A last-minute flurry of concessions
by The Irvine Company resulted last
week in the unanimous adoption by the
county Planning Commission of a
sweeping development plan for the
9.50()-aae coastaJ area between New-
port Beach and Laguna Beach.
Known as the Irvine Coast or simply
-rbe downcoast, .. the area has long been
a battleground between the company
and area en'vironmcntalists, who have
consistently resisted past attempts to
create a development plan on the
grounds that the previous proposals
were too intense and would cause traffic
and environmental problems. .
However, that opposition was absent
at last week's commission bearing, as
negotiations between the company and
the Irvine Coast Coalition, an umbrella
group of local environmental organi-
z.atio~ removed the major environ-
mental objections.
As pasted by the commission and
recommended to the Board of
Supervisors (which could take up the
issue as early as this month). the plan
calls for some 2, I SO residential units,
2,600 hotel rooms, and attendant
commucial development on the land,
mostly concentrated along the planned
Pelican Hill Road and Sand Canyon
Avenue. A total of more than 2.900

Art auction cancelled as Orangewood withdraws

An art auction scheduled by local
arlrist William Vcrdult to benefit
Orangewood Children's Home has been
cancelled amid questions from aJI sides
regarding the decision.
Verdult and his agent Pat Hunt
reserved space at Costa Men's Red
Lion Inn for Aug. 16 to hold the
auction. but last week Orangewood
officials declined to be affiliated with
'
the event.
Verdult said he is unclear why
Orangewood pulled out after what he
understood to be their initial agreement
to sanction the event.
Two sources. who asked to remain
confidential. said in separate interviews
that Orangcwood cancelled because the
group had reservations about becoming
associated with Verdult. They did not
elaborate.
(Verdult was arrested by the Newport
Beach police on October 21 of last year
on suspicion of grand theft. but the
district attorney's office declined to file
charges in that case. Verdult then filed
a false arrest claim against the NBPD
t has February. which was widely
reported in the press at that time.)
But. Bob Thccmling. director of
Orangcwood. said a short lead time for
issuing invitations was the only reason

These surfen are part of the
Quiksilver Surf Team and meet
with K wock, Paul Gomez, his
assistant~ and Suef~r Magazine
photographer Mike Moir to
improve their surfing skills.
They begin by running OD the
beach and paddling to warm up,
then they bit the waves for 2-
man and 4-man practice beats.
K wock coaches the young-
sters on his own time because
he f ccls it is important to help
others and is most appreciative
of the interest others have taken
in him. especially as a t.ccn-agcr
growing up in Newport Beach.

office at Quit.silver's headquar-
ters in Costa Mesa, K wock

"I can remember when I was
in Ensign Junior High and I had
to take the bus to a new school,"
he rccalled. "Our family had
moved to Newport Beach from
the San Fernando Valley, via
Hawaii, and I had to adjust to
a whole new school environ-
ment. It wasn't easy for me.
"Since our family had moved
near the Wedge, I found surfing
the big waves to be exciting. and
it helped me forget my troubles
at school. I dido 't really become
a serious surf er until I was in
the ninth grade at Newport
Harbor High School. I became
captain of the Surf Team as a
sophomore; it was recognized as
a vanity sport. even thoqh it
didn't get the raped it mould
have."
He went on to aay, •1 feel
sports bu a very positive and
healthy influence in one's life,
but for me and those who love
to surf, there ii nothiq like the
natural high you .:bieve when
it is you against the ocean. It
f cels like a form of art to cut
across this beautiful canvu. I
found, too. when I had the
pressure of school and stress,
that after surfing, I always feJt
better. I still do that today when
business schedules get crowded.

Pendot 1s the birthstone for
August and early inhabitants of
St. John's Island called it the
"gem of the sun." St. John 1s an
island off the southern tip of
Egypt and was first worked for
pendot as early as 1500 B .C. At
that time, the place was known
as "The Island of Serpents"
because it was infested with
poisonous snakes. An Egyptian
king decided to have the snakes
destroyed to facilitate Pf'osped·
ing for peridot. St. John is still
the major source of peridot al ·
though it is also found in Burma,
New Mexico and Arizona.
Peridot is one of the siemstones
which occurs in only one color.
Thfs particular stone occurs onty
1n green. Of course the shades
of green do vary. The top grade,
the most desirable and valua·
ble, 1s a medium to dark, slightty
yellowish-green stone. Very light
colored material is called
Chrysolite. Dark yellow·green to
brownish.green material 1s
known as Olivine.
Pendot 1s a very-affordable
gemstone with a rather stable
pnce. Although larger peridots
may cost several hundred dol·
la rs. you can still put some "sun"

While things are definitely
going well for K wock at. this time
in bis life, such has not always
been the case. He spoke candidly
about the down side of bis
troubled early teen-age years.
The catalyst for him was when
his parents separated. When
they wanted to leave the New-
port area, K wock djdn '\ want to
go because he had made friends
here and was also doing
extremely well in his surfing.

decided to take a chance on me.
With his help, I went on the road
and did endonementa for Quik-
silver. McCoy Surfboards, New-
port Surfing and Sport and Rip
Curl. I also helped design some
of the shorts, surfboards and
wetsuits I endorsed .
.. With Bob's personal interest
in me, be became like a big
brother and helped guide me to
make the right decisions in my
life. He never criticized me, but
rather pointed out that some of
my Ktivitia miaht not be in my
belt interest. I found mJKlf
paying attention to him and
fmdiq that I wanted to live up
to bis faith in me.

Selling a cause
The most dramatic outcome
of the lran..COntra hearinp may
be increased public-and, there-
(ore congressional-support for
aid to Nicaragua 'a anti-
communist freedom lighten.
To put it mildly, the hearings
have not turned out the way their
Democratic choreographers had
hoped.
On his way to becoming a folk
hero, Lt. Col. Oliver L North
managed to make the American
public understand the Marxist
threat to Central America more
clearly than it ever has bcf ore.
It seems puzzling that the
public paid more attention to
North when he outlined the
Soviet block threat to the Amer-
icas than it had to President
Reagan. The prcsiden~ after all,
has eloquently and concisely
explained the situation in Cen-
tral America on innumerable
occasions.
North, however, bad some--
thing going for him that the
"Great Communicator" in the
White House could not dupli-
cate. Thanks to television and to
the unconcealed hostility of the
Democratic inquisiton toward
the witnesses, the hearings took
on the format of a soap opera.
And when Ollie North took the
stand, it was a casting director's
dream. Herc was a clc&JH:ut,
boyish-looking military officer
explaining why be was willing to
bend the rules to save lives and
democracy.
It was compelling theater, and
it caught the attention of the
public.
If North bad been guilty of
balancing lies against lives, some
Democratic mcmben of Con-
gress had i1nored the truth
about Central America and tbeii
r:csponaibility in not forthriabtly
dealing with the situation.

they need to force Nicaragua's
Marxist Sandinista regime off
their totalitarian path.
"The more people know about
the Sandinista communist&, the
more they support the freedom
fighters," Reagan said during his
weekly radio address to the
nation.
The president's Central Amer-
ican policy bas been remarkably
successful despite congressional
opposition. No one should
forget that againsi all odds, El
Salvador has fought off heavily
armed Marxist guerrillas while
at the same time moving rapidly
toward democracy.
If the Sandinistas arc permit-
ted to consolidate their revolu-
tion in Nicaragua, however, they
will be free to pour insurgents
and arms into El Salvador and
the ocigbboring states at a rate
that will overwhelm the isthmus
and dilectly threaten Mexico.
At that point, the United
States will have no option but
to send U. S. troops south of
the border. That is what the
Reagan administration bas been
trying desperately to avoid, and
we hope that the American
people at long last fully realize
that fact.

patcben because they occupy
such a small apace right behind

makes sense to buy a bond
selling for less (a discount) or ·
more (a premium) than its par,
or face. value of Sl,000.
You almost always have a
choice of issues selling at various
prices, no matter what kind of
bond you buy-a treasury,
Government agency, corporate
or municipal issue. To make the
right choice, you should under-
. stand what premium and dis-
count bonds are and the very
different financial needs each
type addresses.
Bonds sell for more or less
than par value because interest

are in a constant state of flux.
As interest rates change, the
return (known as yield) provided
to investors by previously issued
bonds must be constantly raised
to remain competitive with new
issues carrying current market
interest rates. Since an older
bond's interest rate was fixed at
the time the bond was issued, the
only way its yield can be adjusted
is to raise or lower its price. It
is this raising or lowering of the
price in response to changing
interest rates that produces a
premium or a discount bond.
Thus, a 30-year bond issued
in 1978 at 12 percent is clearly
paying higher interest than a 30-
year bond issued in 1987 at 8.7S
percent. Someone who wants
that 12 percent annual interest
payment must pay the bon<rs
owner more than the S 1 ,000 face
value, because t. owner knows
that Sl,000 in today's market
will only buy an 8. 1S pcn:ent
