There's only one WfY a serious gas
crisis in southern Cafifomia can~ prevented.
Conservation . of course, will help, but it
can't do the whole job. Government, labor, the
Gas Company, and con sumers must work
together to assure new gas supplies. If that
happens, we can all keep jobs from being lost,
homes from being cold.
Time is running out though. Supplies of
natural gas from within southern Cali(Qrnia
are almost gone. Our suppliers in other states
-mainly Texas, Oklahoma, and New Mexico
-have cut back deliveries to us. And wOe
had to cut supplies to large firms that can
usc other, more expensive forms of fuel.
Gci4E 1• aa lldp 1111 IV'' I
The biggest problem on the government side
has been delays. Delays by local, state and
federal agencies. Every big project we have
launched to get more gas has been del•yed for
years-projects in nonb and south AlaW, in
lndoneU•, and abo in New Mexico, where
we want tom•k.e gas from coal . Faster decisions
from pem.mental agencies are needed

If they can't get natural gas, they must close
down. And that means people whoworlc. for

this from happcnin"g, labor must voict' it s

There is lots of natural gas available in
southern and northern Alaska. Gas from both
areas of that state will help when the project&
are approved by local and federal government
agencies, pipelines are laid, and ships and
plants are built. We have signed oontr.acts with
the Indonesian government for large amounts
of natural gas, but more local, state and
federal government approvals in this country
ttre needed, fa st. We know how to make gas
from coal in New Mexico, but, again,. more
gove.rnment approvals are needed.
In addition, the Gas Company is seeking
new sources of gas in other areas of the world,
such as or£ the northtrn co.ast of Australia and
in Malaysia. The best hope: for !IOuthem
California, however, is fast, final approval of
our projects in Alaska, Indonesia, and New
Mexico.
CC••••t Mrnn-lfllk•
There are ll,(XX).(XXI people who usc natur.i.l

from getting more natural gas, many will1ose
their jobs, many will suffer from cold homes.
And there is no other practical form of enerJY

WHO RUNS THIS

In June, Cost; Mesans vott'd al-

tion 9, whtl'h rn~l1e it possible for
ctties to lpgalize blneo as a tund
raiser for cha rttablt~ C'auses. The
proposiUon also pa ssed statewide
and became law. The vote here
was 13,501 YES to 7,485 NO. Sounds
like a mandate, n~:ht''
Well, at · first 11 seem ed that
way to thl' Co!-:ta Mesa City Coun -
l'il, too. When the GIr ls Club and
the Lions Clut requested permis-
sion to hoh1 bintto ~mes to raise
tunds, the Count U had the city
attorney dra~~o• up an ordinance.
There wasn't J peep of protest.
But, when the ordu1a.nce came
up for adoptioo, the Count·U voted
unanimously to push It aside by
''tabUog'' It Indefinitely.
What r aused the Counc1l to dis-
regard the mandate from local
Yoters? What caused their apparent
c bange of mind'~ Was it the editorial
ln the Dally Pilot, warning about
posslble trouble with enforcement
problems? That was one of the
reasons mentioned by the CouncLI,
despite the fact that the proposed
ordt.oance had plenty of enforce-
ment '•teeth, •• includlng a $10,000
ftne for violators.
I know, from personal experience
wben I was oo the Councll, Ulat
the PUot can apply tremendous
pressure on CouncU members. 1
have had edltor Keevtl call me oo
tbe phone, start off by remlDdin.g

to try to •11ctate how I should vote

When the city wants to ra1se
money, it has the power or taxes.
Chart table groups don't haVl' that
power. That's why thl')' want to
play bingo.
Lol·al government also get-; tax
money from aJcobol, tobacco,
amusement, motel rooms and

stand one councilman's remark that
using biogo to raise tunds for vouth
projects would be '•immoral,'' The

friend., persuaded me to drop out of col?
lege and go with him to Quincy, Illinois,
where he was scttina up a campaign for
another evangelist, Bob Joors, Sr. My
job was to snve as tabernacle custodian.
But our country was a1 war, and rather
t han be drafted. t rode the train to the
Great Lakes Naval Training Station and
enlisted in the Navy.
In due time: I was sent tO NC'wport,
Rhode Island, to ht:lp train subchascr
crews for six months. Then the Annis-
lice was signed, and I went back. to sets
ting up evangelistic campaigns in such
places as Steubenville, Ohio; Grand
Rapids, Michigan; and Montgomery,
Alabama. I would recruit the choir and
the ushers and. most important of all.
lhe prayer groups.
As time went on, I set up campaisns
for George Stephens, Paul Rood, W . E .
Biedrrwolf, and Gipsy Smith, S"r., of
London, England. Gipsy Smith was
born in an English gypsy camp a nd he
camr to Christ as a boy. We first met at
Winona Lake Bible Conference. where
he was appearing with Madame Schur
mann-Heink, Billy Sunday, and others.
At one-of the meetings Gipsy Smith
said to mr, •·t wonder if I could get you
to set up some 'missions' for me.''1 said
I'd br' glad to. Actually his was a unique
operation, for he did it all-;led the
choir, sang solos, preached, and gave
thr invitation. H is "team" consisted o f
a pianist and me. Tabernacles for his
m~t ings were built in Phoenix, Ari·
zona. and Little Rock, Arkansas.
In 1hose days it was possible to rrect a
temporary wooden tabernacle for less
money t han it cost to pitch a tem . and it
d idn't blow down! I would go to a tum?
ber mill and buy a carload of standards
length lumber, which eliminated most of
the cutting. We would hire carpcntrrs to
d o thr framing, then stage whal we
called "Tabernaclr Day." The volumeer
workers were divided into teams of ten.
Each man wore a number on his back
and each crrw was onder the d irection of
a carpenter.
We would have as many as 300 volun·
teers on hand , even-nu mbered men o n
onr side o f t he structure and oddsnum·
bered men o n the other side. The women
furnished a picnic dinner on the grounds, ·
and the tabr'rnacle would be completed
in one day. It could seat up to ten thou·
sand and had furnaces installed. After
thr mission was ended we would take
down the building, pull out t!ir nails,
and seU the lumber for almost what we
paid for it. Later I designed a portable
tabernacle, built in sections. which could
be loaded onto Oatsbed trailers and
moved from one city to another.
My m ost important work was not the
tabernacle, however; it was thr prayer
preparation. A united prayer program
proved tO be by far the best way to ins
volvC' people actively. We would divide a
city into districts and subdistricts, with
leaders in charge, and then go o n the
local radio to suid~ prayer partners with
appropriatr Scripture. The main pur·
pose of a pr~~Crusade program, I be-
lie\le, is to enlist thousands or people in
prayer . Prayer is God's "blueprint" for
a genuine spirilual awakening (see 2
Chronicles 7: 14).
In 1921 I married a Hoosier girl, Dor-
othy Taylor. whom I had met at Winona
College. Ten years later we settled in
Lenoir. North Carolina, where we now
li ve. After surviving the Depression by
working in a bank. 1 went back to evans
gelistic advance work. Then in the
summer of 1949 I received a 1ongsdis--
tance call from J . B. Horton, the
Y .M .C .A. secretary in Columb}a, South
Carolina. He asked me to help set up a
campa..~gn there for a young evangellst
named Billy Graham.
It happened that 1 knew the Graham
family, and so began a 20-year span of
work. as director of Crusades for the Bil-
ly Graham Team. (I susgested to the
participating pastors in Columbia that
the term "Crusade" was a better word
than "campaiJn." A campaian is here
today and gone tomorrow, but a Crus
sade covers more ground and is more
lasting.) To be a genuine spiritual awak-
ening. a Crusade must be God?ordained,
Christ-centered and Spiritsled. No hus
man beina is involved in the d.ircc:tion; it
is God's doina: but to be succe~sful, a
Crusade mus1 have the whole-hearted
par1icipation of God's people.
When I think back to some or the out-
standina Crusades, my memory takes
me tb the first london Crusade m 1914,
w"ltlch luted 83 days: to tbe ftnt New
York Crusade in 1957, which IUUd 110
days; and to the Los Anades Cn&Ade In
1963, which was briefer, but whoM final
meetina waa attended by 134.1$4 per-
sons. I think of tllat 1950 moetiJII in eo.
Jombia.. the fl.rtl one in which I terYOd u

"And tht world pa ueth away_ and the lust thereof : but

What ia Cod's wiU for you!
Firat of all, it ia God's will
that you be saved (I Timothy
2 :4: II Peter 3:9). When you
art' saved,{our unctifie~ttion is ·His will ( Theasalonians 4:3).
That means that yollr life
should bf &a yielded to God's
Holy Spirit that it brinv;s honor
to lhe lord J eaua Chriet. Abo,
it is God's will that you
win soul11 (Proverbs 1 t :30:
11 Corinthians 5:17-21: James
5:20). Where you win souls ia
a matter of God's will. He may
want you to win them in a Sun-day Khool dus. in a place of
businelll, in a pulpit where you preach, on a miu jon field, and
M) on. How you win aoula is
important to God. We must win
souls the way God 15ays to win them. And when you win souls
is important. God would have u~
to ~ instant in !';eii.I!On a.nd
out of ..eaaon (II Timothy 4 :2).
What doe!! it mean to tw ins
11la.nt in sea110n and out of !!t'as

be "on the w in~t," 110 to 11peak.
"In ~~eason and out of season"
means that we are t o win soul!!
not only dupng t imes of re-

eled behind a atow driver who
seems not to cart> whether Ol" not he makes the gnen light'!
He pokea alonlt" and miases the ~treen light or he hils to move
when the red light changes.
Many people do God's work
that way. God uys "Go"-"Go
ye into all the world. and
prueh the ~~~~ to every creature" (Mark 16:15 ). But
they delay u long as possible.
God eays. "Now i~ the accepted
time; behold, now is the day of
u .lvation" (II Corinthians6:2).
They alit\ do not hurry. God
would have u11 t.o be like men
in a race-in a crouched poei.
tion 11nd read)' for the gun 110 that we can "take off quickly."
Finally, God would haon U:tl to
walk in the Spirit (Galatiana
5:161. "watch and pray"
I Matthew 26:41 ), be not un-
equally yoked v..-jth unbelievers
( 11 Corinthians 6:14), and res
