Tactic Will Work?
The whole di9pute about South Africa, from a U.S. or
Southern California or a Newport Beach penpective, we 1
think, com• down to a queetion of tactica.
On the one hand, we have anti-apartheid
demomtrator1 marching in the U.S. capital 8Crfing that
all U.S. interest. 1hould be withdrawn from S. Africa, in
an effort to exprea to that. nation our displeasure at its
repremve and uncomcionable racial policies.
On the other hand, we have the Reagan ad-
m.in.iatration'a constructive engagement, or whatever it's
called, saying that we can effect change, slowly but sure-
ly, by being involved with S. Africa's white ruling clau
and its busi.n991 leaden.
Recently, a black U.S. judge was held four hours in S.
Africa, fingerprinted and booked and ordered to appear
in court, for entering a townahip closed under the three-
week-old state of emergency. .
Judge Nathaniel R. Jonee, 58, of the Sixth U.S. Circuit
Court of Appeab in Cincinnati, said, "It was like dealing
with the Gestapo in Nazi Germany."
Meanwhile, a U.S. Congreaman, Stephen J. Solarz (0-
N.Y.) IC.rid S. African Preaident Pieter W. Botha compared
a jailed black African leader to RudoU Hess, a notorious
Nazi war criminal.
Such hints of the nature of the repreaion in S. Africa do
not bode well for the future of racial relatiom in S. Africa. 1
Solari aaid Botha plam little if any reform in the apartheid
9Y1tem.
It ia hard for ua to imagine white people who think they
are auperior to blacb. We thought auch idea1 went out
with the dark agea of U.S. politic1.
A ayatem of unequal citinnahip for blacb, not allowing
blacb to live and work in citiea, not allowing travel for
blacb within S. Africa -all this ii impoaible to imagine
in 1985. Yet it goe1 on.
We agree with civil right.a leaders in this country who
8C1J that the U.S. 1hould do everything in its power to try to ,
change the apartheid system.
But we are not sure economic sanctions will work, as
they are suggested.
The British magazine The Economist on Aug. 3
suggested that economic sanctions will not work, that dis-'
engaging from a nation will only force it to burden its
racial policies. Rhodesia survived ten years under sanc-
tiona that improved its self-sufficiency and didn't change
its internal policies, the magazine says.
Abo, the sanctions propoeed in the U.S . Congress a re
not apecific enough, the magazine says. S AJrican
paaporll and airline• could be banned in the U.S . until
blacks were granted pauports and allowed freedom of
movement inside and outaide of S. Africa.
We think specific sanctions would be much better than
"misty general" ones, as The Economist suggests.
But we think the focus of the debate in the U.S. has
been on the wrong thing. It has centered around whether
to apply sanctions or not, whether to divest or not. We
think it should focus on what will most likely work.
The debators should all agcee. we think, on the goal: to
pressure S. Af:nca to free its blades
Then the debate could proceed on the tactics and
atrategiee tha t might best work. Broad, non-specific sanc-
tions without a carrot and a stick. seem too general, too
likely to fml

proposals to improve highway facilities on the San Di!!9o Freeway
(Orange 405) between Route 5 and Route 605, in the cities of Costa
Mesa. Fountain Valley, Garden Grove. HunUn~ton Beach, Irvine,
Newport Beach. Sea l Beach. and WBstminster 1n Orange County.
Alternatives being considered include:
A. Roadway Widening (mixed-flow opera1ions)
B. Roadway Widening (High Occupancy Vehicle Lane)
C. No Pr<>1ect
CAL TR ANS has studied the effect this project may ha"e on the
environment. Our studies show that, after mitigation, proposed
improvements will not significantly affect the qualitX of the envir·
onment. The report that explains why, is ca!led a c;>ra .. Initial Stu~/
Environmental Assessment (IS/AE). This notice ts to advise
you of lhe availability of the study and a scheduled publlc hearing
on the project. Maps, and the Draft IS/EA are available for review at
CALTRANS, 120 S. Spring St., Los Angeles. Monday through Fri--
day. The Draft IS/EA may also be seen at those local libraries

"The body and mind have to
be ready to wor~ when learning
karate," says Jackie Long, in-
struct or of Co1ta Me1a '1
Japanese Karate Federation
held in the Balearic Center.
The JICF in Colla Meea hcu
been going since 1980, when
Long came along to teach the
program after earning her belt
m the main "do10" located in
Santa Ana (Dojo means train-
mg hall in Japanese).
"When I lirst came here I had
fow students a nd now, five years
later, I've got 130 students," laid
Long
On August 18, 18 kids
between 1u and 14 will journey
to New Orlean.1 for the National
AAU Karate Champion.1bipe.
In 1983, Long took 18 kida to
the champion1hip and they
came back with a total of 19
medal., four of them gold.
"A. 10on a.a the competition is
over, we start tra10ing for next
yea r 's champion1hip," Long
s01d "This a the only cham-
p1onsh1p of its kind, so il you do
well. you con really soy you're a
champion," she said
The class is taught once or
twice a week for a month and a
hoU in a Japanese manner. The
close begins with a meditation to
gel mind a nd body ready for the
events that ore gomg to take
place Then the lads do a pre-
worm-up by 1ust running and
stretching, then they do baaiCI,
which starts the class 1natruction

to help them get better in
karate," 1aid Long. "The higher
