"What is the function of the
buin, anyway? To catch .Ut,"
he said. "U you see a desilting
buin with no silt in it, that
mecUlS the silt got away. There is
•upposed to be silt in it after a
major rain."

Last week, the PAC heard a California Department of
Tranaportation official sugg .. t that the lonq-plaDDed,
adopted freeway route be .crapped. Earlier, TAC
memben had made the aame recommendation. But the
PAC weat alonq with the recommendations of the city
councils of Ca.ta M ... and Newport Beach and kept the
route u an option.
It remain a one of four pouible aolutions to the traffic
meu which now clocp downtown Ca.ta Meaa and
extends into Newport. (S.. newt atory elMwhere in this
iuue.)
Both Newport Beach and Co.ta M ... are heavily
impacted by Route 55 traffiq. Moat of the touthbound
traffic, once it reach .. downtown Coeta Neaa, is headed
for Newport.
In coming months, the PAC will make a final recom-
mendation to CalTrans and the state Transportation
Commiuion.
Both cities have a repreMlltative on the PAC. City
Councilman Ed McFarland chairs the panel and
represents Co.ta Mesa. Councilman Paul Hummel
represents Newport.
McFarland hu indicated a willinqneas to seek a solu-
tion that will not be touqh on Newport Beach. Hummel
hu said he recognises Ca.ta Meaa's need to do
something about ita Newport Boulevard problems.
Newport Mayor Jackie Heather told one Costa Mesa
audience that ahe ia waiting to see what Costa Mesa
wants to do.
All of this iB very neic;,hborly. But we may be
reachinq a point at which leaders of our two cities need
to c;,et their heads together and make aome bilateral
decisions. They should tell the PAC , the TAC, and
anybody elM who it interested, what our citi .. want -
done or not done.
OtherwiM, the etate and county pla.nnen will make
the deciaiona for ua-u they almoet did Jaet week. A
look ·at past state performances in dealing with Orange
County transportation problems should convince us that
their judqment needs some local guidance.

An example of refreshing candor surfaced a few days
ago when The Ensign began to poke into the status of
salary negotiations for city employees.
One spokesman representing an employees associa-
tion disclosed the requested increase in the salary-
benefits package would be 20 percent. Another associa-
tion is asking the same big jump.
Now comes the candor:
\\This is just our first ploy," laid the first spokesman.
"We don't expect to qet near that amount."
Said another: ''Thie is a foolish game, if you ask me.
I would rather each eide put the facte and figures on the
table, but the epirit of negotiations demands that we go
iD with a super-high, outraqeoue figure. The city may
offer us 3 percent . . . "
Reasonable, rational barqaininc;r is a keyatone in our
economic system.
And this qoee for city salaries as well as for rent,
bread, qasollne or krugqerands.
City Council policy is to pay salaries within the top
. three of other municipalities in the county. A survey,
this newspaper hu been told, is near completiC'n.
Let it be the guideline. Don't waste city time and
money on piDc;,-po.ng negotiation• launcl'.ed with "first
ploy" thinking. Let's put down-to-earth reasoninq at the
beginninq, not the end.

Since we started our ads, a lot of people have written asking about SPON,
how we got started and what we're all about. Okay. here goes:
We are residents who got together years ago to save Newport Bay from
destruction. We're a non-profit educational group with elected officers and
directors. We volunteer for various committees and commissions in order to
understand the issues. We're eager to pass this information on by talking to
groups. Write to the address below if you desire a speaker.
Our interests and positions include:
-NEWPORT BAY ... Should be protected f rom pollution and develop·
ment. Those who pollute the bay should pay to clean up their garbage.
-AIR PORT ... Find out what it takes to acquire one of the identified sites
for a new major. long-haul jetport, and move our jets there. Meanwhile, keep
the lid on expansion and flights at John Wayne Airport, reduce noise.
-TRAFFIC ... We favor better traffic circulation to help us all get from
where we are to where we're going.
-GROW"ttt ... We're for planned growth and a healthy business climate
that serves the residential community. Commercial over-growth affects the
bay, the airport, traffic and the general quality of life.
In short. we're for maintaining Newport as a good place to live and do
business-not just a place to make a quick buck by creating another Miami
Beach. After all. if five buildings are built where one belongs, thus causing
the bay to become a marsh. the ocean a garbage dump, and our streets a big
parking lot, what's the point of living he)e.
The choice is yours. Will this remain a nice place to live. or w ill we be
pushed out by over-development of Newport Center. the Dunes and the air·
port ... and heaven knows what else?
