this time from the community development
department --respecttully asking me to

the letter back to the city, with the
following handwritten notation: "I have
no illegal living unit In my 2 bedroom
(one unit) dwelling on my R-2 lot, where
the Haapa famUy has lived for 23 years
--nor do I have any bootleg living unit
In my garage at the same address."
My second thought wasn't quite as
friendly --when I realized that my own
city government was making a presump-
tion of guilt and was asking me t o prove
my Innocence. It's very much like the
excuse given for the use of "bugging"
devices: "We aren't sure If the guy Is
guilty, so we are going to bug his phone
to find out." I do not like the Insinuation
of guilt, and I feel like many others that
If our city has staff time t o go snooping
Into our private homes, then It Is time
to cut dawn that staff and relieve us of
some of our tax burden.

Tantalizing new vistas of opportunity
are opening up for any number of hard-
pressed businesses here In Newport

Harbor Chamber oi Commerce officials,
who are "unalterably opposed" to any tax
subsidies tor private businesses, but would
like to see the city cooperate by using
its power to condemn the property of one
kind of private business In order to
"cooperate" with another kind--namely,
the boatyards.
These requests tor city assistance for
private business have come up from time
to time during the 25 years that I have
been observing the City Hall scene. I
remember one Instance with particular
nostalgia--back in 1952, when President
K, T. Kendall of the multi-million dollar
Balboa Bay Club enterprise asked the
city for financial aid In launching the
Bay Window magazine on the grounds
that the magazine provided good pub-
licity for the city. As a fellow publisher
I quickly realized the potential benefits
that could be derived by other local
businesses, and I Immediately penned
a courteous letter to the City Council,
to-wit:

That is just why I like to preach it,
because it has done me so much
good. No man can ever tell all that
it has done for him, but I think I

question. The term "the Adamic
race" does not occur in Scripture.
It signifies that all human beings
are sinners, as were our first par·
ttnts, Adam and Eve (Rom. 5:12).

The Saviour was and is entirely
apart from sin. This is why He can
bring us eternal salvation.

the English language so little
understood as the word "Gos-
pel.'' We hear it every day. We
have heard it from our earliest
c hildhood. Yet there are many
people--and even many Christians
-who do not really know what it
means. I believe I was a child of
God a long time before I really knew.
A MONSTER EN.MY CALLED DIATH
There is that terrible enemy men-
tioned in 1 Corinthians 15, the last
enemy, death. The Gospel has taken
it out of the way. My mind often
rolls back 20 years, to a time before
I was converted, and I think how
dark the future used to seem, I used
to look on death as a terrible mon-
ster. I trembled as I thought of the
dreadful hour when he s hould beck-

No better news ever came down
out of heaven than the Gospel. N o
better news ever fell upon the ears
of the family of man than the Gos-
pel. When the angels came down
to proclaim the tidings, what did
they say to those shepherds on the
plains of Bethlehem? ''Behold, I
bring you sad tidings"? No! "Be-
hold, I bring you good tidings of
great joy, which shall be to all
people. For unto you is born this
day in the city of David a Savior."
Gospel is good news. But those s hep-
herds believed the message that the
angels brought, and their hearts
were filled with joy.
It was a custom in our village to
toll from the old church bell the age
of anyone who died : 70; 80; some-
times only 16; sometimes my own
age! It made a solemn impression

We thmk of the story of Captain Pat Etheridge of the Cape Hatteras station of the Un_ited States ~st Guard. One night in a howling hurricane he saw the

A. The answer is ra1he r obvious:
nowhere. Scripture does no t enjoin
us to go to grammar school,high
school, or colle ge. The question is
how we can be most effective for
the Lord. The danger is that many
o f the cults have been started by
those who have taken verses out
of their context only to confuse
people. W e e ncourage as much
education as possible but not at
the expense of o ne's faith. While
Dwight L. Moody never got be -
yond grammar school God blessed
him g reatly. And yet he selected
Dr. R. A. Torrey as hi s nghl-hand
man when the Bible In stitute was
started. He realized he was not

A FISHY DEAL?
When is an honest deal not an honest deal?
When political administrators start re-arranging the world
to suit themselves, that's when.
Here's an example: Years ago, the waterfront between what
are now the Cannery and Delaney's restaurants was just
a mudflat. A real mess. The county government came to
the commercial fishermen and said, "Look, if you guys will
raise a little money, the county and city will chip in and
we'll dredge that area and put up a sea wall so the fishing
boats can tie up and unload."
Well, myself and some more fishermen chipped in. I per-
sonally donated 2 tons of mackerel from each of 12 boats
I had then. The mackerel were bringing $52.50 a ton then,
so me and my boats gave $1,260 to help out. Other fishermen
did the same. In return, the county assured us that there
would always be a place for the commercial fisherman to
load and unload his boats and tie up for repairs.
Whatever became of that agreement? Sure, the canneries
are gone, but we still have commercial fishermen here.
Where can they tie up? The city puts in parking meters on
part of the area around the seawall, and talks about parks
on some of it. Nobody checked with the fishermen, who have
money tied up in that area. What kind of dirty deal is this,
anyway? Is the city going to send me a check for my $1,260,
and similar checks to the other fishermen? Don't hold your
breath, boys.
Let's get the federal government involved in this. The
feds put up the money for dredging the harbor, with the under-
standing that it would be open to commercial fishing use.
What happened? The harbor is a mess now. The entire bay
is too dirty to swim in, and the fisherman is wondering where
he can tie up his boat. By the way, the dredgers were supposed
to come back again, because there was $3 million left in the
dredging fund. The bay could use a dredging now.
Next January, let's nominate 4 City Councilmen who will
tell the administrators to keep their bureaucratic noses out
of long-standing deals between gentlemen.
