Both attack the symptom, not the prob-
lem --and both take away the Incentive
for private enterprise to solve the prob-
lem, Both add to the growing concentra-
tion of power in the federal government,
particularly In the office of the president,
and thus both are laying the groundwork
for the rise of totalitarian government.
Basic cause behind both rising prices
and scarcity is Inflation, which can be
blamed directly on the government policy
of deficit financing --diluting the value
of the dollar with " printing press" money.
Inflation can be halted only by slashing
government spending to eliminate the
annual deficits. President Nixon chose
instead to resort to wage and price
controls, Shortages always follow con·
trois, because It becomes unprofitable to
produce the controlled items , This time
the crisis is further compounded by the
ecology-mania, which has resulted in
totally unreasonable restraints on pro-
duction.

The Inevitable result is rationing, since
both the Republican and Democrat parties
have obviously abandoned taith In the
ability of the free enterprise system
to work out economic problems.
The free enterprise solution is simply
this: Get government off our backs, and
then the productive genius of free enter-
prise will create a tremendous outpouring
of goods and services. The Incentive
of profits will direct the production into
the areas of high prices and shortages,
and the automatic result, without govern-
ment decree, is to bring down the high
prices and to eliminate the shortages.

;THE FISHING CZAR
There's been something fishy going on in the state's fish
and game policy for many years. Many fishermen feel that the
Fish and Game Department is powerless to protect our salt
water llfe from being fished into extinction by greedy purse
seiners. These are the guys who use seines to scoop up enUre
schools of fish for the big canneries.
Here's what's happening:
LOBSTER licenses are being issued, yet fishermen claim
there are NO legal-sized lobsters around, because overfishing
has kept them from maturing. Very small, illegal lobsters
are being caught, they claim. It is said that "legal licenses are
being issued to fish illegal lobsters."
YACHTSMEN are getting commercial fishing licenses, but
are not doing commercial fishing. They get the licenses because
it gives them a big property tax break on their boats, and saves
them from paying sales tax when they buy equipment. They
also get whopping discounts at marine supply stores when they
present their commercial licenses.
ANCHOVIES are being over-fished, with the result that they
are becoming more scarce. Bigger .fish are having to go further
a-sea to find anchovies to feed upon.
COMMERCIAL FISHERMEN are literally up in arms over
the use of airplanes to spot swordfish for fast sportfishing
boats, which then zero in on the fish ahead of the commercial
' man. Shots have been fired at boats and planes. This is getting
serious. Planes can't be used to hunt game on land. Why not
extend this ban to the sea?
SARDINES AND MACKEREL have been decimated by this
kind of greedy over-fishing by canneries and their purse seines.
Now, they're §Oing to do the same to anchovies and bonita. There
aren't enough fish left to reproduce.
Why are these things happening? Many fishermen believe it's
because one man Assemblyman Vincent Thomas of San
Pedro --controls California salt water fishing, and that he
is too friendly with the big-money canners. For about 30 years,
he has headed an important committee that deals with salt
water fishing regulations. Fishermen claim he has stopped
them from getting legislation passed that would conserve our
salt water fish, that he is the czar of fishing.
Where are the environmentalists and ecologists on this matter?
What about our local representatives --Assemblyman Badham
and Senator Carpenter? Why don't they do something?
Purse seining must be stopped or curtailed. Airplanes must
be banned from helping fishermen. We MUST save our salt
water ecology for future generations.
Write to Mr. Carpenter and Mr. Badham, and urge them to
take some action NOW before it's too late.
