• DEMOCRACY VS. REPUBLIC
The "Conservative comment" pub-
lished· In the Jan. 9 Ensign presented
an excellent comparison of a democ-
racy and a republic, as published
·back In 1928 In a U. S. War Depart-
ment training manual on citizenship.
"Democracy" is the rule of the
masses, wherein a decision by the
majority can override our constltu-
tlorially guaranteed rights, and the
right to own property is steadily eroded
away. That is what is happening right
now in our nation, even in our own
community. "Republic" 1s rule by
law, with the tyranny of the majority
''tied down by the chains of the con-
stitution," thus safeguarding our right
to life, liberty and property from
momentary whim of the electorate.
Our nation, established almost 200
years ago as a republic, is being
transformed into a democracy, and
our bicentennial celebration may in-
deed be a requiem for the republic.
Why is this tragedy coming to pass?
An answer was given 2 centuries ago,
when our 13 original states were still
colonies of Great Britain. The writer
was Professor Alexander Fraser
·Tytler, and he was commenting on
&loa decllae ..and fall of the Athenian.
~epubllc over 2,000 years earlier: "A
democracy cannot exist as a permanent
form of government. It can only exist
until the voters discover they can
vote themselves largess out of the
public treasury. From that moment
on, the majority always votes for
the candidate promising the most bene-
fits from the public treasury, with the
result that democracy always collapses
over a loose fiscal policy , always
to be followed by a dictatorship."
This grim warning should be heeded
by our own public officials in
Newport Beach and Costa Mesa --
as they reach out for that "largesse
out of the public treasury," asking
for federal funds (and federal control )
for projects that should be strictly
of local responsibility and local fi-
nancing.

$250,000 hovels.
••• About 47 per cent of wbat you make now goes to support some branch of govern-
ment. Surely, we can do better than that. Let's go over the top, folks, and see if we can
raise that to at least over 50 per cent, because the IRS says if you provide more than 50
per cent of someooe's s~rt, you can, claim a depeodent's exemption. We could all
llsl our Uncle Sam as an exemptloo.
••• Food stamps are now belng used by familles that own 2 cars and a home, and
have jobs. Let's extend that to 3-car families with 2 bomes, so we can raise tooq
prices.
... Let's keep raising lhe price ol everything. Even when Detroit sees that people
can't alford to pay higher prices lor cars, let's don't lower the price. Let's caU It a
"circus" and send the car buyer a "rebate." By the way, try buytog a car without any
extras on It, and see what the salesman tells you.
