there bas been apposition to this

from residents of the nearby
Villa Balboa Condominiums.
Memben of the Valla Balboa
Community Association have
said that the plan could block
the view from their homes of tbe
beach and it could ha~ neptive
impact on traffic and aeoJoPcal
conditions in the event of an
earthquake.
Paul Butler, a member of Villa
Balboa Community A11ocia-
tion, who spoke out against the
plan, said that the council
members didn't take into
account the residents' views.

we even came here," Butler said.
Butler said that the Villa
Balboa Community Association
is considering filing an injunc-
tion against Hoag Hospital in
the next few weeks.

center stands about 56 feet above
sea level and that hospital offi-
cials have lowered the original

Schwartz denied that there
were any possible earthquake
problems in the proposed con-
struction area.

Tomorrow night some of you
will go to bed exhausted from
reaping a harvest of sweets.

exhausted from getting up and
down every five minutes to
answer the door.
For those Newporters who fall
into the latter category, who for
years have asked yourself 04Why
am I doing this?" what follows
is a little historic reminder of
why you annually buy candy,
carve up pumpkins and pretend
to be scared when the four-ycar-
old next door shows up dressed
like a blood-sucker.
Halloween in America is, of
course, but a commercialized
version of the ancient obser-
vance of All Hallows Eve. About
the only similarity remaining
between what we do today and
what was done centuries ago in
celtic Europe is that All Hallows
Eve falls on the last day of
October.
Even though some kids dress
up as benign sort of characten
such as clowns and princesses,
for the most part we have come
to know Halloween as a forum
for evil attire.

Elect Zschau to Senate
Califoraiana have an unusual opportunity Nov. 4 to riabt a wrona
which baa been perpetuated for 18 yean. _
They can elect someone io represent them in the U.S . Senate
who will not vote comiatently to bobble tbe nation'• defenses, who
will not be an unbridled bia tpender and who will not be a pereDDial
opponent of protrama to streqtbea the nation\ economic powth.
Califomiana can elect F.d Zachau to the Senate and send· Alan
Cranston into a not-so-early retirement.
And, for the rant time 1ince be went to the Senate in 1968,
Cranston faces a very real chance that be will be retired from public
life on election day.
Rep. Ed Zlchau, who baa been sent to Conpeu by voten in
the Silicon Valley area, offen Californians a 1plendid cbo~, an
attractive and able representative with a lilt of uncommon
achievements in private and public life.
To begin wit~ Zscbau has the credentials of an educated man
with a bachelor's degree from Princeton, and two master's ·and
a Ph.D. from Stanford.
He also served on the faculties of Stanford and Harvard before
beginning a highly succcssf ul high-technology company with annual
sales of SI 00 million and a payroll exceeding 800 penons.
A shrewd politican. Cranston spent the summer putting Zscbau
on the spot, but the die bas turned.
Strong attacks by the Republican candidate on Cranston's rcf usal
to ta.kc a public stand on Calif omia 's Supreme Court affmnations,
particularly Rose Bird; his adamant opposition to the death penalty
for terrorists who deliberately kill hostages; and bis bis-spending
record during his three terms as a senator have caught the public's
attention.
Zschau also can be counted on to support President Rcagan-
as be bas 70 percent of the time in Congress. Cranston '1 record
of opposition to President Reagan stands at 7S percent.
Ed Zscbau already has the mainline Republicans in his camp
as well as his principal opponent in the June ·Primary, Bruce
Herscbensobn. He also can count on the votes of a large number
of so-called independents and some conservative Democrats.

The Sea Kings had it all
during the fint half-offense,
defense, power, and drive. But
as with any great empire, then

tunately for CdM, their king-
dom was crushed as the Tustin
Tillers came from 13 points
behind to dominate the second
half, shutting down the Sea King
offense and edging Cd M 14-13.

Saint Mark's speaker urges cooperation In Middle East

East conflict be resolved. Other-
wise, we are all hostages," said
Allan Solomonow, the Mideast -
Peace Education Secretary for
the northern California off1ee of
the American Friends Service
Committee.
Solomonow wu at St. Marts•
Presbyterian Church in Newport
Beach last week to speak about
the need for Americans to under-
stand the Middle Eastern con-
flict and urge cooperation with
those working for peace.
Solomonow recently returned
from a trip to the Middle East
where he met with numerous
groups representing several sides
of the conflicts. Solomonow
speaks and write extensively on
Middle East policy, promoting
the possibilities of peace and
reconciliation in that area. He
said solving the Middle East
situation is crucial to world
peace.
-ibe United States is arming
an already heavily armed area
of the world," be said. "Using
force is not the way to handle
this problem. There is a Pando-
ra 's Box that concerns an area
of conflict for Jews, Christians,
and Moslems and cannot be left
as happenstance in world aff ain.
Jewish values are threatened by
insecurity out of a shared and
a solemn covenant with God."
"The Jewish thought is that
people mwt make an attempt to
solve problems, solutions cannot
always be forthcoming but the
effort is extremely important.
There needs to be dialogue
among these major religions and
people to find out what we are
really like warts and all," said
Solomonow.
'"The National Council of
Christians and Jews doesn't get
too involved because of the
controvenial aspects. Yet, the
Middle East is a potential supp-
lier of arms to Central America
and Africa. The right-wing fun-
damentalists are not friendly to
Jewish thought bccauac of the
lonptanding · univcnaliam and
liberal values of the country."

But W-mwood dispelled all
doubts when he and his seven
piece band hit the stage at Costa
Meaa•a Pacific Amphitheater
Oct. 24 by putting on an engag-
ina performance.

The National Endowtnent for
the Arts has announced two
grantl totaling $21 ,000 to the
Newport Harbor Art Museum
for improvements relating to the
museum 'a Permanent Collection
of post-IMS California art. The
. collection now contains over
1700 works of painting, drawing,
photography and sculpture-
and represents a 62 percent
increase over the past five yean.
The grants from the federal
agency will assist the mmeum in
the conservation of several
worb in need of treatment, and
. in the second phase of on1oing ·
improvements of storage and
· humidity control conditions in
the mmeum\ vault.
The museum's Permanent
Collection wu initiated in 1968
and baa grown steadily to
become one of the most impor-
tant collections of contemporary
California art in the United
States. The NEA grants,
awarded in the categories of
.. Comervation of Collections"'
(S 12,000) and MQ>Uection Main-
tenance" ($9,000), reflect the
mmeum'I needs for atate-of-tbe-
art 1tora1e 1y1tem1. "Many
itema must be rearranaed to
accommodate special exhibi-

Winwood, who began his
career two decades ago u a
rhythm and blues lhouter with
a penchant for sounding like
Ray Charles, came across in
concert with a more modem
musical approach.
The show f ocuaed mostly on
songs from his most recent
album .. Back in the High]ife"
and two other previous solo
records, .. Arc of a Diver"' and
"Talkina Back to the Night."
Winwood seemed animated
during much of his performance,
playing both guitar and piano
and sometimes shifting between
both in the same song.
But curiously, his trademark
organ playing was absent until
be began a lihing version of .. Arc
of a Diver."
The majority of the songs on
Winwood's most recent album
prominently display synthesiz-
en, which was carried over into
the concert.
Windwood and bis band, who
meshed effectively througb.mOlt
of the concert, used the modem
touches to embellish rather than
overwhelm the aonp.
But it wu Winwood's impu-
sioned sinama on his aonp that
dealt with the themes of despair
and renewal, which carried the
perf onnance.
When Winwood and his band
dipped back into the past to
perform the Spencer David
Group classic "I'm a Man"' they
didn•t treat it as a strange
aberration of Winwood's past.
Instead they turned it into an
interesting jazz excunion which
included solo parts from each
band member.
The conderl ended with Win-
wood singing the appropriate
.. Back in the Highlife"' and an
extended venion Qf ~imme

described above with COBG funds from the U.S.
Department ol Housinc and U~ o.velopment (HUD)
under Title I of the Housinc and Community Oewllopment
Act of 1974. The City of Newport BMch is certlfyinc to
HUD thlt Robert L Wynn, in his olflcial aipecity as City Manaeer. consents to accept the jurisdiction of the
Federal courts if an action is brouaht to enforce
responsibilities in relation to environmental rwiews,
decision maki111 and action; and that these responsibi-
lities heve been 111tisfied. The lepl effect of the
cettlfication is that upon its approval, the City of Newport
Beach may use the Block Grant funds Ind HUD will NM!
