Another remarkable
move by Brownell
A couple of months ago we ran an editorial noting
. that David Brownell, chancellor of the Coast Commun-
ity College District, is a re.markable man.
At that time, we noted that Brownell had rescued
the district from the bureaucratic equivalent of civil war
when he was appointed by ·a newly-elected board
majority to take the district in a new direction.
More remarkably, he had also wrangled a $50,000
raise and six months of paid leave from the board as
part of a retirement package that even Santa Claus would
be embarrassed to hand out.
Coming as it did in the middle of a belt-tightening
year in the district-with a hiring freeze in place and
employee contract negotiations stalled over salary
issues-this largesse sent many district employees, and
citizens of the surrounding community, through the roof
and threatened to disrupt the sometimes uneasy peace
that had prevailed in the district the last couple of years.
Still, opposition to the board was unorganized so that,
come the filing deadline to run for the trusteeships
currently held by three .who voted for the retirement
package, only one trustee drew any formal opponents-
two will be unopposed in November.
So, the trustees skated and Brownell could have taken
the money and run.
However, Brownell and the board met and-
remarkably-the chancellor agreed to give the money b~ck. The boar~ approved a pared down package that For better or worse but not lunch
tnmmed the raise to less than $4,000, ·the leave t0-two · '
months, and made no mention of a lucrative consulting
agreement that was part of the first deal.
Although we acknowledge that the action was taken
under pressure, we, nonetheless, have to commend
Brownell and the district trustees for recognizing their
earlier error and taking steps to correct it, instead of
digging in their heels, stonewalling, and ref using to admit
their mistak~-all of which we have seen far too often
at other levels of government in recent times.

Income and capital gains in one invest._..ent
~
One of tbc most innovative
invcstntent products developed
in recent years is the master
limited partnenhip (MLP), but
it is not yet well undentood.
Many people confuse it with the
limited partnerships that were
popular prior to the passage of
the Tax Reform Act of 1986.
Many of those earlier partner-
ships were designed to reduce
taxable earned income (i.e.
salary) with heavy interest,
depreciation and other deduc--
tions. The advantages of this
kind of limited partnership were
severely reduced by tax reform.
MLPs have-two significant dif-
f erenccs that make them highly
attractive in the current eco-
nomic and tax environment:
I . Tiiey are not tax shelters.
Although MLPs arc enterprises
mainly engaged in the ownership
of income producing real estate,
energy exploration and higb-
tecb research-just like most of
the old-style limited partner-
ships-they arc not structured
primarily to shield your earned
income from taxes. Instead, they
arc an income-oriented invest-
ment, much like bonds and
dividend-paying stocks, and
they also offer the possibility of
capital gains in the f uturc.
2. They are lli&WJ liquid (that
is, easy to sell), because they
trade on major exchanges and
over the counter, just like stocks.
Traditional limited partnerships
do no t trade in the public
• r

markets and consequently have
much less liquidity. ·
A word of caution: You
shouldn' buy MLPs with the
intention of trading in and out
of them, despite the fact that
they arc liquid. They should be
considered a long-term invest-
ment, as it normally takes from
seven to ten years for the enter-
prise to produce capital gains
from the appreciation of the
underlying assets (such as real
estate) or the performance of the
operating business.
One of the greatest investment
appeals of MLPs is that their
yields are high relative to divi-
dends on stocks of corporations
in similar businesses. Currently,
M LP yields overall arc running
at about I 0-11 .5 percent. The
reason is that dividends on stock
arc taxed twice-once when the
corporation pays income taxes
on its earnings before it distrib-
utes dividends, and then again
when shareholders pay taxes on
the dividends they receive. In
contrast, an MLP's profits arc
taxed only once, when they arc
distributed to investors, so they
can be higher.
Even though the primary
purpose of an M LP is not tax

Researchers at the UC Irvine

recruiting volunteen to study a
new topical ap_edication to retard
and partially reverse premature
aging of the skin caused by
excessive sun exposure.
Some of the subjects will be
treated with a topical form of
retinoic acid, trctinoin, while
others will receive a placebo
cream lacking the active ingre-
dient.
Preliminary research indicates
the tretinoin increases turnover
of epidermal cells, tructeo.ing the
skin, stimulating the formation
of new blood vessels and reduc-
ing fine lines and mottling.
According To Dr. Jerry L.

RECENT RELEASES
"BACK TO THE BEACH"
(PG)-Nothing could be more
seasonal than a new beach
comedy starring the original
sand crabs, Annette Funicello
and Frankie Avalon. They
return, tanned and trim, along
with new hopefuls Lori Loughlin
and Tommy Hinkley, to the beat
of a '"new wave surf sound." The
director, Lyndall Hobbs, is
female and Australian.
"CARE BEARS III" (G)-
Tbe Care Bears are enlisted by
White Rabbit to help find the
missing Princess of Wonder-
land. Meanwhile the evil Wizard
does all in his power to thwart
them. Raymond Jafelicc
directed this very updated ver-
sion of Lewis Carroll's "Alice's
Adventures in Wonderland."
-"GARBAGE PAIL KIDS"
(PG)-First live-action movie
based on the bubble gum card
characters. With Anthony New-
Icy, Mackenzie Astor. Directed
by Rod Amatcau.
44NADINE0 (PG) Good-
Dircctor-writer Robert Benton's
new salute to his T cxas roots.
This is a light comedy-thriller
about an estranged Austin cou-
ple (Jeff Bridges, Kim Basinger)
who feel the old sexy tingle when
they try to hustle a real estate
deal. Rip Tom plays the smug,
foxy-Rotarian villain. Nestor
Almedros • rather overcast pho-
tography squats on some of the
humor, but the film is still an
engaging time. With the funny.

Gwen Verdon.
"STAKEO UT" (R)-An
action thriller with comic and
romantic elements. Richard
Dreyfuss and Emilio Estevez
play Seattle cops who stake out
the f ormcr lover (Madeline
Stow) of a wanted criminal
(Aidan Quinn) .. John Badbam
directed Jim Kours ICript.
"WH O 'S TB A T GIRL"
(PG)-The girl is Madonna, and
the movie may be an acccsso.ry
to her music tour. She is sent
to jail for a crime she did not
commit and comes out angry.
The comedy stars Griffin Dunne
as the square lawyer in her lif c.
Also, Sir John Mills. Directed
by James Foley.
ALSO PLAYING
"DRAGNET" (PG-13)
Good-As L.A. police detective
Joe Friday, Dan Aykroyd is
even funnier and more consti-
pated in character than Jack
Webb was in the TV original.
And his '50s squareness gets
delicious reactions from his flip
partner (Tom Ranks). Chris.-
topher Plummer plays a smarmy
minister beading a cult group,
and Dabney Coleman bas a
great time spoofing Hugh
Hefner (with a Tennessee Wil -
liams accent). There arc some
cheesy chases, and the film is too
long, yet what's sharp is truly
entertaining. Aykroyd bas never
bad a better role; his spoof cry
is brilliant. With Harry Morgan.

Nicaraguan journey told at St.· Mark's
BY PEGGY DARNELL
Karen Speros, a member of
St. Mark's Presbyterian Church
in Newport Beach, recently
returned from Man~ Nica-
ragua, as part of the Witness for
Peace program. She presented a
thought-provoking talk along
with a slide presentation after
services on Aug. 9.
Speros, an educator, is vitally
interested and concerned about
ways to promote peace and to
find ways to help people work
out their own problems without
outside domination. She is a
teacher of International Rela-
tions, Politicial Science and
Psychology, and Bible as liter-
ature through the Social Studies
and English departments at
University High School in
Irvine, where she bas lived with
her husband, son Mark ~d
daughter Leslie, since 1969. In
addition. she is the recipient of
the Danforth Grant for Inter-
national Realtions which
allowed her to study with Steve
Lamy of the Center for Public
Education in International
Affairs at USC.
.. I am concerned that our tax
dollars are subsidizing Contra
terrorism, terrorism that is
maiming, killing and threatening
the poorest of the poor.
-rhe Nicaraguan government

inducements to get them where
they can be better protected. The
Sandanistas stand guard day
and night with outmoded arms
and equipment. Despite this, the
Contras continue to try to wipe
out their efforts by burning their
homes and threatehing their
efforts to rebuild. In San
Andres, the clinic and the
school, along with lumber being
cured for rebuilding, were
torched. Twenty-three out of 28
homes were burned and villagers
killed.
As part of their 16-day visit,
Speros' 20-pcrson delegation
spent two days in non-violent
training and then a week in San
Andres, where their home was
a lcanto with a dirt floor.
.. We were concerned about the
children who play among the
livestock and get distended
bellies from worms and unsan-
itary conditions.'' she said.

often asked was 'Why docs your
government want to destroy
us?'
wrhc way we can aid these
people is to provide labor and
tools that will help them build,
In fact, while there I realized that
these people arc SOO years
behind us in technology. These
people need w6eclbarrows,
everything is done by band. A
70-year-old man dug trenches
for the school we were working
on, a Pbilippino lady from
Cristo del Rey taught school at
night and helped build during
the day.
"'We were impressed with the

hardships. We were also able to

that religious suppression is
mostly at the top and not among
the villagen.
"At one point, I became

As a respite from bard labor,
Speros decided to begin a class,
and the militia laid down their

arms to show her what they
knew. They waited in line to use
the few pens, she stated, adding
that since 1980 the government's
literacy campaign helped reduce
the rural illiteracy from 79 to 29
percent.
"'We were there during the
eighth anniversary of the Revo-
lution on July 19."' she recalled.
In Managua, we attended a
service at lnglcsia de Sante

Motben of Heroes and Martyn
brought their photos, prayen
and talked of sons and husbands

Speros concluded, "These
people need a lot of help. I am
concerned that voluntecn are
being discouraged by the death
of Ben Linder. Ben was a
mechanical engineer who went
to help these people. He was
installing electrical wiring when
he was killed by the Contras. I
believe it was a warning to othcn
who want to help. He was a fine
human being who was also a
professional clown and be would
put on bis costume and entertain

ment."

Letters to the Editor
Dear Editor:
Do you know that a bill has
been introduced into our State
Legislature that would grant the
right o f eminent domain to
private developers? This bill has
already passed the Senate and
could become law unless eve-
ryone protests to Sacramento
immediately.
You say you haven't heard
about it and they can' do that!
The reuon it is being kept quiet
is because they don "t want to
rouse the farmer when they are
about to raid his chicken coop.
And if you remain quiet and
allow this bill to become law.
you could be f on:::cd to vacate
your premises under certain
circumstances.
U oder CUJTCDt law, a devel-
oper buys land and consolidates
it until be gets tbe desired
acreage for his project. If one
landowner holds out for a higher
price, he may do so and he can
even refuse to sell at any price.
But with S844~ named the
Land Readjustment Bill (I call
it the .. Pushing Little People
Around Bill"), the developer
wouJd form a Land Readjust-
ment Association composed of
two of the property owners who
are willing to sell plus one more

Dear Editor.
Having just devoted six weeks
of my life to .. doing my civic
duty" as a juror in Orange
County\ Superior Court in a
long, drawn-out trial, I find that
I am unable to shed the outrage
J feel toward the insurance
companies of this country.
We j urors. as well as the three
attorneys for the three def cnd-
ants~ labored long and arduously
(often boringly) through expen
witness after expert witness,
many pbot~ cod~ etc .• etc. -
not to mention interminable
delays.
A weet bcf orc we wett able
to deliberate, lo and behold. two
of the insurance companies for
two of the defendants capitu-
lated and bestowed a combined
total of S LS million on the
plaintiffs. Later we were told
that the anorucys for these two
parties learned of this when
called by phone at the cou.rt-
bOUle. I bditte they weft as
sboctcd • WC wbn t.bey just
•d.isappeanid• Crom tbc cour-
troom IC'allt.
We were tbien Id\ with a.e
mnainiaa clcleDdaat. A few claJS
t.baeafteir' -deb...... and lldd..U.aotto19e11&r.lk~
....... wntid) ......... ..
tiff' reoei-..d 9ot1Ui We were
furious that a similar verdict
could oot have also beeG ren-
dered for the other defendants.
So. beTe we a.re. we the con-
sumers &re again the ones who
will pay the exorbitant award
monies thro ugh ever-higher
premiums and product costs. It
just was easier for the compan-
ies .. with all their millions in trust
accounts, to .. pay off" the plain-
tiff rather than have faith in our ,
democratic •Lwc the people"
court system.
The attorney for the plaintiff
was obviously much more dfcc-
tivc out of the court (via the
phone) than in it.
It was an experience I shall
not soon forget. ·

50,000 Circulation In the Harbor Area
Some newspapers deliver copies to a wide range of cities, including Laguna
Beach, Fountain Valley or Huntington Beach. Which is fine-unless you 're a local
realtor who does business in the Harbor Area.
H you are, and if advertising in your immediate neighborhood is important to
you, then The Newport Ensign and The Costa Mesa News offer a hometown
advantage. That's because we distribute our real estate section only in Newport
Beach and Costa Mesa, and no place else. So your advertising is seen by 50,000
people in YOUR immediate market.
The people who will buy homes from you. And list with you.
Advertising to cities you don't do business in just doesn't make sense. Or cents.
