any responsibility whatever toward the governments of
the world"; so by them responsibility in this relationship
is altogether neglected and ignored.' I read of one per·
son w6o remarked, ''They cannot blame me for failura
in the gOYemment for I have not voted for 20 yean."

answered, ''That is euctly what I am doing. You lmow

Divine providence by means of birth or immigration
brought you to this , country? 1ben you have become a
part of this great and favored nation. You have come to

I . Any theolog1cal evaluaUon of the problem orhomo-
seaua.!Uy must at once deal with the matter of apostolic
authority. On this issue Saint Paul, for example, ts
quJte explicit. He makes three major points.
a. Ttle practice of homosexuality excludes per-
sons from the kin(dom of God (I Cor. 6 :10);
b. Its ceneral practice in sodety gives evi-
dence of turninc the truth of God Into a lie because
It consists In defiance of God 's arrangement(Ro-
mans 1 :24-27);
c. Its general practi ce Is part of that dtvine
judcment wbicb consists in turning men over to
themselves for their own destruction (Romans
I :24~27).
2. These apostolic statements can not be circumvent-
ed by holding that moral and social values change in
time and that. therefore, his judgments are no Ioncer
valid or even applicable. For It was part of the apostolic
call aad tuncuon to interpret ror the Church of all ages
the nature or reality as it deals with the lordship of God
over men not only in terms or redemption but also ln
the area of cr eation.
3. Homosexuality, therefore, must be called.anddealt

First, a $300,000 rainy-day fund disappeared a few years ago. We
found out where it went. Are we supposed to assume that the fel-
who were running city hall back then just took it home with them?
Now, we have seen evidence of another cover-up operation. The police
and city manager were told, very emphatically, first by the people
then by the City Council, that we do not want police headquarters
oved to the Irvine Company's compound up in Newport Center. Last
we learned that they have plans to move, anyway.
First, City Hall sold our valuable city dump property out near where
new marina is going to be built. We should not have sold this val-
ualble land. It will be worth a lot more later' on. We should have '"'""""''"~

We need a little more openness and honesty down at City Hall.
