Now, along comes a new plan by the Coastal Commission to have the public gradually buy up ALL beachfront woperty over a period of 50 to 100 years. Private ownership would start at the first street or road inland. The idea is to make this a part of the master plan for the Califor- nia coastline. Well, if the public has the money and wants to pay the price, I guess that could work out okey in the long run, but there's one thing these planning fellows may be forgetting. What happens to the value of privately-owned property during that 50 or 100 years, when the owners, and anybody thinking of buying, knows that the state is going to eventually gobble it all up ? And, if the state drives that private property off the general market, how will they decide what it's worth when they get ready to buy from the private owner? Looks like we will have some bureaucrats deciding what property is worth, instead of letting the free market operate. On the other side of the coin, we have the Irvine Co. trying to sell some Upper Bay islands to the public, and it turns out those islands might have belonged to the public all along. U it's wrong for public agencies to take private land, it's just as wrong for private interests to take public land and claim it's theirs. It's about time we had some good, strong legal decisions on just what belongs to whom. Then, maybe we can all keep our cottonpicking hands off ·of the other fellow's property. Al Forgit P. S.
