Also, the spokesman for state Department of Trans- portation (CALTRANS) re- vealed that CAL TRANS will start buying up right-of-way for the bridge as soon as the South Coast Regional Conservation Commission grants a coastal permit. The SCRCC Is scheduled to hear the permit appllcatton July 11 in Huntington Beach. Newport Beach City En- gineer Ben Nolan gave the good news of the paperwork- progress on the bridge at Monday alterooon's City Council study session. The news revived hopes that the bridge wlll be completed in 19'79. It has been fuDded by CALTRANS, aDd now ~s only the Coast Guard and Coastal com mission per- mits. Local officials had feared that the Coast Guard might schedule a series of publlc hearings on the bridge de- sign, delaying construction schedules. U.D. money to pay for schemes that local tax payers would refuse to finance. The key step is to think up an offer that cannot be r efused. ACT II --A sure fire bet is some- thing to help the old folks. So the experts come up with a senior citizens center proposal, happily pointing out that it's all for free, and no strings attached. ACT III There seems to be a slight hitch --a few conditions are required by H. U .D. But these rules appear to be easy to live with, and there's too muc h fr ee money t o pass up. ACT IV H.U .D. hauls out the shackles. Put them on , or else! ACT V --Despairing chorus: "Great scot! How did we ever get in such a fix f" • • • • • • The answer to that final outcry is easy: Falling for the lure of easy money. A 10 year old child must know that there is no such thing a s a free meal. Thes e so-called adults on our City Cowt cil know it too, but coveting over- comes goo d sense. How often has this Log warned of the peril of a ccepting federal handouts I Chains inevitably accompany the cash. And the other con,;equences are even worse: undermining the self-respect of the elderly, eroding local self reliance, shirking the obligation to tackle our own problems, and, worst of all, contributing to the fiscal calamity that is sure to befall our nation if the profligate spend- ing goes on. One local observer accused H.U.D. of promoting class warfare in our com- mwtity --pitting the elderly a gainst the r est of us. This c harge is hitting c lose to the mark, but is aimed at the wrong culprit. The fault can be placed squarely on our City Cowtcil and the advisor y group that held center stage in Acts I, ll and Ill. They chose the perilous course, ignormg an out- standing local example of "doing it ourselves." They knew about the ac- complishment of the Newport Harbor Zonta ladies, who established a Senior Citizens center with local dedication and effort, and without· a penny of tax money. But our City Cowtcll must figure that that's old fashioned, out-moded private enterprise. Their ''modern way" or getting a senior citizens center for ' afiluent Newport Beach is to extend a begging hand to Washington. In the pro- cess, they are kicking out an excellent, much-needed private school, which has been providing not oniy SOIDld learning for local students, but also a rental Income for the city.
