Woolley ruled last week that be did not
have tbe power to overturn Lyndon
Laltouche candidate Art Hoffmann-a
recount defeat by BTUCe Sumner. in the
40tb Coqreuional District primary
held last June.

Sumner ·1 attorneys, Woolley ruled that
under the U.S. Conttitution the Home
of Rcpraentativa., and not the Super-
ior Court of California, bad the juris-
diction over such Congressional elec-
tion disputes.
Hoffmann-S attorney, Robert Levy,
arpcd that the State Superior Court
did indeed have the power to review
the election, since the Home of Repre-
sentatives reco1nize1 only acneral
eJectiom u 1ipif1CUt to the election
of a candidate. Therefore, the House
po11esae1 no jurisdiction over the
primaries, Levy aaid, and primary
e~n fraud matten are wader the
purview of the state courts.
Humphreys responded by pointina
out that when the Constitution was
drafted, primaries were not invohed in
determinina American elections. He
added that since primaries have

The measures were taken at the
requat ·Of the County Administrative
Office, over the objection of the
Sberiff'1 Department and local boaters.
The CAO was directed to find Wa)'I of
economizina in the Harbor Pattol and
other Harbors. Beaches and Parks
functions after a five year bud act
projection for that department showed
it moving into the red in tbe near future.
The Harbor Patrol is administered by
the Sheriffs Department. but its funds
come from the Harbor Beaches and
Part. District badaet.

Mayor Larry Agran-a slight, bespec-
tacled, softspoken man-as a maraud-
ing general~ sword in band, leading a
relentless charge over the green hills of
Orange County.
But that ·s the image that comes to
mind when Newport Beach Councilwo-
man Evelyn Hart, running for reelec-
tion, tells the Corona del Mar Chamber
of Commerce that she will .. stop Irvine's
march to the sea."

Although a certain amount of rhe-
toric was involved. Hart was calling
attention to what could become a major
issue in the coming years: who will
annex the Irvine Coast, also known as
Mdowncout" bet1ftCn Corona del Mar
and Lapna Beach and thereby derive
the considerable prestige and tax
revenue auociated with it?

Since 1976, most of the area
has been in Newport Beach's
.. sphere of influence," a term
loaded with geopolitical conno-
tations that basically means that
the county recognizes Newport
Beach as the city with the most
at stake in the area, in terms of
the impacts of development
there, and will consult with the
city in making planning dcci-
sions.
The designation of the area as
being in Newport Beach's sphere
also means the city has "'first
dibs" on annexation.
Irvine city officials began
talking about annexing some of
the coastal territory in the last
couple of years, but have gotten
a very cold shoulder from New-
port Beach officials.
.. I don't know about a march
to the sea," said Agran last week,
... but I believe the time is at hand
to talk about annexation for the
city of Irvine that would include
part of the coast."
Agran noted that commuters
and visitors going to the area will
mostly be using the freeways that
run through Irvine and said,
.. Irvine wiU be incurring many
of the costs of development (of
the Irvine Coast). in terms of
traffic, pollution and the like. It
is only reasonable that the entity
that assumes the burdens receive
the benefits, too."
He listed those benefits as
property and sales tax revenues

.. The city's position is that the
area is within the city's sphere
of influence and should be
annexed to Newport Beach,"
said city manager, Bob Wynn.
Caught in the middle is the
I rvioc Company, which now
owns the entire tract and, as
property owner, could decide
which city to annex to. So far,
the Company has been content
to keep the land under county
jurisdiction.
Irvine Company vice presi-
dent Monica Aorian said Tues-
day that the company "'has been
working on the (development)
plan with the county for 12
years. We're still in the middle
of the project and our hope is
to complete it with the county."
While company spokesper-
sons hold to the line that the
annexation dispute is up to the
cities to resolve, observers on
both sides stated that the com-
pany probably would like to

been introduced this past year

that it can be snapped onto a
string of pearls or worn on a gotd
collar or chain. I have to smile
when they tell me that this 1s the
"latest thing" because I've been
wearing my black opal pendant
with a hinged bale on my pearl
necklace for twenty years. We've
shared that idea with many of
our patrons too for as many
years.
We have a nice selection of
these enhancers and also the
shorteners that are used as dec-
orators on long strands of pearls.
We also have a good variety of
the slides to attach to gold collars
and give them a different look. I
guess there's no denying my
Scottish ancestry ... I do enjoy
making things work as many
ways as possible.

Once residents move in,
Turner noted, annexation could
occur as a result of petitioning
for an annexation election.

things out before it comes to

New plan to change harbor
patrol and charge fees stinks
I
Something smells oft the cout of Newport Beach,
and it~ not just the SO-foot stream of human waste
recently spotted off the Balboa Pier.
The Orange County Board of Supervilon acted lut
week to transfer much of the responsibility of patrolling
the harbor to less expemi~, lea trained officers~ an4
charge fees for services such as tows and rescues. In
sneral wo~ their actions~ callous, irresponsible
and unfair. In fewer wonts, it stinks.
Wen all for saving money and lowering taxes, but
the public9s safety is nothing to pinch pennies about.
Under the new plan, beginning in 1988, 42 deputy
positions will be phased out, in favor of special officers.
Officers who donl hPe the experience and degree of
sptt:ialized training neces11ry for patrolling our waters.
But that9s far from the wont of the board's actions.
They've also instituted a user fee for boaters in need
of towing and rescue assistance. Ordinarily, we have
an open mind toward the use of fees in lieu of taxes.
But the board forgot one thing. They forgot that the
thousands of recreational boaters in the neighborhood
already pay for towing and rescue through property
tax~ user fees and guest slips fees.
So what we have here is a fee on top of another fee.
The new plan also calls for raising the price of filming
in the harbor to a more competitive rate, and
discontinuing charging lower slip rental fees in the off-
season.
It all adds up to a very reactionary step taken in
rcspome to an outside audit, projecting the county
Barbo~ Beaches and Parks District will be in fmancial
trouble in fi~ years. The board's intentions wc;re to
create more general funds for the county. They11 get
~ but they11 also get a helping of hostility, angry
constituents, and more parlor talk about the inefficiency
of government. .
We deserve more. After all, we've paid for it.

in a trance, watching idiotic
commercials or old cartoon.a
without seeing or hearing.
They're slaves to TV, booked by
its hypnotic magnetism.
One evening lut week, If ound
myself just such a victim, fixed
to a commercial about a head-
ache cure. Then all of a sudden
I realized the penon pitching the
pill was an extremely attractive
young 1-<fy, so beguiling you
wished you bad a headache just
to try her product. And just as
suddenly I realiud I wu watch-
ing a Tylenol commercial by the
daupter of a former Newport
Beach mayor.
Next day I hurried over to
C'est La Vie restaurant in the
W oodbridgc Shopping Center
of Irvine"' and sat down with a
glass of iced tea and the restau-
rant 'I owner, Johan Morrison.
.. How in the world did you
ever become a television star?"
I asked her. "Who hired you to
do a commercial for Tylenol?"
After bearing her story. you 're
~y not surprised it happeaed-
to Johan. The daughter of F.cl
and Peg Hirth (he was the
Newport mayor who wu run
over by a freeway), Johan greets
every day with wide-eyed opti-
mism. To her, the can do any-
thing, and she can do aoythillg
better. She bas a radiance. a
gleeful glow that makes tbe
bum.an condition a joy to wake
up to.
So she bu many friends, and
one of them ii mociatcd with
the' aboW biz world in Holly-

going to have some "'tryouts" for
a Tylenol commercial. and they
would be held in a private home
in Orange County, so why didn't

not try for a spot on TV'1
So she showed up. lbere were
a lot of other women-some
representing civic or social
groups. It was somewhat like an
advertising focus group, and you
heard about the project, and yo\\
evaluated some Tylenol com-
mercials, and you were asked to
try writing one from your own
penonal experiences with the
product. They bad to be honest,
genuine, and above all sincere.
Then she was asked to go to
San Diego two weeks later, and

Anyone who bu been to a
fully •taaed and choreosrapbed
fashion allow knows that the
theater and f uhion do indeed
blend together, and beautifully.
South Coast Repertory (SCR)
and Nordstrom recently teamed
up for a bravo performance of
fall fashion from the top
designen.
SCR 's Mainstage Theater was
filled with a capacity crowd for
"Preview '86," a fast-paced show
from Nordstrom in association
with the Guilds of SCR Fully
underwritten by Nordstrom,
.. Preview '86" raised more than
S 12,000 for SCR 's Young Con-
servatory Players (YCP).
After an informal reception in
SCR's lobby, all Guild Ways and
Means Chairman Melinda
Killmer and YCP Director
Diane Doyle introduced the
young actors, all graduates of
the training proaram for child-
ren. They presented a spirited
revue of popular Broadway
show-stopping singing numbers.
From there, the house-lights
dimmed and smoke emerged
from the stage. As the lights
came up, the audience viewed a
geometrical stage with soft light-
ing on the stairs and romanesque
pillars.
The first scene was worth the
oohs and aahs from the
audience. Scattered around the
stage were the models in furs.
C hristian Dior's natural cherry
red fox, Bob Mackie's natural
-
Miatic r.ccoon coat, L&nvin 'I
natural' umber duk mink coat
or the natural indiao fox. Shown
also were table, lynx, and Jeo-
pard. Wom under the coats wero
camel pantl, and flat leather
boots for extra warmth.
The designs from Bruestle for
fall were in rich colors of cobalt
blue, copper, tobacco, teal,
lavender, and plum. Tbjs is one
designer who loves to mix tex-
tures, fabrics, and layers in
tweed pants, skirts, ·double-
breasted. jackets, pullover long
sweaters, and soft feminine
blouses .
Giorgio Armani always pre-
sents clean and classic lines, but
with a dash of contemporary
styling. There are collarless and
cropped jackets, draped dresses
slim pants and skirts. The tones
for fall are subtle and blend
together in any combination:
charcoal, slate, curry, ivory, gun
metal, and crisp black and white.
Important accents that were
predominant was silver jewelry,
gloves in contrastina colon, and
wide fabric bead wraps. The new
look to watch out for is an
update of an old look: f allt or
fake hair. They are long and can
be curled, wavy, with a bia bow
at the base of the neck where
it is attached, or put the bow in
the middle of the fall of hair. Fall
is also a time for flats and hued
hosiery.

skirt, jersey dresses, wool dreues
with velvet waist detail. He alao
designed two suits with touches
of velvet, and the beauty of silk
dressing.
For fall, what could make
mote senae than fine knits? But
now designers are using knits in
dresses, skirta, slack.a, head
wraps, and eardipns. The colors
are dazzling, and the knit adds
a new texture. They are sleek,
and sometimes very body-
conscious. Andrea Jovine uses
clean designs with beautiful
patterns. Adrienne Vittadini
makes great use of intarsia tunic
styles. Something terrific from
this designer is metallic yarn
woven into the bold patterns,
