almost bankrupt federal government.
In Germany , in the 20's, thep!Wldered
wage-earners had to rush t o the sto res
with wh eelbarrows full of almost worth-
less paper money to buy a few neces-
s ities before another surge of inflation
cut their buying power in half, and
half again. Now our starry-eyed spend-
ers chant, "It can't happen here.'' But
it can happen, and it is beginning to
happen , as shown by the steadily risinl{
prices in our markets and sto res.
Our local spenders m ust know that
ever y penny of the hand-out from Uncle
Sam is borroWed m ')ney , or "printing
press, money, and each hand-out adds
to the flaming fire of inflation. But
gr eed ovex:comes good sense. After all,
here's a chance to spenj hundreds of
thousands of dollars on fancy pr o jec ts
that local taxpayers would turn do wn
flat in a bond e lection --so wby not
take the "fed" m ·1ney and spend, spend,
spend --a quarter m Ulio n for a new
playhouse in Costa Mesa, a half m Hiion
for the po lice headquarter s in Newport
Beach, m.1.ny thousands for an unusabl e
11 view" park, and fo r a police heli-
copter pad --an:l on and on
Where will it end? In financial c haos
and disaster, as in Germany --unl e ss
we here at the home to wn level start
to turn back the tide, and in true bi-
centennial spirit say NO to these costly
11fr ee" hand-outs.

Mesa Water Distr ict makes a convinc-
ing _point in opposing the city's p lan
to take over th•' Water District. He
challenges the city of Costa Mesa's
c laim that great savings to water users
could be realized by ''absor bing'' 21
district positions without any added cost
to the city,
The analyst s ays that either the c ity
is wrong about being able to absorb
these jobs, or else the c ity is presently
21.6 per cent over-staffed t o the tune
of $2,180,000 a year --in which cas•,
21.6 per cent of the c ity staff could
be laid off right now fo r lack of enough
work. My guess (coinciding with the
analyst's analy sis) is that the clatm
of enormous potential savings is just
a pipe-dream, and t hat the Water Dis-
tri~t take-over would add considerably
to the city's budget. I recall a similar
argument of promised thrift during
the campaign fo r Wlify ing the Newport
Beach and Costa Mesa s c hool districts.

Paul had hem through plenty of
persecution, opposition, and troublous
experiences, so ht" congratulated them
"'that our God would count you

Remember bow your mother used to put the f1mUy budget mooey 1n dltterent
speelal envelopes, so she would have the mooey she needed to nm the hoUsehold?
There would be an envelope for grocery money, one for paying the mllkrna.n_ another
for treats for the kids, and maybe one for saving up for a special gift for someone.
Dad would take care of the rent payments and things llke that. It bad to be pretty
well organized, so there would be enough money to go around. And, if you started
''borrowing" from one envelope because another was empty, you soon found yourself
in a peck of trouble.
Now, I wooder why we can't get our high-priced clty administrators to follow this
simple logic. Our city manager Is always borrowing from Peter to pay Paul. His
latest scheme will take hundreds of thousands of dollars out of the city's water fUDd
and· use it to build a library. Before that, he sold off a valuable city asset, tbe old
dump property, to build a new pollee headquarters. If this keeps up, mark my word,
we are going to end up with some empty '•envelopes," and we will be woodertng •here
the mooey went. I remember ooe year when we ''lo~· $300,000 out of the city's
rainy -day fund that way. And, speaJdng of rain, this past year or so, we've had one
of our driest periods 1n history. Seems like a heck of a time to start depleting the
water fund.
Well, I've got a great idea for raising that money to build a library: Let's sell
those ••goat hill" lots up on Cll.t.r Drive and forget about building a park that nobody
needs. That park is getting more eJI)ellsive every day. The landscaping bid )Jst came
in and 1t was more than 50 per cent above the amount that the City CouncU had
earmark~d for that purpose. So, what does the city manager do? He tries to sUp
lt past everybody on the Council consent calendar. The coosent calendar is supposed
to be a long list of ''routlne" matters that the CouncU handles wlth one vote. Lucky
for the tupayers that the COtmcll caught this little boo-boo and said NO. Thanks,

We need a new clty administrator -one who has the vlllage atmosphere outlook,
instead of trying to copy New York. We need a blg library in Newport Ceoter about
as much as Jimmy Carter needs a couple of more teeth. We should stick to our
