Shortage of
Liva Bait
May be Concern
"'...., Dltly Strike up a conversation with a Sun-
day fisherman who's launched his boat
in Newport Harbor and you'll hear a
running commentary about where
they're biting, how deep, and how
many. But you'll also hear plenty of
complaints if there wasn't any live bait
for sale around the harbor that day.
Bill Von Henkle, who operates a
charter service out of Newport Beach,
thinks that Newport Harbor needs
another live bait receiver in the bay, to
help the small boat fishermen that live
bait availability attracts.
"Newport is losing a lot of business
from inland boaters to Dana Point,
Long Beach, and Los Angeles because
we don't have live bait available on a
regular basis," said Von Henkle.
'Td guess that the business involved
with trailer-able boats runs about S4 to
SIO million a year:• Voin Henkle said.
"When you figure that it takes $65 to
$100 a day to fuel the car to pull the
boat here. fuel the boat itself, pay
launch fees. buy tackle, bait, food and
sundries, the figures tend to mount up,"
Von Henkle added.
There arc two possibilities for the
smoll boater in search of some live ones
to fill his bait tank. Davey's Locker,
located in the Pavillion has live bait
available " ... on the average of twice a
week," according to Shawn Davis,
sportfishing clerk for Davey's.
"We have to supply our own sport-
fishers a nd skiffs from our tanks first,"
said Davis. "But we're always glad to
sell what we have to spare."
Newport Landing also occasionally
has live bait to sell. "We only get a cer-
tain amount of bait every day," said
Tom Hesketh. who owns the sport-
fishing operation that runs out of New-
port Landing.
I'd say the bait situation for small
boaterc; improved about 500 percent in
the last year." he added.
"When there's bait to sell. we sell it.
What people don't realize is that the
~arm water in the bay during the
'ummcr kills the bait in our receiver
tanks." said Hesketh.
"Of co urse there's no guarantee that
the hail boat can find fish, especially
during a fu ll moon," Hesketh said.
There is no rea l shortage of bait fish
in the waters off Newport Beach, accor-
ding to Ken Miller, marine biologist
with the Department of Fish and Game.
M iller says that bait availability

Airport Monitoring Tops Resolutions
"'ha .... If J 985 is to be remembered as the
year Newport Beach finally found peace
with Orange County on the John
Wayne Ai rport issue. the coming 12
months figure to be dominated by close
inspection of the uneasy truce.
"There will be constant monitoring
of the ai rport • ., promised Newport
Beach City Manager Robert L. Wynn.
"The cond itions of the agreement will
be followed."
Uppermost in the city's consideration
is that the noise levels being touted for
the "ultra-q uiet" jets remain below the
86-dccibcl limit. So long as those
levels are maintained , reasoned Wynn ,
count } plans to expand the number of
nighh c;hould have a minimal noise im-
pact on reliidents under the jet paths.

year -that's the botto m line." Wvnn

the count)
That mjy take care of Orange Coun-
t}'·.;; needs for 1986, but Wynn also
pointed to county studies showing air-
lines will need enough flights to accom-
modate 20 million travelers to Orange
County by 2000.
"The process fo r finding an ad-
ditional si te to help carry the weight
must go forward in 1986," said Wynn .
Even with the completion of JW A's
physical expansion in the next few
years, passenger demand will be too
~real.
Construction of the new terminal, to
be larger than 330,000 square feet, will
probably not get underway this year, he
says .
The continuing airport controversy
won 't be the only major news story of
the yeaF in Newport.

Hoopla Continues /
Numerous calls and letters have come into the New-
port Ensign offices concerning the story and editorial
about the undercover drug operations at Corona del Mar
and Newport Harbor high schools ..
The people who have supported our editorial stance of
questioning the tactics agreed with us that the ends taken
by the authorities don•t justify the means they took to get
it.
Those who have had their dander ruffled by our
coverage have presented two common arguments. First.
there is a great drug problem in our high schools, and
a nything that a uthorities do to eradicate it is great. Also.
many Newporters have questioned why the Ensign
published a story telling an accused criminal's side of the
s tor~. accusing us of catering to criminals.
1\s the~ have been told. it isn't our policy to publish
ever) accused criminal's life story. nor is it our intention
to be .. anti-police." as we were accused .
.'\gain. we think the central issue in the entire affair is
trust. Here. in a public compulsatory institution designed
for educating our children. a police officer pretended to
be a high school student, and actively solicited and en-
couraged students to purchase and sell illegal drugs to
her.
That was strong medicine that might be appropriate in
other situations -i.e .• a school that is being overrun by
pushers, where students act like zombies and classrooms
are controlled by hemp-crazed fiends.
But that wasn't the case here. and the undercover ac-
tivity was. by any acceptable standard, completely un-
necessary.
Ifs the junkies and the pushers that need the attention
of the authorities -not the average students who only
purchased the drugs for the undercover policewoman to
get her off their back. The officer did not act to correct a
problem; she acted as if she were in a crap shoot.
This is not an issue to be passed over lightly~ not by
those who think the police did a service for all the com-
munity. or by those who think the actions constitute
selective law enforcement.

Student Drug Usage
'Not Major Problem'
The recent arrests of three
Corona del Mar High School
students on suspicion of selling
drugs brought to light concerns
about student drug usage.
Although many parents may
now be worried about the
availabilty of drugs at CdM,
many students assert that it's not
a major problem on campus.
Most CdM students agreed
that only a small minority of the
student body uses drugs. but
were unsure whether that con-
stitutes a problem ... Compared
to other schools;· said Susan

Bond. a senior, .. I don't think
it's that bad. There are a few
groups that are involved with
drugs, and there is a lot of
alcohol usage, but I don't think
illegal drugs are that big of a
problem."
However, Sean Fawcett. a
senior. disagreed ... Even if it's a
small number of people (using
drugs), ifs still a problem," he
said. Deanne Jacobs, a senior,
added ... At CdM, it (drug usage)
is hidden more than at other
high schools. Most high schools
have drugs. but at CdM,
students a rc more secluded from
it."
One student expressed discon-
tent at the way the drug busts
were carried out. .. The way the
police went about it. it was
almost entrapment,.. he said.

dent anestcd) for dnap, day
after day, and he finally gave her
some to get her orr hit back. It'•
no excUJe, but it"1 not the fa.ital
way to go about it."
However, moat students
agreed that the arrests were not
going to solve the problem.
••Drug busts are not 1oing to
stop students from usina drugs, n
said Steve Chabre, senior class
president. ..They're probably
just going to be more careful."
Roy Hobbs, a senior, com-
mented, "If they want to get
drugs, they are going to get them
anyway, on campus or off. Drug
busts aren't going to make that
much of a difference."
On the contrary, Bond
believes drug arrests might make
an impact. .. It's the first real
drug bust there's been since I've
been there.'' she said ... People
might not have drugs on campus
that much."
Like many high schools. CdM
offers programs to warn
students about the dangers of
drugs and to help students in-
v o Iv ed with them . These
programs include Parents Who
Care, an organization which
teaches parents how to deal with
the teenage drug problem, and
the Peer Assistance League
(PAL). a group where teenagers
can seek help from their peers.
However. questions have been
raised over the effectiveness of
these groups at CdM.
.. PAL is a great program
which is not really used by CdM
students," said Jacobs. a PAL
counselor ... Not many kids who
need help take advantage of the
program." Jon Lapin, a senior.
added. ..The groups may have
stopped some of the bqinning
users. but as far as those who
have been into drugs. I don't
think they've helped them.

Guilt Glut: The Bane . of
Newport Working Moms
Carrie and I. seeminpy the
only working mothers with small
children in Newport Heightl,
were having our guilt discussion
again.
.. Kris is having Elizabeth's
party on a Saturday so my
daughter can come." I said.
0 But Mary had Sterling's on a
Wednesday morning, and Laura
was pretty disappointed; she's
getting old enough to know
about parties now."
Carrie looked sad. "Ifs only
the beginning of how we get shut
out of everything." she said ... It
may not be conscious on their
part. but the fulltime mothers
have a closed-off world and our
kids are going to feel it. It hurts
me that Rachel is missing
Children's Story Time. Miss
Dana's music lessons,
Cotillion ... ••
.. Yuk!" I said ... Surely you
don't care whether Rachel can
foxtrot."
.. That's not the point," Carrie
explained in an anxious voice.
.. We moved here for the
neighborhood, the family at-
mosphere. I wanted a real bunch
of neighbors with kids playing at
all the houses and the moms
having coffee cake. I can't do
that. The kids that have fulltime
moms arc going to have five or
six years of shared experiences
to get her. When they were
babies, they were all in the
babysitting cooperative. Then
they went to RugRats at the
YMCA. now Miss Diana's and
Cotillion. When they start
school. they'll be a clique."
.. Well," I said weakly, ••our
kids arc setting all that stuff in

they· get stories, and I'll bet &hey
even dance the hokcy-pokcy.
Besides. they have a peer-aroup

Carrie said.
••Do you think they are pr.
judiced against us because we
work?" I said.
.. You bet they arc." said
Carrie ... and it is just going to be
a fact of life."
Our guilty meanderin11
seldom consider the fact
that when Carrie and I didn•t
have kids, we never even knew
any stay-at-home mothers. That
could be prejudice on our partl:
we never took the time to know
any of these women. When I
took my maternity leave. thae
kind ladies reached out to me
when I was going through the
baby blues, and became friends.
Most of those friendships have
drifted away now that I am bKk
at work. I just •"do not compute"

I love the income I generate. I
enjoy the company of adults at
work. But I guess 1 will always

it always will be.

by way of Pave and Players.
Only 24 years old, he is a bundle

"We had a chance to create
something from scratch with
Monaco's and it's been exciting.
The basic idea is freshness,
everything we serve is very, very
fresh." says Driml.
Eclectic is one way to describe
the euisine Driml has created for
Monaco's. Along with such
standby "fresh starts" as steam-
ed artichoke and jumbo shrimp
cocktail, there are morsels like
lobster Rockefeller, and lamb
carpaoc10.
Carpaccio means raw, but this
dish of marinated lamb is grilled
rare and served with maui
onions, enoki mushrooms, sun
dried tomatoes, a ginger glace
and soy mouselline. ICs one of
Driml's favorite menu items,

Entre choices are varied.
Grilled fresh rabbit ($10.9S) and
angel hair primavera ($9.95), a
marvelous pasta concoction, are
only two of many choices. Driml
says that a special favorite of
Monaco's dinner crowd is cajun
blackened steak (S 13.95). The
filet of beef is marinated in cajun
spices. blackened in a pan and
then finished with artichoke
pu ree and bearnaise sauce. The
final result is so tender and tasty
that New Orleans may be calling

For those with less adven-

of sole monaco ($10.95). served

perfection and served with a

Monaco's wine list was chosen
to complement the menu selec-

both imported and domestic
wines as well as several choices
of champagne. Enjoy that cham-

Finishing dinner only leads
you to the main event, dessert.
Monaco's choices are limited,

In adapting Alice Walker•s in-

One of the finest productions

Ray Stricklyn. It is an ex-

with heartfelt pain and yet one
tinged with sharp humor and
deep insight.
Ray Stricklyn has conceived

rich in an understanding o f the

of materia l. It is one of the most

that 1s a rich contribution to
dramatic literature.
Strickl>ri is merely magnifi-

audience for over 90 minutes.
-;parkling his script with wonder-
ful Oashes of Willi ams' style of
wit and ob crvations. Y ct. when
he talks of the darker recesses of
the playwright's life. especially
in hi s account of hi relation to
his beloved sister. he is poignant
and intensely sorrowful. One can
still see the pain the author felt
in this relationship. a tender
reminiscence of life that filled his
heart with beauty and yet with
deep pain.
In all respects, Stricklyn is
magnificent. He literally engulfs
himself in the character from the
tiniest gesture to the most prob-
in g attitudes. He makes one feel
as if Williams is si tting there,
smoking one cigarette after
a not he r . rel ishing in hi s

bring the man to life in one of
the year's finest perfo rmance.

Like the heroes o f C harles

the process.
Spielberg's tasteful and dis-

deeply left sentimentality of the
numero us character partings
and reunions. His achingly
luminous images and classical

Why a standard fixed-rate loan
may be the best loan for you
When shopping for the best
home equity loan value.
cosumers often become confused
about the many diffemit types
of loans available in today's
marketplace. Balloons,, variable
rate and fixed-rate loans arc
only a few.
According to Bob Benson.
vice president of Califorru~
operations for The Money
Store. Inc .• the nation's leading
independent home mortgage
lender. _consumen sboppinJt for
loans tend to choose fixed-rate
financing rather than variable
rate programs.
.. Some consumers may
choose a variable rate loan
because they feel they can take
advantage of fluctuations that
may occur in inteTcst rates:•
says Benson ... But most do not
want to take such a risk. They
realize a variable rate loan
works to the consumer's advan-
tage only if inunst rat~s dip. It
works agaimt the consumer if
interest rates suddenly soar.
·•A standard fixed-rate loan,
however. provides borrowers
with a s~t interest rate and
monthly payments that remain
the same for the life of the loan.••
says Benson ... Many consumers
find this to be an extremely im-
portant part of planning their
monthly family budget. It is
often the key clement in their
decision to choose a fixed-rate
loan."

It seems like only a few
minuto 110 that daianins and
buildin1 your own home wu a
luxury reserved for a select few .
But a look at the industry in
Orange County today reveals
that almost everybody who bas
ever dreamed that big dream, is
getting into. or trying to get into,
the world of custom
homebuilding.
The times. they have definitely
changed. The surging Orange
County amrkct for luxury homes
a nd custom home lots stems
from well-heeled consumer's
confidence in the economy for at
least the next two years.
Feeling the effects of this in-
crease in the industry's pulse is
Jack C uster, director of custom
homeside sales for Irvine
Pacific. the homebuilding sul>-
sidiary of The Irvine Company.
·•we can point to several reasons
for all this e'lceitmcnt," he says .
.. One is that our economy has
reached a level of credibility that
people believe will remain for
awhile. They have a better cash
flow and they can now borrow
money at the lowest rates in
years."
I rvinc Pacific is currently sell-
ing or taking names at four
custom IOt clevaopmenu ill Ir-
vine and Newport ~. ..Of
course. havina the Iota hi an.at
locations is key:• Custer uya.
••All of our projects offer many
spectacular views."
··Another reason." adds
Custer. 0 is that custom lot
buyers want to be creaiive. They
want something that isn't
available on the market. And for
a little more money. they dis..
cover they can get exactly what
they want. rather than buyina a
production home ...
A glance at results and
numbers at Irvine Pacific's four
developments almost defies
superlatives.
The largest custom lot
development to date for Irvine .
Pacific has been Harbor RidSCt
a prestigious community that
overlooks the entire Newport
Harbor area. Out of the total 99
lots originally available, only a
few remain. The lots average
12.000 square feet in size and are
priced from $350,000 to $750,-
000.
Irvine Pacific recently opened

tion of prized lots along the fint
and ninth fairways at Big Ca-
nyon in Newport Beach. Only 12

Phase 111 of Country View
Estates. The Gibbs Company's
successful neighborhood of
single-family detached homes,
has now opened, with oppor-
tunities for prime view locations
available, said Bob Gibbs, presi-
dent of the building firm.
.. These arc some of the best
views on the site," said Gibbs,
.. overlooking the rolling hills of
Laguna and Capistrano, with
Pacific sunsets beyond. "We've
terraced the home-sites to take
advantage of our panorama
here. But the choice outlooks
never last long."
The 32 homes in the third
phase begin at S 170,950 for the
three-and four-bedroom plans.
A few completed homes in Phase
I I arc also available for im-
mediate occupancy.
.. Favorable financing has
accelerated demand for these
ocean-close homes," said Gibbs.
.. We arc now offering 91/1% first-
year interest on long-term
loans.·· Gibbs added that second
year interest is at I 01/a%, with
I I 1/s% for the balance of the
loan. and an Annual Percentage
Rate of 11 .540%. The long-term
finan c ing features lower
monthly payments, making it
easier for more buyers to
qualify.
Country View Estates offers
both one-and two-story homes
in a choice of exterion detailed
with masonry, stone veneer or
wood, plus Spanish tile or con-
crete shake roofs.
Highlighting interiors are
such desirable features u wood-
bu rning brick veneer fireplaces,
cathedral crilings, ceramic tiled
entries and elegant master suites
with mirrored wardrobes.
Gourmet kitchens present more
quality amenities: ceramic tiling,
oak cabinetry, greenhouse win-·
dows and a breakfast nook, plus
an array of deluxe appliances.
Within the planned Colinas de
Capistrano community, Country
View Estates is surrounded by
open spaces and equestrian
trails, and just minutes from
ocean beaches.
