F our score and seven years ago our fathers brought forth on this l l
continent a new nation conceived in liberty and dedicated to the
proposition that all men are created equal. Now we are engaged in a great
civil war testing whether that nation, or any nation so conceived and so
dedicated, can long endure. We a•e met on a great battlefield of that war.
We have come to dedicate a portion of that field as a final resting-place ·

Whereas, The Senate of the United States; devoutly recognizing the
Supreme authority and just government of Almig hty God in all the
affairs of men and nations, has, by a re solutiof'l, requ:!sted the Presi-
dent to desig nate and set &part a day for National prayer and humilia-
tion.
And w hereas, it is the duty of nations, as we ll as of men, to own
their dependence upon the overrul1 ng power of God, to confess their
sins and transgressions, in humble sorrow, yet with assured hope that
genuine repentance w ill lead to mercy and pardon, and to recognize
the sub lime truth announced 1n the Holy Sc.r1ptures and proven by al l
history that those nations only are blessed whose God is the lord .
And 1nasmuch as we know that by H1s 0 1vine law, nations, like
individ uals, are subject to pun1shments in this world: May we not
greatly fear that the awful calamity of the cruel war which now deso-
lates the land, may be a punishment 1nfltcted upon us for our presump-
tive s ins, to the needfu l end of our Nat1onal reformation as a whole
people .
We have been the rec1 p ie nts of the cho1cest bounties of Heaven.
We have been prese rved these many years 1n peace and p rosperity.
We have grown m numbers . wealth and power as no other nation has
e ve r grown.
