Alford, Zoning Administrator The Zoning Administrator meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the Zoning Administrator agenda be posted at least seventy-two (72) hours in advance of each regular meeting and that the public be allowed to comment on agenda items before the Zoning Administrator and items not on the agenda but are within the subject matter jurisdiction of the Zoning Administrator. The Chair may limit public comments to a reasonable amount of time, generally three(3)minutes per person. The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. RD Olson Construction employee parking lot Limited Term Permit No. XP2017-001 (PA2017-009) Site Location: 3303 & 3355 Via Lido Project Summary Temporary employee parking for up to one year for contractor and subcontractors who are building the Lido House Hotel. No storage of construction equipment or materials is proposed. The fenced, secured and screened lot would be open for employee vehicle parking from 6:30 a.m. to 6:00 p.m. daily. Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities) and 15303 (New Construction) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _approving Limited Term Permit No. XP2017-001. 2. Riley Garage Modification Permit No. MD2016-018 (PA2016-210) Site Location: 461 Morning Canyon Road Project Summary A request for a modification permit to construct a two-car tandem parking garage attached to a single family home. The proposed garage addition will replace an existing 437-square-foot two-car garage. Required dimensions for a two-car garage are 20 feet wide by 20 feet deep. Proposed dimensions are 10 feet 8 inches wide by 35 feet 4 inches deep. The Zoning Code provides the Modification Permit process for deviations from size or location of parking spaces. CEQA Compliance The project is categorically exempt under Section 15301, of the State CEQA (California Environmental Quality Act) Guidelines - Class 1 (Existing Facilities). Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _approving Modification Permit No. MD2016-018. 3. Bay Shore Drive Lot Merger No. LM2015-004 (PA2015-206) Site Location: 2742 and 2752 Bay Shore Drive Project Summary A lot merger application to waive the parcel map requirement for two properties, under common ownership. The merger would combine two legal lots into a single parcel and allow for future development across the existing interior property line. Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15315 (Minor Land Divisions) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _ approving Lot Merger Permit No. LM2015-004. 4. Fletcher Jones Motor Cars Signage Comprehensive Sign Program No. CS2016-001 and Modification Permit No. MD2017-001 (PA2016-139) Site Location: 3300 Jamboree Road Project Summary An amendment to a comprehensive sign program and modification permit to install one additional wall sign on the rounded portion of the dealership building facing Jamboree Road and to allow it to exceed the maximum sign area allowable. CEQA Compliance The project is categorically exempt under Section 15311, of the State CEQA (California Environmental Quality Act) Guidelines - Class 11 (Accessory Structures). Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15311 under Class 11 (Accessory Structures) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _approving Comprehensive Sign Program No. CS2016-011 and Modification Permit No. MD2017-001. 5. Fire Station No. 5 and Corona del Mar Branch Library Minor Use Permit No. UP2016-044, Site Development Review No. SD2016-009 and Tentative Parcel Map No.NP2016-022 (PA2016-178) Site Location: 414 and 420 Marigold Avenue Project Summary A minor use permit, minor site development review, and tentative parcel map to allow construction and operation of a new fire station and library facility. The proposed facility will replace Fire Station No. 5 and the Corona del Mar Branch Library at its current location. Zoning Administrator Meeting February 16, 2017 Page 4 CEQA Compliance The project is categorically exempt under Section 15302 and Section 15315, of the State CEQA (California Environmental Quality Act) Guidelines - Class 2 (Replacement or Reconstruction) and Class 15 (Minor Land Divisions). Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15302 (Replacement or Reconstruction) and 15315 (Minor Land Divisions) of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _approving Minor Use Permit No. UP2016-044, Site Development Review No. SD2016-009 and Tentative Parcel Map Permit No. NP2016-022. 6. Temporary Fire Station No. 5 Limited Term Permit No. XP2016-008. (PA2016-172) Site Location: 801 Marguerite Avenue Project Summary A limited term permit to allow the installation of a 36-foot by 60-foot modular building to be used as a temporary fire station during the replacement construction of Fire Station No. 5. Also included is the installation of canopy structures to house two fire trucks. The proposed location is within the Grant Howald Park parking area at the corner of Marguerite Avenue and Fifth Avenue. CEQA Compliance The project is categorically exempt under Sections 15303 and 15304, of the State CEQA (California Environmental Quality Act) Guidelines - Class 3 (New Construction or Conversion of Small Structures) and Class 4 (Minor Alterations to Land) Recommended Action 1. Conduct a public hearing; 2. Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15303 and 15304 of the CEQA Guidelines, because it has no potential to have a significant effect on the environment; and 3. Adopt Draft Zoning Administrator Resolution No. _approving Limited Term Permit No. XP2016-008. V. PUBLIC COMMENTS ON NON-AGENDA ITEMS Public comments are invited on agenda and non-agenda items generally considered to be within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your name for the record.
