are prohibited by law from Indulging In
such financ ial folly. Now this federal
revenue sharing subterfuge has been
devised by those who want to get around
this unhandy r estriction and who are
thus openin g the floodgates to more
federal spending and pushing us closer
t o fiscal collapse --with the eager help
of local spendthrifts. All over the U. S.,
money squanderers in cities are rushing
greedily to the tax trough to carry
out spending schemes that would have
been wisely turned down by the l ocal
voters, who do n ot want to add to their
already oppressive tax burden.

City of Newport Beach represents a
federal tax gouge of possibly a half
million dollars, because of the boon-
doggling, inefficiency and bureaucratic
gr owth that always go with federal hand-
outs. The over-all program of so-called
11revenue sharing," glorified as turning
back $20 billiou to local governments,
means a total expense of possibly $40
billion, adding that frightful total t o
our national debt, and thus feeding the
already fr.tming fires of inflation.
This folly of national suicide is dealt
with in biting language by columnist
T om Rose in the Sunday Register. "A
sickness stalks America. It is eating
the heart out of he r," says Mr. Rose .
0 The sickness of America is to be
found ln the sin of lust; of coveting
the property and incomes that right-
fully belong t o others . The schemes
devised t o give vent to this lust are
often s o well disguised through the
covert use of force exerted through
some level of civil government that
Individuals ter.d to overlook their in-

that America has revolted against the
God-instituted law of private property ?
'Thou shalt not steal . . . Thou shalt
not covet' . . . When Americans once
again start living according to God's
unchanging Law, then, and only then,
can we expect the exalting that a
righteous nation is promised."
GOO's Word says, uRighteousness

is here, in our own neighborhood. And
each of us should say, "Let tt begin

But the big news • th~ kind of people ~
comtngm.
Today's Army is
getting a unique view of
today's young people .
In the last two
years without the
draft~ over 400,000
young Americans
have chosen to
serve in the Army.
As a result, the
Army today stands at full
authorized strength and is,
in fact~ ahead of schedule
for fielding 16 ready division s.
Not only are the
numbers impressive. hut so
arc the people. 66 9o of them
have completed high school.
14,000 have some college
behind them . And th ey'll
be ahle to continue their
educations while in the Army.
Accordin g to
commanders in the field ,
today's young volunteers
are making terrific soldi ers .
They're looking for
personal challenge, and
getting it. They're at an
age where they want tn
test themselves. and
they're doing it. In return
for responsibility, oppor-
tunity and maturity, they're
giving 100% to the joh of
soldiering.
It's a good situa-
tion, and getting better.
And perhaps not so surprising when you
consider what today's Army has to offer:
We start a young soldier at $344.10
a month, with a raise to S383.40 in just
four months.
For those who qualify,
there are over 200 specific
job-training courses to choose
from. Most of these courses
develop skills that can be
used in civilian life.
The opportunities to continue a
formal education are varied and extensive.
We have soldiers who go on to complete
high school. Soldiers who start and finish
college. And some \vho eve n acquire
advanced degrees.
Today, th e Army's educational
opportunities have been expanded with
the introduction of "Project Ahead"-
a program that in volves over
1200 co lleges and universitie s
and enables a young person
to enlist in the Army
and sta rt co llege at the
sa me time. And all with
the Army paying up to 75o,o
of the tuition costs.
In ad dition to salary,
there are th e traditional benefits
of food. clothing, housing, medi cal
and dental care. and
30 days' paid vacation
each year. All of which
allow the more enterpris-
ing to huild a a\·ings
account.
And there is the
opportunity for travel. Not only throughout
th e co ntinental U nitcd States, hut to Europe,
Hawaii. Korea and other assignments
around the world .
1~hc Army offer reads well. hut it
doc n 't co me easy. It takes intelligence.
courage~ discipline, teamwork, pride in
se lf and love of country. It says a lot for
America that. in just t\VO years. 400,(X)()
young people have volunteered to serve
in it s Army.

tunities in today's Army send the coupon.

'IVJIAT TO BE A ClllliS'nAN IS AND IS NOT
Now in~ ftnt place. a CltrleUan ia not a penon
who Uvea in what we caU a Chriatian countrr. A.
a matter of fact, there im't any Chriati&D COUDb')'
in the world. America Ia probably more nearly
Chri1tlan than an7 other nation on the earth, but
America ll not a Chrl.atlan country. Now don't mi ..
understand me. Everythin• we , have that te real)y
worth keeplft8' in our country hal come from the
Chrlatian reliaion. Christiana are the light of the
world and the .. It of the earth. If all the Chrietiana
would leave America, the civUization that we have
would wo with them, but America is not Christian,
for the overwhelming majority of the·people in this
country are not right with God.
I will tell you .something else. You can join the
church, be baptized, and take communion, yet not
be a Christian. It is po88ible to stand in the pulpit
and preach and not be a Christian. I think I know
more preachers than any man my age in this eoun.
try, as I have sr:;ot nearly my entire life in assoc·
iation with mimsters. I believe the majority of our
preachers are godly, unaeltiah, consecrated men of
God, but nobody would tell you that every preacher
in America I! a saved man.
You can go to church every Sunday, and sing in
the choir; you can read your Bible every day, and
say your prayers, yet 1tUI not be a Christian.
You can have a Christian father and mother, and
still be uMaved. I am talking to aomebody now who
has a mother and father who pray for you every
day, and still you are Uving without God. There Ia
aomebody in this audienee whose father and mother
have gone to Heaven, and this moment they are
reachina their hands through the blue aky about
you and calling you to God, and still you go on in
sin.
In the light of the New Teatament, a ChriaUan
is a person in whose life four things have taken
place. If the&e things have not taken place in your
life, you are not a Christian. You may be a moral
man, you may be a virtuoua woman, you may have
high ideals, you may have a generous heart, you
may be philanthropic. you may be kind, you may
be a very decent sort of citizen, and do a ~eat
many admirable things, but unless these four things
have tH.ken place in your soul, you are not a
Chril'-tian.
Now what ar~ the&e fou r things? Firat, convic-
tion; ~~e<:ond, repentance; third, conversion; and
fourth, the new birth. Every man must be convict.

then I am born aaaln. The new birth ta the divine
Ute which Ia Imparted to me whfJn I, by air:tJ..lo:~
faith, truat Je~ua Chrl1t u my penonal Saviour.
We have talked about the new birth ln aueh .tranJ'fl
theolo«:{cal terma that the nnk and tile of the
people don't. know what we mean.
I read in the ftrat chapter of John theae wordt:
"But aa many u received him, to them aave he
power to beeome the sona of God, even to them that
believe on hla name."
The next verae teaehea explicitly that the people
who thus receive Je~ua are born, not of blood nor of
the will of the fteah, but of God. In the Firat Eplatie
of John we read the worda. "He that hath the Son
hath life." If we receive Christ. we have Him: and
if we have Him, we have lile. There Ia juat one
ditl'erenee between a Christian and a ainner. A
Christian haa Christ. and a alnner Uan't. That is
a big difference. It'1 the dJtference between Heaven
and Hell.
You can have religion and not be a Christian. Of
courae. when we apP.ak of "gettinw religion" In thia
country, we mean becoming a Ct.nftian, but u a
matter of fact everybody haa some kind of religion.
You can't live Without religion. Mau ia a religious
animal. That does not mean he ia a Christitn ani·
mal. The meanest man in this city haa aome aort
of religion. Religion ia reliance. ·The thing upon
which you rely for salvation, that Ia your reli.a'ion.
Some men rely upon one thing, some upon another.
Your religion is no stronger than your reliance. A
Chri1tian iA a peraon who, knowing that he il in·
sufficient in himself, that he is helpleaa and undone,
and that he cannot uve himt.elf, relies upon Jeaua
Christ and His atoning blood alone for &alvatlon.
That's a Christian. He doesn't rely upon hiJMe1f ·
he doesn't rely upon his morality, he doesn't relY
upon his religion; he doesn't rely upon his church
mE'mbenhip. He doesn't partly rely upon any of
these things. He relies abaolutely, unconditionally
and unreservedly upon Jeaus Christ.

he would have been n leading figure in your moral
fights and civic reforms. He would have been a
member of your church and on your official board.
You would have aent him as a delegate to your con-

J eaus, and t.he holy eyes of Jeaua ~earched the soul
of Nicodemus aa He aaid: "Except a man be born

ber that Je1u1 was talking to the beat man of Hia

city Civil Service Board
made 2 unanimous recom-1
mendaUons: first tbat Mr.
Hirschberg be re-b.lred as ·
license supervisor; then,
that he be re-htred to the
storekeeper's Job to which
he had been demoted last
Octoter.
City Manager Wynn does
not have to abide by CtvU II-•'7Jr'l Service Board dectslons.
··In conversaUons with
me," Mr. Hlrsctj)erg re-
called this week, ''tbe city
manager offered me a job
as storekeeper. or as are-
fuse man, a gardener or a
police dispatcher. My at-
torney pointed out that these
are laborer's jobs, and that
I had a supervisor's job."
When the city demoted Mr.
Hirschberg almost 2 years
ago, his supervisors maln-
tained that h.e could not get
along with the public. Mr.
Hlrsehberg claims he lost
his job because he enforced
the law to the letter, thus
upsetting some local busi-
ness people.
When the city fired him
from the storekeeper )lb to
which he had been demoted,
he was accused of Insubor-
dination Uld bleUlc1ency.
··t have asked my attorney
to go to Superior Court and
seek an order re -instating
me as business Ucense su-
pervisor of the city or New-
Beach," Mr. Hlrsch.-

MARINAPARK
IS HOME
If you live In Marlnapark right now, you must be wondering what to do. Should
you hook up your traDer and get ready to move? Or would you be sale In adding a
patio or an awning this summer?
City Hall, which has trouble making up Its mind on jist about everything, Is still
playing games with th,, future of · Marlnapark. Here we have 58 !am Illes, who are
very good neighbors, good taxpayers, and who cause no trouble. The city told .them
almost 3 years ago that the $1ZO,OOO they pay every ylllr In rent for the city-owned
land they occupy just Isn't as Important as the city's need for parks. They told the
Marlnapark folks they woold have to be out by late 1977.
WeU, after a lew folks around town, Including yours truly, pointed out the lolly of
the city giving up a nice Income and trading It for a $40,000-a.year maintenance
cost on a park, the city lathers started having some second thoUghts. So, In May of
this year, CouncUmen Rogers and Barrett were IJ)I)Oinled to look Into a possible
change In the evlcUon notice. To lhelr credit, they have recommended that Marina-
park remain as a high-quality mobUel\ome park. CouncUman Paul Rycko!f has
already Indicated that he ruors such a move. That means Just one more Council-
man can assure these good folks of keeping their home, by giving them a 4-3 Council
majority. ·
1-lhlnlt the CouncU should acl Immediately to put eYerybody's mind al peace by
cancelling the old eviction ootlce. The Parks, Beo.ches and Recreation Commission,
which came up with the hare-brained Jlllrk Ideo. Jn. the !!rat place, ~d be 1111!1. they
