that are volunteered In suggestions to
the editor, here Is an attention getter:
What to do with the Balboa Bay Club
property when the lease expires and the
buildings revert to the city: Locate the
Newport Beach Civic Center there, con-
solidating all the scattered elements of
the city operation In one site. As for
surplus space, put It out for bid on a
master lease.

• 'YOU CAN TRUST THE COMMUNISTS'
Only a little boy, without the sham
and sophistication of his elders, was
able to cry out In the well known fable:
"The king Is naked!" Now, during Leonid
Brezhnev' s triumphant parade through
our nation, to the adulation of the press,
radio, TV and government officials, there
was no small voice to cry out to the
mesmerized public, "He Is a communist,
dedicated to the death and burial of free-
dom In the United States!"
Brezhnev' s dedication to the communist
cause of world conquest goes back to the
days of mass butchers Stalin and Khrush-
chev. He was an old-time lieutenant of
Khrushchev with an unbroken record of
close collaboration during the Great Purge
that liquidated more than a million Rus-
sians In the I 930s. In January, I 938, when
Khrushchev was appointed first secretary
of the Ukrainian communist party, Brezh-
nev was an eager accessory In the de-
liberate, planned starvation of an estim-
ated 7 million Ukrainians who resisted
the communist program of collective
farming. Today Brezhnev, as Russia's
Communist Party chief, has direct and
absolute control of the Infamous K.G.B.,
the Soviet secret pollee, who are holding
possibly as many as 5 million political
prisoners In Soviet concentration camps.
This Is the man who Is now signing
peace agreements and pledging friend-
ship and good will --all with the otticial
communist understanding that treaties
are like pie crusts --made to be broken.
The perfidious Soviet record of broken
treaties should alert us all to the folly
of trusting Brezhnev promises.

Jesus reminds us : '"Ye have the poor always wuh you" (Mall. 26: II).
Poverty is no mirage. The percentage of poor among the: pOpulation
is curremly pegged at nearly one out of five families. And we arc an
extremely affluent natiC'n when compared with the remainder of
mankind.
God evidences a speoal concern for lhc poor. They arc not an
afterthought with Him. but top priority. In Israel !he deslitutc re·
ceived particular consideration. They were permitted to borrow
freely without intere.sl. Part of the tilhe was 10 provide for their relief.
Jesus perpetuated I his partiaJity toward the poor. He instructed
\he rich young ruler "Go and sell that thou hast, and give to the poor
and thou shalt have treasure in heavcn'1M att. 19:21). Ministry to 1he
poor was an investment with eternal dividends.
Seeing that God so cares for the destitute, we mus1 share His
concern. The Christian's oom:crn goes beyond poverty to the persons
affected by it. We minister to the whole man in his total siluation.
Jesus linew that man's most critical necessity was for a meaningful
relationship with God. A full stomach will not carry anyone to
heaven.
We do man a disservice by ministering to the lesser need at the
expense of the greater. Because some have neglected the body, we
cannot ignore the soul. Getting to know Ood is still what life is basic-
aUy all about.
But we must not exclude man's material needs from our concern.
James rightly reminds us: .. If a brother or slstcr is without clothing
and in need of daily food and one of you says to them, 'Ocpan in
peace, be ye warmed and filled :' notwithstanding ye give them not
thole things wltich are needful to the body; what dotb it prolil?"
(James 2: 16). 1t is difficult, if not impossible, lo effectively present the
claims of Christ to aomeonc who is hungry. The Christian must ap--
preciate the deeper needs of ret.tionsh.ip to God tnd other men,
without minimi.t.in1 the preuin1 material concerns.
Service to the poor be&im with devotion to Ood and obedience
to His wj1L Ood loob upon the poo< and baa pioy. His puo com-
paaion ainpes out .~ ol the needy for special attention.

OR DISHONESTY? •
In the world of gamblers, and in the retail business, a
high-flyer who has unlimited tricks, vocabulary and hand-
shaking techniques and who then avoids paying his bills
by filing bankruptcy or disappearing, has a name --he is
called a DEADBEAT.
The gambling fraternity has a very harsh way of dealing
with such a man. Unfortunately, the retailer doesn't. Neither,
evidently, does the public, when a politician runs for Con-
gress or some other office and leaves $1/2 million in unpaid
campaign expenses.
We should do something about this.
For example, we have a fellow in California who ran
for the Senate and left a big bill, and now we have the case
of the mayor-elect of Los Angeles who has admitted he has
a $561,000 "deficit" from his campaign for an office that
pays $50,000 a year.
Our last councilmanic election here in Newport left a
defeated councilman crying that he spent $2,300 more than
he had and that he would have to pay this deficit out of what
he labeled his own money.
What are we going to call these guys --and what are we
going to do about them?
Right now, we have a committee here in town working
on suggested changes to the city charter. Here's a change
we really need: If a man doesn't pay his campaign expenses
before he takes office, he doesn't take office. Period.
Watergate is still in the news and the methods used for
paying some of the campaign btlls is being questioned. At
least, THEY PAID THEffi BILLS! If I could afford it, I
would gladly pay President Nixon's campaign blll for what
he's done for the country. But his bllls are paid. What about
the other guys?
For good, high-quality hardware that you can afford, stop
