abiding by the highest law of the land,
which has been reaffirmed by U.S. Su-
preme Court decision Invalidating a cit~
ordinance calling for entry and Inspec-
tion of premises. Search can be con-
ducted only under the authority of a
search warrant, issued only upoo prob-
able cause, supported by oath.
Newport tried this "search and In-
spect" ordinance once before, 20 years
ago, In an attempt t o control Easter
Week over-crowding of rentals. That
ordinance was declared unconstitutiooal.

who clamor for hand-outs from the
federal government, and those In Wash-
lr.gton who vote the big spending bills
and thus add to the federal deficit and • to the Inflation spiral --these are the
rascals who are respooslble for oor
rising taxes and our escalating cost of
living. They must all be turned out of
office If we are t o escape bankruptcy.
Take a look at the voting records
of Californians In Washington --and
despair. The latest conservative In-
dex, just Issued by the Review of the
News and judged on adherence to con-
stitutional · principles, rates ooly 11 of
42 congressmen over 50 per cent.
Twenty-ooe of them, exactly ooe-haU,
score ZERO (or a minus, because of
absences). Our congressman, Andrew
Hinshaw, has a creditable 84, and our
down-coast neighbor, Clair Burgener,
rates 76. In the Senate, Alan Cranston
scores ZERO, and John Tunney Is not
much better with 9. ,
A low score oo the conservative In-
dex is synoymous with big spending.
AIJ long as the voters return the ZERO
politicians to office, we'll cootlnue to
get big spendlrig, big deftcits, more
Inflation, higher cost of ltvtng, higher

For years now, various government bureaucracies and committees have preached
to us about what we should do In an emergency. The polittc1ans have told us at every
election that a great national emergency either n:lsts or Is )lsi around the co rner.
Well, after ZOO years, this old shoe has worn oot. I think It's time the citizens of this
good old U.S. A. turned around and started talldng back to Congress ahout what to tto
wtth the panic buttoo.
This pack of headless, braying jackasses should be told that we don't like their
constant state of panic. We are tired of hearing that the sky Is falling every other
week. And we're llred of having them plckoor pockets to stave off the latest "Impend-
ing disaster." THEY create the "emergencies," and then "solve" them by throwing
money at the problem.
A guy comes to this country, gets a Social Security number, can't llnd a job, then
gets $95 a week welt.ue. That's my and your pay check they're taking, you know.
And ll's not )lsi Washington. There are plenty of headless jackasses ln Sacramento
and Santa Ana, too. All of them act like they're filming a new Hollywood comedy,
but they're having all the tun wlth our money.
One of the latest "emergencies'' is over 1n Turkey. After taking a lot of our money
to build bases that were said to be absolulely 'essential lo our national defense,
Congress now tells us, suddenly, that we don't really need them after all. That's the
Turkish emergency.
And of course, New York City has a terrible emergency because they'Ye realized,
after haU a century of Democrat rule, that there is no such thing as a lree lunch.
Took them 50 years to tlnd out, but now, suddenly, it's an "emergency.~' ...
Defending VIetnam was absolutely necessary to keep the Communists from taking
over Asia. Then, hundreds of thoUsands of lives and IKindred of billions of dollars
later, Coogrel8 was holdlog"emergency"sessloostodecldewe should got the hell out.
