OUR CITY CHARTER
An afternoon study session of our City Council on Dec. 10
will study suggested changes to the City Charter. On Dec. 17,
the public will get a chance to be heard on this matter before
a regular City Council meeting. Here are some of my suggested
changes to our Charter, which must first be okayed by the
Council and then placed on the ballot for the people to decide :
* TAX LIMIT, similar to what was proposed by the recent
state Proposition 1, should be imposed locally, with only a
vote of the people allowing tax increases. Incidentally, when
assessed values go up and the local property tax rate stays
the same, THAT'S A TAX INCREASE. And, the city tax rate
should be set only by a full 7-member City Council.
* COUNCIL MEMBERS should not be allowed to take their
seats after an election until they have paid their campaign bills
and torn down their signs.
* COUNCIL PAY should be CUT, not raised. Instead of
raising the pay to $300 per month as proposed by a committee,
the pay should drop to $100 from the present $200. A man
is either civic minded and willing to give his time, or he's
not. We're not getting any better councilmen now for $200 than
we did for $25.
* LONG TRIPS, such as the one to San Juan, P. R., taken
by Mayor Mcinnis and Councilman Dostal, should not be allowed.
Before a city official journeys outside the continental U. S.
at public expense, the people should have a vote on it.
* MAJOR CAPITAL IMPROVEMENTS, such as the million
dollar police building, should be put to a public vote.
* SALARIES of the top 5 city administrators (city manager,
city attorney, police chief, fire chief and community develop-
ment director) should be controlled by popular vote.
* ELECTION of councilmen should be within districts, in-
stead of by city-wide vote. Newport is a city of communities.
Let's elect our representatives that way. Then, the ridiculous
$500 limit on personal campaign spending would seem a little
more reasonable.
* PUBLIC LANDS, above a certain value, should not be
sold without the people's okay. Once these lands are gone,
they're gone forever. One administration could strip us, forever,
of our public holdings.
