Silly, you say? Sure i s . Anc' it's true
that you can't legislate good looks . But
another try is being made he r e by

making sign law changes for cr e ating

A good idea would be t o table that
ordinance, and stop harassing local busi-

with r ed tape r egulations, infl at10n,
taxes, and politicians. • • • • • •

LICENSE TO STEAL
It's about time that we force government to change the names of all of thoSe-
permits and licenses we are required to buy, These things should be called "hidden
taxes," because that's exactly what they are. Every time the government adds to
the elpetl$e of deve!oplllg property or doing business, It simply adds dollars to the
consume r cost ot buying merchandise, or buying a home.
The business license Is one of the most asinine of these hidden taxes. Bu sinesses,
both big and small, provide jobs, products and services that people want and need.
Requiring a business to buy a city license Is about as stupid as requiring a ltcense
to walk or breathe. And oow, we hear that our city manager is thinking about in-
creasing the business license. He wants to have some snoopers come around and
look at our records, aDd license us according to our gross receipts.
Why don't we find a way to Ioree the bureaucrat• and polttlctans to put all of our
taxes up front, where people can see just how badly they're being ripped off? The
best way to do thai Is to knock oil all ol the other business taxes and just have a
sales tal. That way, when you buy something, you pay the tax. When you don't buy,
you don 't pay. When people end up paying a 10 or 15 per cent sales tax to finance
these huge local governments, then maybe they Will get mad eoough to yell ••stop."
In the meantime, they get ntclded and dlmed to death through the hidden taxes .
Let's bring these "sec ret" lues out of the closet and into broad daylight.
Take the ltshing tax, for eDmple. Why should a man pay a local tax on a boat that
never does any tlshlng in local waters'? You have to go miles and miles out to sea
before you can find any !Ish.
Newport Beach oow has a system of park fees that Is just scandalous. Instead of
having the developer pay these fees, then add them onto the cost or a house, why oot
make the fee payable directly by the new homeowner? His cost would be exactly the
same, but he would get the full message of just oow much parks cost. II wouldn't take
very much of this to start a homeowner rebeuton.
Jerry Brown and all of those other polltlcans keep telling us they're oot going to
ralse taxes. Tbls Is a bald-faced lie. tnnat!on, which Is fueled by the government,
keeps pusblng us Into higher Income tu brackets. Meanwhile, all of the hidden
taxes keep going up every year. Propertytaxesart tlrlvtng.people out ollhe!r homes.
U sometblng Isn't done real ooon to llop this roller-coaster r ldo, we're going to
crash rl&:ht Into &DOiher major depression. Then the soctaUsts w!IJ have us just
where they want us.
Ao aven.ge small buslnessmu needs an accountant, a computer and a secretary
oowaclays just to keep track of all the permits, taxes and paperwork required by
gDYernment. While pernment ts Jn.slsllng on envlronmonlal Impact reports on
everytblng, I think we ahould Instst on 10melblng now from government: a paperwork
Impact rt~~Drt on nerytblng governm10t doel. Etery time they come up wllb
. aomotlllnc DOW, 11 ahould be declared !lltpl U It (1) forces a clllslll to ru1 out
LDOther torm, or (2) atlda a ..,.. license or permit fM to what we're already paying.
Now, wouldll'llbat 11ow down lhaaelllly buraaueratle. buuards?

Why
House of Windsor
is Red Skelton's
favorite cigar.
Red Skelton's tried some cigars that are more
expensive than House of Windsor Palmas, but never
one that's better.
The reason is that our Palmas are made from
only the choicest imported fi ller tobaccos and t hen
carefully wrapped in specially selected Honduran
natural or candela leaf.
The re sult: q uality and value rolled into one rich,
smooth-smoking cigar. House of Windsor Palmas,
