HAAPA, owner and publisher of the Ensign • • DO-IT-OURSELVES ENCOURAGED Last week's Log on Newport's dilemma over HUD financing of a senior citizens center ended with the following comment: 11There is only one way to get out of this fix. That is to get out of this federal funding trap, and go it on our own. Do you suppose our CoWlcil will take the right course?" Such a possibility was indeed dis- cussed at the Council meeting last week, and a decision on a H UD demand for compliance with its rules and restric- tions was delayed. A news ltem in this issue of the Ensign gives encouragement for a do- it-ourselves decision. HAAPA, owner and publisher of the Ensign (CONTIN UED FROM PAGE 1) reports that the new seni~izens center in Costa Mesa is the '-new philanthropy of the Newport Beach Chapter of the National Charity League. The League's Ticktoc ker thrift shop w111 help support the senior citizens project. ~or e encourageme nt comes fr om a long-standing example of loc al enter- prise and responsibility her e in New- port Beach --the Senior Citizens cente r established and maintained by the Zorrt a Club of Newport Harbor, with no r equests for tax money. Now is the time for othe r local s e r vice clubs and women's organizations to com e forth with fund raising projects to finance the proposed seniors cente r in Co r ona del Mar. It could be a joint effort of several clubs and all that extra effort will be needed if the HUD grants have to be repl!id. There, indeed, is the way to get out of th<i HtJD fwuling fix. A recent news' 'Item from Washington might also help in· the :lecision making : "The shrinking value of federal r evenue sharing dollars is likely t o for ce either an increase in state and local taxes or cutbacks in governme nt services, according to a Broo kings Institution study of the $6.85 billion pr ogram." HUD money value is shrinking like - wise, and fOr the same r eason. Toe reason is the spiraling inflation, which is c aused by the rapidly climbing federal deficit, which i n turn is caused to a critical degree by the handouts in federal revenue sharing and H UD funding of local proj ects. When gener ous Uncle Sam finally r ecognizes the fa ct that he's broke, and stops that flow of easy m oney , the .c ities now on the gravy train will be cau!'ht with expensive programs that they will have to pay for, or drop. The time to get off the train is now. • • • • • • The long-run reward for rejec ting HUD funding and federal revenue sharing is halting the "soc ialization" of America. '~Socialization," by definition, is the process of transforming our constitu- tional republic into a s ocialist state. The Federal Government, through its funding programs, is for cing c ities and states to take thP socialist road, and local City Councils become pawns in this dangerous game. An example of this coercion is the HUD demand for Newport Beach to undertake a low cost housing project. When federally funded housing becomes a nation-wide reality, we are a long way toward full-blown socialism. This program of destroying our Republic Is making dangerous inroads in other key areas: federal health insurance, trans- portation, energy controls, food stamps, and weUare, as well as housing --thus iDYolvin& almost all essential fields at e~~deuor. Sourh of H aifa is Carsarea, Roman headquartrrs in Palestine, built by H~rod the Grear and named rn hono r of the Roman Emperor. It was the home of Philip, the evangrlist, and the city "'he~ Paul spent rwo years in prison before leaving on his voyage m Rome. Visible today are rhe harbors from which Paul sailed; the marketplacr of t he city of Paul's day; and the theatt"r where an ;,, uc•;F•<Kon m<-nr>on;,,8 Pilate wa.s~~~~~~ is and whrre Jesus talked with thr woman of Samaria . Six miles south of Jerusalem lies Bethlehem, thr birrhplaa of our Lord. Since beforr the time of Jerome and Constantine, a small cavt" has ~n pointed out as the spot where ChriSt was born. A church has been built over the sire, which today is comrolled by the Greek Orthodox Church. lu sacrednr ss and armosphere are spoilrdby excessive ornamenradon .and bickering ~tween vartous chu rch groups, but to stand in the small grotto where tht" lord began H is life of humiliation on earth is a spiritual blessing. And so we come to Jerusalem. Jerusalem, the Golden, rhe Holy City. The Jerusalrm of Christ's day was destroyed by the Romans in A.D. "i'O. The walls which now encircle the old city were built by Suleiman tht" Mag- nificent in the 16r h cenrury. To the south of rhe present ciry walls and beneath the Church of Saint Peter in Gallicanru (cock crowing) is a grotto believed ro ~ the site of tht" house of Caiaphas, the high priest. Here Peter denied his lord and here Jt"sus was ac- rus.e<i and imprisoned ovrrnight until He could be taken 10 Pilate. On the southeast corner of the walled ciry is the temple area, site ol the struc- ture built by Solomon and, in Ouisr's rime-, of the temple of Herod. Today it is occupie-d by the Do~ of rhe Rock, a beautiful Moslem building buih in the seventh ct"ntury. This is che second or third most sacred plo~ce in the world ro Moslems. They ~lieve ir wu from this sire chat Mohammed rose to Heaven. It is sacred to Jews because ir is rhe traditional spot wht"re Abraham pre-- pared 10 sacrifice Isaac (Mount Moriah) and because of the temple. Christians reve rence it beouse of its conne<tions w11h the work and teaching of Christ. At rhe southwest corner of rhr 1c-mple is a .seer ion of wall daring from the time of Herod and forming part of the founda· tion of the temple. This western wall or ··w a1li ng Wall"" is especiaJiy sacred to the Jews who gather thrre ro pray and lament the fact that the tempk is not standing. Across the Kidron Valley from 1he temple area IS the Garden of Geth - semane whrre Jes~.:s prayed with His disciples and was arrested the night befo re H is crucifixion . The ancient olive trees still stand. A Roman Catholic church, rhe Basilica of the Agony, stands btside the garden. "'And he ~acing his cross went fonh ... ··(.fohn 19:17 ). This dec- laration is substlntiited by many other passages of Scripture. Our Lord said: "He thlt heareth ... and believeth .. .hath everlastirtg life" (John 5:24). This at a time when sacrifices and baptism were required for the remission of sins. E11en then men had to hear and belie11e to be sa11ed, for "fa ith cometh by hearing, and hearing by the Word of God" I Romans 10:171. Now, however, sa(valion is re- ceived by hearing and belie11ing alone. Works for salvation are not merely unnecessary, they are for- bidden, Today salvation is "to him that worketh not, BUT believ- eth" (Romans 4 :5). "For by grace are ye saved , thr ough fai th, and that not of yourselves; it is the gi ft of God: NOT OF WORKS, LEST ANY MAN SHOULD BOAST" (Ephesians 2,8,91 . God has changed His dealings with men from time to time down through the ages, teaching one lesson at a time. This is why it is so important to note the dis· pensational distinctions, "rightly dividing the Word of Truth." Once the works of the law were required for salvation, "But now the righteousness of God without the taw is manifested" (Romans 3:21) and men are saved solely by faith in Christ, "being justified freely by God's grace , through the redemption thai is in Christ Jesus (Romans 3;24), FAITHFULNESS ''Hp that is faithful in that which is least is faithful aUo in much.·· Jr you were going to employ a man to do a piece of work whic~ you considered very important, you would want to secure a man who had done leu important jobs well. ln the bUAineu world many a young man haa riMn from office-boy to a "hi&"her-up," or even to partnership in the finn becauae of his faithfulneu in lit- tle things, or his ability to follow orders without arguinr the aub- ject. God ia looking for men and women who will do faithfully the "little" thinga that rome their way. When they have done thia He can trust them with rruter duties. "Them that honour me, I will honour." If a child's mother would tell him to bring an armload of wood in for the kitchen fire and he would run away to play and not obey the com mand, could ahe ufely tru!lt him to carry ten dol- ian to the bank for depc»it? How would she know that the bank wou ld be reached by the child? Don't kllow who the complalnor was, but II must have been somebody who likes to smell stale wine and beer as It dries on the summer sideWal~ I'll make a deal with this guy. I'll save him a few of the old bottles that are thrown In my parking lot and he can 'sit and Sllltf them to his heart's content. There's a city ordinance that says ••The occupant or tenant, or in the abseoce of an occupant or tenant, the owner, lessee, or proprietor of any real estate In this city In front of which there Is a paved sidewalk shall cause said sidewalk to be swept OR OTHERWISE CLEANED as frequently as necessary lo malnlaln said sidewalks reasonable free of leaves, dirt, paper, litter or rubbish of any ldnd." ·Now, we don't bose down our parking lot, although II could use II oeeaslooally. • The bums who break the law and park there and make their mess are given a tree band by the city's reA!sal to put parldog ttcketa on their cars. But, when the bums break their booze bottles on my sidewalk, I'm not going to subject my customers to tllat st!Dk. Tbere Is no way you can sweep It away, so once a week, we go out and seM It wtth a special cletergeal, then bose II off. Probably lakes less water than Is used to WUI! the llD10'1s1D81 at City Hall.
