OMlor MCI pubHsller of lie Eall_, OOOQo••••oooeo...,oo·••••• • CITY HALL OCCUPATIONAL DISEASE The mania for planning and control of other people's property is an occupa- tional disease with our so-called public servants. We see the contagion s preading right here at home, in the City ·Halls in both Newport Beach and Costa Mesa. We are allowing our hired help to usurp the dangerous power of dictating what we can do with our property, what kind of signs we can put up for our business buildings, what changes In zoning should be forced on property owners. The fault Is in ourselves, because so few of us have the guts to raise a fuss, and so few seem to care about the loss of property rights --until it is too late. Perhaps too many of us · are so busy trying to cope with the increasing prob- lems of running a business that we do not notice the peril that faces us In City Hall. We do not take enough time out from our job at the store to defend our businesses from our hired public servants, who are there full time at the job of planning and control, for which they are paid by us. Perhaps the fault Is that too many business and property owners give up in exasperation after t~to fight the repeated schemes to enact new controls. I am reminded of A yn Rand's "Atlas shrugged," the classic novel about small- minded, power hungry little men who sought to shackle the efforts of freedom loving private enterprisers. With the in- spiration available only to novelists, Miss Rand was a,ble to provide a means of escape from ·the fascist state that was being created by the planners and con- trollers. If escape were Indeed possible, you can be sure that many of us would be long gone --and we would leave the planners controlling each other's lives and each other's property until they finally create total chaos and disaster. But we cannot escape. We are now at the last frontier, and we have to make our stand for freedom right here at home. We can hope that there will be an awakening among our business people and the home owners, and that they finally will rally to their own self de- fense and to the defense of their neighbor. What will be the awakener? Perhaps It could be the drastic controls of the new sign law now being readied for enactment. Maybe It will be the repeated attacks on property ownership through downzonlng and moratorium on building. Don't be complacent because your turn has not yet come. Goldie Joeeph points out rightly in a letter printed on this same page --that people should realize that If their neighbor's righte are taken away, theirs could be next. We can de- fend our own rights only if we fight al•o for the rights of all other citizens --in- cluding thoee who are 10 busily devlaing new controls over our property. (This is an open letter to Edmund "Jerry" Brown Jr., who is running in November for governor of ·California.) • • • • • Dear Mr. Brown: My dictionary defines "democrat" as someone who believes 1n govern· ment by the people. Now, the 5th Supervisorial District here in Orange County is without representation in the county seat, due to the loss at sea of Ronald CasPer&. Do you believe the people should elect a new supervisor? Tbere 18 a bill in the state legislature that would make that possible. Democrats in ·Sacramento are blocking that bill. Democrats here in Orange County refused last week to commit themselves to the idea of a democratic elec- tion to pick Mr. Caspers' successor. As you know, Mr. Brown, if things stay as they are, and if you become our new governor in January, you would then be in a position to appoint someone to serve the 4 year term to which the people elected Mr. Caspers. The wlll of the people would be thwarted, Is this democracy in action? I have 2 important questions tor you, Mr. Brown: (1) Do you believe in democracy? (2) If you do, will you advise your partisan Democrat friends in Sacramento and in Orange County that a democratic election is the best way to fill the non-partisan vacancy lett by Mr. Caspers? A lot of voters in Orange County are waiting tor your answer to those questions, Mr. Brown; There have been numerous charges in the past few years that local Democrats are beginning to turn county politics into a partisan arena. This is an excellent opportunity tor you and the Democrat party to refute those accusations of partisanship. We don't need Chicago-style politicians irt California. wm you help us keep California and Orange County relatively free of such politics? ·" "' P, S.
