It~ that every time there'• a propoeal in the city of
Newport Beach to increa• vimitor-aening beach facilities,
people who liYe on Balboa Penimula get up in arms.
They don't want bicycle trail.a, ~ey don't want more
public r..trooma, they don't want parking lots. They don't
eYen want to improve Ocean Front Walk.
Aa a letter to the editor elMwhere on thU. page shoWI,
10me reeidenb want to spend the money instead on ways
to keep people off the peninsula and away from the
beach ea.
We can ... their point.
They want to preeerve their privacy, and they already
live in a place that ia impomble to get in and out of on
crowded summer weekends.
However, we think they overreact when they want to
make vimting the beach uncomfortable in order to dis-
courage people from coming. '

In our opinion, the beach ia a national public resource,
l.i.ke the Grand Canyon or any other natural treasure. I
Expecting people not to come to Newport to visit the 1_ ___________________________ _;_ ____ _.
beach U. like ezpect:ing the 1wallowa not to come back to 1
Capu.trano, like ezpecting Frank Sinatra not to sing or ex-I
pecting Ronald Reagan to~ he's going to raise taxes. j
We don't expect the city to establish long parking lots
and lots of restrooms like Huntington Beach. But we don't
expect the city to roll up the streets, dig moats and build
drawbridges either.
The city now doesn't provide a reasonable level of com-
fort for visitors. The Ocean Front Walk is half the width it
ahould be, to accommodate bicycliats and pedestrians
alike. It doem't extend far enough to really provide safe I
and easy walking, jogging or bicycling along the beach.
And there are not enough restrooms to meet public needs.
We think the city ahould have an Ocean Front Walk (or
two) wide enough to restrict one to bicycles and one to
ped..triam and it 1hould extend from Huntington Beach
to the Wedge at the far tip of the Balboa Peninaula.
That would enoourage more people to UM their
bioycle1 when they come to Newport. It might even cut
down a little bit on the automobile traffic. At lealt it would
give the city an excuM to divert oan. "You can get in here
on a bicycle" could be a barricade refrain.
We al.o think, and we have laid this over the years, that
the city 1hould provide more public restrooms on the
beach.
Having an inadequate number of restrooms has never
kept people out of Newport. And having more of them
iln't going to bring more people in. It would simply make
vi.siting the beach more civillled for those who come
anyway.
Newport has a limited beach capacity, mostly because ,
of its limited traffic capacity.
But it can and should provide more welcome to those
fine pereons who want to come here from Costa Mesa or
Irvine or El Toro or Anaheim or anywhere else to visit the
public beach.
Remember, Newporter, when you go somewhere else,
you are a tourist there. Would you want to be unwelcome
in Laguna Beach or San Diego or Hawaii?
