? Or is one part of the public better than
another part?
His latest venture into fantasy is supporting spending
$94,000 of your hard-earned tax money for 2 lots on Cliff
Drive that a mountain goat would break his neck climbing.
We doubt very much that he'll be able to get our county
supervisors to smoke enough pipe to buy the rest of these
lots. We know Mr. Ronald Caspers, moneywise.
Now, being a big gambler, Carl Kymla wants the Irvine
Co. to trade $1 million worth of property on the old Cast-
aways site for permission to build a condominium in New-
port Center.

the world over. We understand he is dickering for the Brook-
lyn Bridge so it can be put across the Upper Bay.
