As part of the visitor-oriented cam-

NBPD captain gets probation

Newport Beach Police Capt.
Richard S. Hamilton, charged
last year with shoplifting a pair
of blue jeans from a Santa Ana
discount store, was allowed to
plead no contest to a reduced
charge of trespassing on Jan. 27.
He was sentenced to one year's
informal probation and ordered
to pay fines totaling S 170,
according to Deputy District
A'ttomey Jack Sullens.
A pica of .no contest indicates
the def end ant is not going to
offer a dcf ense but reserves the
option of pleadina innocent to
the charges in any further action.
Hamilton, a 23-year meran
of the Newport Beach police
force, is currently on industrial
leave pending the disposition of
a workman's compensation
claim be filed shortly after the
incident occurred.
Following his arrest for sho-
plifting, Hamilton submitted his
resignation to become effective
April 11 , 1986 and then asked

back. You know, charged with
the sacred tru&t of preserving our
nation's natural resources for
f uturc generations. He was once
quoted as saying, in essence, that
preserving resources for future
generations is silly because
Judgment Day is at band and
there will be no more future
generations to save the resources
for.

He's the guy who climbed Mt.
Everest some 30 ycan ago ~
when asked why he went to the
considerable trouble to do so, be
replied, "Because it's there."
Hodel and the oil industry
maintain that the leasing pro-
gram is necessary to "lessen our
reliance on unstable foreign
sources of oil."
Well, that sounds like a fme
public service, all right. That is,
until you look at the projections ;
and see that the offshore reserves
are enough to meet the energy
needs of the nation for a few
days-that's right, days. In other
words, a couple percent of the
annval national consumptioa.
In other other words, a s~
fraction of a percent of the
consumption over the 20 or 30
years exploration and extraction
would take.
Which brings us to Donald
Hodel He~s Watt's successor in
the Interior job. And he's appar-
ently Hillary's successor in spirit.
The costs, real and potential,
of such activity seem to have
hardly been considered. Acst.het-
ics aside (and aesthetics are an
important consideration in an
area heavily dependent on tour-
ism), is it wise to start putting
oil platforms willy-nilly in the
midst of some of the most
heavily trafficked waten in the
world! We think not. And what
would be the effects of a major
spill. which may not be probable
but is certainly possible? We
think it would be catastrophic
for the area ·s fishing and tourist
industries.

· BYJIM Watt can perhaps be excused,
or at least understood, for
wanting to allow offshore oil
drilling in Southern California
waters. He was simply translat-
ing his personal convictions into
policy (and helping out the oil
industry, which had given him
his start in the resource biz by
hiring him to ta.kc environmen-
talists to court).

But what\ BodeJ's excuse?
Last week, the incumbent
Secretary of the Interior revived
the oflabore drilling plan. Once
more,. the federal government i.s
proposing to lease large offshore
tracts to oil companies for
exploration and possible com-
mercial drilling.
It seems that Hodel simply
wants to go for the oil because
it's there. The fact that the
~.. in question is an in-
appropriate place for such activ-
ity docsn' 1C1Cm to have entered
into bis thinking.
Jim Ray came to Newpon
Beach when be and the city were
down on their luck and needed
each other. For more than 40
years, the two worked
together-Jim Ray and New-
pon Beach-and last week ,
when the city lost this giant of
a man, the legacy of this quality
builder could be found in the
homes and the schools and the
office buildings he fashioned in

rivals Estancia and Tustin in a
pair of thrillen.
On Wednesday, CdM rallied
from a six-point fourth quarter
deficit to pull out a S0-47 win
before a wild, capacity crowd at
Estancia High School That win
moved the Sea Kings into a tie
for fint place with the Eagles
and the Tillers.
"I've been here (CdM) 17
years and this was a typical
Estancia game-it happens
every year, .. said Sea~ coach

Ahead by one point 48-47, and
in possession of the ball with a
minute left to play, the Sea K.inp
ran the clock down until Chris
Hook was fouled by Estancia's
