-Newport Beach is being changed from a residential/recreational community to a
major commercial center. This is contrary to our General Plan. (General Plan Policies,
p.4)
-Newport Beach already has twice as much major commercial development as the
average of the 19 most developed Orange County cities. (Daily Pilot, August 4,
1981.)
-The motion with conditions for the Newport Center expansion were fmalized at a
secret meeting between the Mayor, two Councilwomen and the President and Vice
President of the Irvine Company. Two of the other Councilmen were never even
given an opportunity to see the motion until the evening of the Council votel

It is no longer a totally Irvine
Company plan. It is a consensus
plan. Something that many interests
tn the community of Newport
Beach worked long and hard together
to achieve.
As finally shaped by the
City Council, after 14 months of
city-wide discussion and review,
the heavily-conditioned plan imposes
upon. The Irvine Company some
masstve and unprecedented pub-
lic commitments.
In exchange for permission
to complete Newport Center, we
accept these commitments, which
~e know to be of vital, visible
amportance to all of Newport Beach.
Among them are:
• The construction, at our
cost, of more than 58 million in
~ity road system improvements-
amprovements that go far beyond
the needs of Newport Center.
• The establishment. at our
cost, of a Transportation Manage-
ment Program to reduce peak-hour
traffic in the Newport Center area.
. • The accelerated comple-
taon, at our cost, of the S25 million
Pelican Hill Road project as a major
bypass route around Corona del Mar.

That's important in an era
when most cities must cut back
on public services. The Newport
Center plan will help keep that
from happening in Newport Beach.
The adopted plan will also
help assure the continued economic
vitality of Fashion Island and the
city'~ gener~ business community.
It wdl provtde more retail and
professional services, as well as more
local job opportunities, for New-
port residents.
And as these things occur
over the years, they will reflect the
same high standards of environ-
mental planning and architectural
design that have alwaJS prevailed
at Newport Center. 'Wetbink thafs
a community benefit too.
We call the plan a consensus
plan, and it is surely that, for over
the months hundreds of citizens con-
tributed to it at dozens of meetings
all over town. We listened to them,
and changed our original plan in
many ways. large and small.
These are some of the ways.
We revised our concept for a new
hotel. reducing its size and upgrading
its quality. We abandoned plans for
retail shops on the edge of Newport
Center. We eliminated the prospect
of new street connections into Harbor
View. We shifted a bus facility site
farther away from nearby residences.
We agreed to the undergrounding

of utilities along MacArthur Boule-
vard. And we increased by millions
?' doUars the amount of public road
amprovements we would provide
with the plan.
Then the City Council
changed the plan further. Much
further. The office space we bad
requested (most of which will be
low-scale and low-density) was
reduced by 25 percent. Residential
uses were added by a like amount.
And fmally, the City Council,
through its phasing requirements,
gave 1be Irvine Company a com-
pelling incentive to speed up com-
pletion of Pelican Hill Road. With
tba~ incentive, the road building
project-the most costly ever asso-
ciated with a Newport Beach land
use plan-can now be expected to
be completed many yean S(X)Der
than originally anticipated.
AU things COIISidered. we
believe the City Council's final ver-
~ion of the Newport Center plan
!s a workable compromise. A plan,
an other words, that is worth the
struggle of all who had helped
accomplish it.
The direction has now been
set and the tasks established. And
our work has just begun.
It is formidable work. It will
ta_ke us. in cO!ltinued partnership
wath local resadents and city govern-
ment, the rest of this decade to
carry out. When it is done. we think
Newport Beach will be an even
better. community. To live in, to
work an. and to get around in.
Toward that end, we are
fully committed.
