It ia tempting to become
cynical about honesty.
On one bahd we see Jim and
Tammy Jakker pretending to be
spiritual models of purity.
Ronald Reagan feels free to take
political action without inform-

of the government. Closer to
home, a minister inf onns · his
congregation that be is in China
when he isn't, and various local
politiciQI arc investigated for
misTepresenting income and

to be the norm.

It's all loo much
'
David Brownell is a remarkable gentleman. He took over as
Chancellor of the Coast Community College District, the fourth
largest in the state, at a tiine of extreme unrest within the district.
He was, in effect, made CEO in a hostile takeover.
The situation he inherited from his predecessor, Dr. Norman
Watson, was one of labor disputes, a shrinking budget, and,. in
the wake of the November, 1984 elcctio~ a board of trustees with
a majority who were new to their offices.
That election had been a watershed for the distri~ putting a
teacher-backed slate of three trustees into power and stripping the
old guard, which had supported Watson and infuriated the teachers•
union, of its power and position.
One of the major issues the new board had ridden to power
was that of administrative pay raises and perq·s in the face of teacher
layoffs and classroom cutbacks.
Being elevated from a middle-level administrative post at one
of the district's schools to Chancellor of the district, Brownell was
thrust into the middle of this highly charged situation.
He managed to walk through the minefield, creating a new
cooperative attitude with the teachers and other employees, and
showing the district the way to its present, relatively peace( ul state.
Now that same man has managed to work out a retirement
pack a~ with the district that will sec him stay on full-time for
nine months after his replacement is selected, and then for another
year as a part-time consultant. to th~ new <;banccllo~. ~e als? w!ll
get six months off during this penod, paid. The distnct will, m
effect, have two chancellors -at a time when the budget is losing
ground to inflation and there is a hiring freeze in the district.
All of which seems sc.ented with the same fragrance that caused
the voters to tum up their noses in 1984 and oust the iwevious
board majority.
Remembering that Brownell came on in perhaps the worst period
in the district's history and managed to right the ship without the
help of his predecessor, what makes the district think a new
Chancellor will need 20 months• worth of advice, at staggering
cost. to make a go of it?
Certainly, Brownell has served ably and deserves to be rewarded.
But, this situation seems to be an overly magnanimous use of
taxpayers' money.

The wonderful world of the

In the recent move, something

After weeks of reading and re-
reading the operations manuals,
I walked away, utterly frus-

than my noisy old standard

observed, my typewriter is my

But I couldn't tum my back

It all comes together in centr~lized acco~nls
A centra.li.ud cash account-
a combination checking
account, credit and/ or debit
card, money-market fund and
brokerage account-is perhaps
the single most useful financial
tool widely available to Ainer-
icans today. These accounts are
more than just convenient,
interest-paying checking
accounts; they enable you to
shift your funds quickly to
capitalize on new investment
opportunities as they emerge.
Introduced a few years ago,
centralized accounts are now
offered by leading brokerage
finns, some banks and a few
other financial institutions. They
arc known ~y a variety of
names-for example, Sbearson
Lehman Brothers' is called the
Financial Management
Money Making Money
Account, or FM A-but all oper-
ate in essentially the same
manner. Tbc cash in your check-
ing account, as well as tempor-
arily uninvested cash in your
brokerage account, is "'swept"
every day (or every week) into
a money-market fund. You
choose among a general money
fund, a government securities
fund or a tax-free fond, and may
change funds whenever you
wish.
Beyond these basics, the
accounts diff cr somewhat as to
specific features, services, min-
imum balances and f ccs. Some
offer credit cards, otberi debit
cards. Some haft lower min-
imum opening balan~ than
otben. Some provide itemiza-
tion of your checks according to
expense category (medical, char-
itable contributions~ etc.), which
can be a great help in preparing
your tax returns. One such
account even offers a preferred
line of credit up to $100,000.
A centralized cash account's
most important function is prob-
ably as an "'opportunity fund."
Consider what can happen if
your money is spread among,

BY PEGGY DARNELL
.. Blessed are the quilten, for

stitched. on a sweatshirt at the
annual Fourth of July down-
bome country fair celebration
b<>stcd by Piccemaken Country
Store in Costa Mesa. Joanna
Nelson, teacher and Costa Mesa
~ explained it was pres-
ented to them by a customer and
friend as a gift.
In today's fast paced, higb-
tccb world, Piecemakcn offers
a .. back to basics" philqsopby
which includes a deeply commit-
ted faith in God, friendship and
encouragement of others to
develop their God-given talents
in the most creative ways pos-
sible.
"We have enjoyed watching
and being part of our customcn •
and students• discovering the
talents even they themselves
were unaware of until they began
to explore and develop in the
clases we off er at Piccemakcn ...
Indeed, there are 17S different
classes offered which include
quiltmak.ing, braided rugs and
natural basketry, where class
members arc taken to gather
what is needed to make their
own baskets. Tbcrc is weaving.
stenciling, caJJigraphy, ho~
cooking and canning, tole paint-
ing, dolls and critters, and
numerous classes for children.
Students can learn to ma.kc their
own birdhouse, cook or ma.kc
bean bags and sweatshirts with
their own designs.
.. W c do not have a school-like
format here," explained Nelson.

.. We realize everyone bas differ-
ent skill levels, and they know,
too, that we were bottom.line
beginncn at one time ourselves.
We have very f ricndly and sup-
portive people who attend our
clascs, we arc like a big family."
Agreeing with Nelson, Bar-
bara Prentice of Newport Beach,
said, "I began coming to their
other store before Piccemakcrs
moved here to' this location three
years ago--in all for five
yean. I make gifts for my f rieods
and family and there are such
wonderful and new ideas coming
in all the time. I really enjoy
coming here."
.. We have a number of cus-
tomers who have designed lovdy
patterns and have ended up in
business themselves after realiz-
ing they have something special
to offer others, too," aded
Nelson.
At the Fourth of July Festival
of Booths, the local talent from
Piccemakers sold original crea-
tions. There was a barbecue
picnic for all the families attend-
ing and entertainment provided
by the Yankee Doodle Dancers
from Costa Mesa, ·a group of
young people earning their own
money for a trip to the Soviet
Union. The J.argie crowd also
enjoyed the Calico Singles
Square Dance Cub who looked
especially f cstive in their red,
white and blue square dance
outfits.
Piecemaken began when a
few ladies in a fellowship pvup
discovered they had JimiJar
interats in quilting and other
creative crafts. They started a
quilting store in Fountain Val-
ley. Eventually they needed
more space and moved to Costa
Mesa. where once again they
outgrew their location and now
occupy 7 ,900 square feet of space
to home all of their merchandise
and classes. The classes are
taupt by 29 to 31 different
instructon with no more than 12
to a class. There are SOO sessions
in all.

excellent year for residential and
re--sale real estate in general For
us, our dollar volume bas been
the highest ever in the history
of our company which we estab-
lished in 1975. At this banquet
we gave out more awards for
higher sales volumes and there
were considerably more agents
receiving awards. Although we
don't believe in quoting exact
dollar earnings of our top real-
ton, it is safe to say they are
in the top 2 percent in earnings
in the nation,"said Pat Foentcr.
Gil Foerster added, "In the
real estate industry where histor-
ically 20 percent of the agents
do 80 percent of the business,
this year we had more award
recipients and a higher number
of overall achievers in dollar
volume than ever before.
Because of the new tax structure,
we had more escrows closing
through December, with people
trying to take advantage of the
favorable capital gains treat-
ment on the sale . of property
which is no longer available in
1987. ln our company, each year
seems to be more trouble free
'aDd we attribute this to our
agents who become more pro-
fessional and experienced. This
bas made our lives and jobs
much happier. At the awards
banquet we were proud to sec
all of the agents and their
families assembled thcr.e,
because we feel tb~y have helped
build Waterfront Homes-they
are the sum of the total.

Waterfront Homes' top in

and listings, he was followed
closely by Bob Trowa, who has
been a consistent top producer
at Waterfront. Both Realton

IY CHRISTA AND GERRY
LONG
When you arc selling your
home, the question of financing
is of primary importance. How
is your Buyer going to buy your
home? II be going to pay all
cash? Possible-but not likely.
Is he going to pay you cash to
your current mortgage? ~' be
may, IF that mortgage is assu-
mable and IF be bas enough cash
to pay up to that mortgage.
Otherwise, he might ask you to
carry back financing to cover
part of your equity in the home.
Usina a very simplified exam-
ple, if you sell for $300,000, the
buyer has S 100,000 cash, wants
to get a new loan of another
$100,000, and asks you, the
seller, to carry SI 00,000 for five
years, at an interest rate accep-
table to you.
Suppose that you sell your
home in this manner. What steps
can you take to make this "'carry
back" as risk-free as possible for
yourself: A competent real estate
attorney, C.P.A., or financial
planner will have many sugges-
tions for your protection as well
Geny /Christa Long
u advice with regard to tu
consequences of this transac-
tion. Meanwhile, here arc some
steps you may want to think
about:
I) Ask to see a financial
statement of your Buyer and
obtain authorization to verify
the information therein. After
all, you arc acting as a lender
and have a right to know if your
Buyer is financially capable of
making payments.
2) Make sure that the Fint
Trust Deed is not "open-ended."
Such a mortgage allows the
Buyer to add additional
indebtedness to that mortgage in
the future, thereby putting you
"'behind" a larger amount than
the $100,000 you had agreed to
carry.
3) Make sure your Note
contains a .. due on~sale" clause,
meaning that it has to be paid
off if the house is sold, or if the
title is otherwise alienated.
4) Insist that a "'Request for
Notice" be recorded in your
favor. This means that you will
be notified if a default is
recorded on the underlying First
Trust Deed. If you carry paper
and, later on, change your
address, be sure to record a new
"'Request for Notice" with the
county recorder's otfire, with
your new address.
S) Provide for a clause in
your liote that declares the
. Second Trust Deed in default
automatically, should the First
Trust Deed be in default, even
though payments on your note
may be current.
