Progress On The Bay
Out of eomewhat muddied political waters, a
aupentructure ia emerqing that bean the J.J:,el: Upper
Bay Cleanup Proqram.
Althouoh the upper bay bean a Newport Beach tag,
it ia a both a recreational resource a.nd a problem that
belonqe to Irvine, Costa Mesa, Newport Beach a.nd
thoUAD.cb of south Oranqe County resident• and
viaiton.
And unt ... that clHDup proqra.m is kept on track,
thoae N.llle thousands are qoinq to be penalized by a
wute of their talE dollan and will suUer further
frustration.
As a natural setting, as a state Fish and Game
reserve, as an irreplaceable boatinq and recreational
resource-and as a recipient of qarbage, junk and silt
from lands bordering and extendinq inland, the Upper
Bay is unique.
Yet, a marriaqe of full enhancement to reasonable ·
preservation measures has been impaired by
controversy and wandering purposes.
In recent months, great strides wer.-taken toward uni·
ty. State Fish and Game agreed to spend a $700,000
residual fund on dredging. Assemblywoman Marian
Bergeson and Newport Mayor Jackie Heather were suc·
cessful in detaching $1.3 million from the state's Energy
Resources Fund (built by tidelands revenues) and keep-,
inq this intact for use in deepening and widening San
Diego Creek channel. This is the channel which washes
much of the silt into the bay from agricultural and
building projects in Irvine and adjacent areas.
A similar effort has earmarked $2 million from some
$50 million to be raised by marketing state Clean Water
Bonds this month.
This latter fund will be used to build desilting
facilities within the bay, as part of an "early action
plan." Down the road are more elaborate projects, still
to be defined and funded, for cleansing the bay, and
keeping it that way .
But all of this commendable effort and singleness of
purpose will be washed away once more if bureaucratic
barriers, endless and fruitless debate and more costly
delays are allowed to arise.

the expans1on as presently projected are Dick Nichols,
newly-elected president of the Corona del Mar Com-
munity Associahon, and some members of the board
including Ron Covington.
Clyda Brenner, outgoing president, told us that
"there was no way to tell" whether thie new anti-
expansion leadersh1p accurately 'represents the feelmgs
of the majonty of c ommunity residents because "we
have not had a vote of our qeneral membwship."
