VOTERS' MESSJo.GE: MORE CONTROL?
Last week's Ensign story on tbe New-
port Beach City Council election said
that tbe result "could mean an increased
emphasis at City Hall on growth control
planning and preservation of open
space." Rephrasf·d in more explicit
terms, this means a continuing and
accelerating assault on the right to
own and use private property.
My concept of the function of govern-
ment is that its prime purpose is to
protect Its citizens and their property.
Without security in the ownership of
private property, no other truman rights
can long be protected. But now the
protector is becoming the expropriator,
taking away property without compensa-
tion --all in tbe name of "the public
good," and the unaware public is ap-
plauding the take-over.
How long will this go on until the
"public" will finally realize that they
themselves are the victims of the take-
over? There have been some echoes
-of awakening in the outcries over the
abuses against property rights per-
petrated by the unelected rulers on the
coast control commissions. However,
the . victories at the polls still go to
the stop-the-growth addicts and to the
advocates of more and more govern-
ment meddling in our personal and busi-
ness affalrs.
Is this any way to commemorate the
2 OOtb birthday of our republic? You bet
it isn't I Why not )OlD instead in a
nationwide recognition of the freedom
so dearly won 200 years ago, and a
dedication to restoring and preserving
individual liberty in this bicentennial
year!

Apart from thit double betrayal, ho~We~r. How ihen did Helmut Sonnenff'ldt get
whe-re he is today? A high.Jevel fast shu111f',
that's how. Seven montha after his nomination
to the Treasury poat. his name was ,bruptly
withdrawn. Then, in December 1973. he was
quickly renominated to the pollition of CounRI-
or of the St.-te Department. Before man}·
reali:ted what was happening, the Se-nate con·
firmed his new nomination by voice vote in the
pre-Christmas rush to adjourn. One-Senator
said that the word had been passed: "Hmry
Kissinger wants him."
Helmut Sonnenfeldt's holding of a high post in
lhe State De-panment should be an iu ue all by
itself. In 1973, he was nominatNt to become
UndeT&eCret.ary of the Treasury, a pot;t requir-
ing Sena.t.e confirmation. During t.he confirma-
tion hearingt, three of his former State [)e.
JM~nment IIIIOciates tatified that he had en-
gaged in unauthorized leaking of clan ified
information to the pret18, that he had provided
highly clauified information to agents of a
fore ign power. and that he had even attempted
t o influence the 1960 presidential election by
giving clas..:;ified information to the Demo·
crats.
We imagine thilt there are millions &uffer·
ing under Communism in Eastern Europe who
would agree with us that the remO\Iill from
their posUi of both Helmut Sonnenfeld! and
his patron, Henry J(issinger. woold be 1 big plu11

Most resldenttal burglars
ue opportunistic thieves.
They lnchtde teenagers and

most frequently stolen are
television sets, stereosouM
sets, cameras, power tools,
and guns.
In assessln( your home
as a potential target the bur-
glar constdE'rs three factors
--opportunity, noise, and
tlmP. You may ma.ke your
home relatively burglar
proof by lessening the
opportuD.ity, Increasing the
amount of oolse an Intruder
would make, and leagthening
the Ume required to effect

In pollee parlance this Is

Well, we've got a president and a vice-president that weren't elected, and now it
loots Hke "NC! may get a new governor the same way.
Jerry Brown says he wants ·to be president. What he probably really means Is
that be Wllllts to be vice-president DOW and president laler. Ellher way I! he wins • • that means be would have to resign as governor. OUr new governor would be Mervyn
Dymally, who Is DOW II<OJtenant governor. Isn't Mervyn just what yoo've always
wanted as your state's leader?
Most of these politicians are lawyers. You'd think they would 1a1ow something
about cootn.cts. To my mind, when the people elect a guy to a 4~year term, he
enters Into a sort of contract to do lhe job for that period at the pay stipulated
when be takes office. I doo't know aboot yoo, but I'm getting a little sick of the
way these guys play musical chairs. As soon as they•get elected to one office, !hey
start roDDillg for another.
Maybe we shoUld get up a voter lnlttaUve that would require a man to sign a
contract when he accepts electln office, No pay raise during thai term and DO
squeezing oot of the contract, unless lhe guy gets Into some kind of lroUbie :..uh lhe
law -then the PEOPLE shoUld be able to void the contract the minute the guy Is
coo'f!cted of a felooy,
If lhese fellows Insist on jumping their coolracts, like ballplayers, maybe we
should start trading lhem like ballplayers are traded. I can think of seYenl 1 woold
put on lhe block rlcbt away, But, I doo't think we could got much In trade for them ,
Jerry BroWII bas talked a heck of a good game, He Is a past-master al public
