Wtth assessed "luaUons up almost 20 per cent here this year, the tu rate cut would be aimed 1t hol41Dc actual ctty property tu raJ- ses to about 6 per cent. However, wtth the schools and county taking a much bigger tax bite than the city, the actual tax bUl for local property owners depends mostly on the tax rates set by those agencies. The city usually takes between lOa.nd 15 per cent of the property taxes paid here. The Mcinnis formula IS based on figures whJch he says are not exact, but city rtna.oce director George Pa- ppas noted yesterday that the couoctlman's rough fi- gures are very close to rea- Uty. Here's how the formula would work, U okayed next month by the City Council: • Last nscal year, clty property taxes raised $7.6 mllllon. Library funding studied A SJ~bllc hearlni wU1 be held at 2:30 p.m. Frtday, Aug. 5, In Newport Beach City Hall to study whether the city should speod an estimated $332,000 tn avail- able federal revenue shar- tog funds to help bulld the Newport Center branch li- brary. The $800,000 library buUd.Log excise tunrt bal- ance," he said. Buldl~ excise taxes, paid by buUder s and developers when t.hey develop rt>al es- tate, may be used for li- braries, parks and tlre sta- tions. federal law now re- quires that public t.eart~s be held to discuss all pro- posed local spending of re- •enue sbarl~ money. • U last yea r's Sl.ll rate is maintained, the a<tded ev- aluatton would mean collec- tions of about $9.1 mUllon thJs nscal year. for a dif- ference of roughl> $1.5 mil- lion. • A 6 per cent ulllatloo fa ctor would amount to about $45 0,000, and the CouncU added $300,00:> to the nscal year's budget Oorln& recent hearings. • These Z additions, total- lfog abOUt$750,000, subtnc- ted from the estimated tax Income di!ference of $1.5 mtiUon. leaves about $700,- 000 In net reductions that Mr. Mclnnls believes should be sliced from tax compu- tations based on last vear 's rate. • With each 1~ on the tax rate raising about $80,000, tttls would ma ke 1t possible to cut the rate by 9~. The Counc il is expt>rtet1 to formally set the tax rate du - ring Ao~st. DR. JOHN PELLAM , UC IRVINE. IS DEAD Private !a mity servict>s for Dr. John R. The above is one of the many passages in the Bible ....tlich deals with it. I believe God has chosen the h"iend relationship as a special part of life, set apart from all other relationships. I alw believe it is important to have fr iends, and that it is God's will that we do. We can see the will of God in friendship through the manv ex- amples found throughout the Bible . We look at Jonathan and David. In 1 Samuel 20:17, Jon· athan said he lo ved Dav id as his own soul. But probably the greatest u - ample of frie ndship found in the Bible is that of Christ and His disciples. SEALED WITH .THE SPIRIT "In whom ye also trusted. 1fter that ye heard the Word of truth, the gospel of your salva· tion: In whom also, after that ye believed, ye were sealed with that Holy Spirit of promise" (Ephe- sians 1:13). Most Engl ish nanslations of the Bible make it clear that the words "a her that," in the above passage, actually have an imrnedi· ate result in view. Upon hearing (or "heeding") we believed, and upon believing we were sealed with the Spirit. What IS perhaps even more importantlo note, 1s the fac t that upon believing "the gospel of ... salvation," we are "sealed WITH " the "Holy Sp1nt ," not "by " the Spirit. There is a d1flerence be· tween the two, which can be s1 mply il lustrated. Here is a housew1fe,let us say, who is "putting up" jam or pre- serves and seating each jar with wa x. Now, the jars are being M:~ed "by" the wom•n. but lhe is sealing them "with'.' wax. Thus it is not merely thlt the Holy Spirit causes believers to be tel led and made MCure. Rather He Him· self is the seat thlt kHps us eternally secure IS God's loving children. We ere sealed, not "by the Spirit," but ~ith the Spirit," -the Spirit Himself the Seal! It is wonderful indeed to know that before the bar of God, the simplest believer in Christ has been fully justified (Acts 13:38, 39). But this is a court action, a matter of record. Buidu this, the Spirit, who first brought the sinner under conviction, now gives him lif•-.ttN~IIiftJ. This is why Romans 8:"2 tells us that "the law of the Spirit-(that) of life in Christ, hath made me free from the law of sin and death." Thank God for the Spirit, who convicts, regenerates and s-eals be- lievers in Christ! ti LOOH tiT Tl.\€1 OOO:B BY DR. 101 JONES, CIWICELLOR BOB JONES UnlvBrBitU Scripture-has many lenons for us in t he divine use of small things. It uys that Gad takes not¥ of every sparrow's fall . This rem inds us t.hat we are not beneath His notice and care. It gives a par- able about a merchant wh o found a pearl of g reat price and sol d evNything he had in order to buy it. Theologians differ in the-ir inUrpretations of this parable; but wha!.e'Ver its meaning, it shows the value of smAll things in God's sight. The pearl is one of the gnat mysterleJ< of nature. I knew that runn ing away would not sol~e anything but it was a tonic to relax on the shores of Lake Geneva. Was I running away from God too? My C hristian life had ground to a halt , and my faith wavered. Did God really care about me? H e seemed unconcerned with my problems. and sometimes I doubted his power to d o anything about them anyway. My chotce of resort was excellent . Water is a wo nderful tranquilizer for a troubled mind and battered emotiom. I spent many hours beside the la ke, drink- ing in the serenity and gaining inspira- tion from the grandeur of the mountains on the far s hore. And God was there too. waiting to re\·eal himself. One hot afternoon I sat on a small landing stage and dangled my feet in the cool water. A light bri!(:Ze played with my hair, a pair of swans rippled the water as they glided past, and I felt a t peace with all the world. This peace became disturbed by a senS<' of foreboding, an awareness o f change. A.n eerie stillness replaced the whisper of the breeze, and even the swans altered their behavior. They stood in the shallows-alert , expectanl. The light dimmed, the lake t urned grey-purple, and several holidaymakers ran for shelter. I looked with apprehen-· sian at the darkenini: sky but decided to stay where I was. A. deafening thunder clap followed a brilliant flash of light· ning, and the storm broke. Lightning ran down the mountainside beyond the lake, thunder roared overhead, but I still sat on the landing stage, small and in5iJ· nificant in the drama of the storm. My spine tingled with awe as a jagaed fork of lightning zipped across the water. Torrential rain soaked me in sec- o nds, but this fantastic display was too aood to miss. T1le Jake, previously so calm, whipped itsdf into a boilina cauldron of fury. Fascinated, I watched the swans face the an&JY water, risina proudly on the crest of the inky waves. 1lle storm abated u suddenly as it be- aan, and I was $OtT)' that the drama had played i&xlf out so soon. Whee Chief Gross comes to tow~ I'm sure one of the f1rst things he wlll want is some of my famous advice, So, here it is, free of charge, Chief: -The nrst thing you'll ootlce when you arrive Is that arriving Is almost Impos- sible. That's because of our ridiculous traffic situation. But, don't try to do any- thing about ll, e1cept talk a lot. Pass around some old pictures showing that Coast Highway was ALWAYS crowded, anyway. . Your headquarters wlll be In a "sub-station" In Newport Center. If that con- tuses you, study some back Issues of the local papers, and you'll find that the peo- ple once voted aplnsl moving city hall to Newport Center. Therefore, It must be done quietly, a little bit at a time. Next door, you'll see them buUding what looks like the world's largest library. Don't let that bother you . It's ;.st a BRANCH library. -I see where you are an expert at ftghtlng drug traffic. Good. Our biggest drug problem is alcohol. Drunk drivers, drunk walkers, drunk fighters • we've got 'em all. -You wUl find eoough gadgetry around headquarters to fight a whole series of Star Wars. Hope you're a Buck Rogers fan. ln fact, those hellcopters, alarms, electric eyes and computers cost so much, we have a hard time paying our cops. • We're a town of separate parochial enclaves. People ln Balboa w!U tell you to keep the bicycles the hell of the Peninsula. Folks In Westclltf wUI get mad at you because It's not easter to ride their bikes to the beach. -One of your jobs will be to censor the movies that come to town. Our pollee department takes a very active role In this area of the performing arts. Chased one outnt right out of town, without ever convicting them of brealdng any law. -The beacbfront ls the Combat Zone, If you're smart, you'll trade In some of the Buck Rogers stuff for a tank so your officers wUl have a fighting chance when they patrol the area. Equip lt with a homing device that wUl attract II to loud rock music. That's where you'll find the turkeys who cause the trouble along the ocean- front. -Littering Is against the law, but you're oot supposed to waste your Ume with such oonsense. There are more Important things to do • such as re¥lewlng the mofles and cheeldng on why parked cars are shaking. ("Just trying to silly awake omcer, I mow it's a crime to steep in a car here.") -Beach goers 801Ye the oil-street po.rldngproblemby parking on private property. The pollee department endorses that system. After all, It beats buUcliDI more park- Ing Iota. -stop by the store aay time for a chat • 11 you can lind a spot In my po.rkl111 lot. AI Forgtt Wb1le you're here, chief, I'll show you some or OUR Buck Rogers stuff -such u home smoke alarms and top quality small appliances. '"' IIUftlll._O", n•tlf • ·~OWAIII • ~Otlt'f ~"'"" • ...
