In both clUes there ax:e campalcnB for morato- rium on building --an attempt to deny property owners the use of tbeir pro- perty. This attack on property rights Ia a one-way street. There iS never any offer of compensation for the finan- cial Joss that would be suffered by the property owners. The irony and hypocrisy of the build- ing freeze mania is that the perpetra- tors claim to be for lower cost housing. They are talldng out of both sides of their mouth. But they can't have it both ways. What would be the effect of building moratorium on the availability and cost of housing? Obviously, limiting the num- ber of houses would increase the cost. Other objectives of the anti-growth for - ces also add to the price of homes -- such as demanding larger lot sizes, limiting high rise, requiring the de- dicatlon of land for parks and open space, down-zoning long established use of property. The m oratorium maneuvers ·are play - ing into the hands of those who attack private enterprise and promote govern- ment take-over of the housing industry. As the demand for more housing gr ows with the increase in population, there will be a rising clamor to get the fe- deral government involved with federal funding, and the inevitable controls. "Agree- ment on basic principles" would turn the waterway over to Panama by the year 2000. But the give-away negotiators, along with the Carter adr.tinistration, should not be s o confident of achievin;:: this dangerous blow to the security of the U.S. An overwhelming majority of Am- ericans will oppose the surrender, and the politicians had better listen. In a summary of the Panama Canal situation, Senator S. I. Hayakawa makes some telling observations: • The Treaty of 1903 grants to the U.S. in perpetuity the use, occupation and control of the 10 mile canal zone. • Article Ill provides for soverei!r) control of the territory by the U.S. , to the entire exclusion of the exer cise by the Republic of Panama of any such sovereign rights, power or authority . • An uninterrupted operation of the Canal is very much in the economic interest of Panama, as well as of the U.S. Most Latin American nations are privately r e luctant to see the benefits of orderly U.S. administration trans- ferred to an uncertain fate in the hand of an unstable Panama. • This is an issue of pivotal signifi- cance for our national security. Four former chiefs of Naval Operations have warned in a letter to President Carter: "Under. the control of a potential ad- versary, the Panama Canal . would be- come an immediate crucial problem and prove a serious weakness in the overall U.S. defense, with enormous potential consequences for evil." • Senator Hayakawa says he would find it unacceptable if the executi ve branch negotiated an agreement which would not fully retain control of the muttary defense of the Canal and ena- ble us to act prompUy whenever there appears any challenge to such control. First off, they want to nail down the corner where the Art Museum Is moving out, That property Is In escrow to a buyer who wants to develop it commercially. To save It for offwstreet parking, our commltlee wants the city to go ahead and buy It now, for $400,000, As soon as we get our off-street parking district formed, the district would buy It from the city and turn It Into a metered lot. U, for any reason our parking dis- trict falls to become a reality, the city cou ld easily get Its money ba ck by s elling the property.
