the budget resolution passed in May by Dcmoaatic
majorities in the Senate and House over the stroq
protests of President Ragan
Of the total, $19.3 billion in higher taxes is needed
for fiscal 1988 to reduce the deficit to S134 bil'""9.:
according to the Democratic plan. The bHdpt propoeei
by the White House in January would have ~biew:d
the same deficit level -without the tax increase -
but Democratic lawmakers montbS aao rejected the cuts
in domestic spending sought by the presidenL
There arc many flaws in the Democratic approach
to the deficit. One is the specious ptemise that boosting
taxes will produce a com.mensurate decrease in red int.
History has sho~ however, that raising taus only
whets the appetite on Capitol Hill for more spending,
which inevitably negates projected deficit reductions.
In addition, the Dcmocratic-prOpOie plan would
increase excise taxes on liquor, Cjpdtes, psoline; aid
interstate telephone calls. This would shift the Cldicit-
reduction burden to lower-and middle-income taxpay-
ers, who spend a larger percen~ share of their incomes
on such items. Such regreuive taxes defy the Democnllic
Party's traditions, but they are all that arc left after
House Speaker Jim Wright struck out in caJJing-~ on
Congress to raise income taxes.
Given the president's steadfast resolve to veto any
significant tax increase, the bottom line of the
Democratic effort is likely to be little or no additional
revenues to plug the $19.3-billion hole in next year's
budget.

It's a smooth thriller with

able) as two Seattle cops; Drey-
fuss falls hard for the beauty
(Madeleine Stow) that they spy
on while trying to catch an
escaped killer (Aidan Quinn).
The actors carry the weighted

flair but no real style by John

District (NMUSD). The district
is doing its part to see that
students get adequate training
on computen at an early age.
"There ·are· actually some
kindergarten teachers who arc
using computers... Ewing said.

Heights is teaching her students
some keyboarding."
NMUSD has bad micro com-
puters since 1982. Prior to that,
math students had access to
various dumb-terminals which
were attached to the mainframe.
Now students in all departments.
from high school down to the
lower elementary grades are
exposed to computers. Ewing
said.
.. We woukl like to have more
hardware. we never have
enough.~ she said ... We have
about 90 Apple I ls. which arc
becoming obsolete ...
In addition. the district has
Apple Iles. and Apple lies.
Ewing said the most exciting
computer is the Apple Jigs,
which is going to a three and one
half inch disk.. and has a great
capacity for sound and graphics.
Ewing said the district's
teachers have received special
training to keep abreast of the
computers technology. Many
have completed masters pro-
grams at Pepperdine U nivenity
and have gone on to help train
other teachers.
Children in the district have
embraced computer learning.
According to Ewing. some ofthe
GA TE students followed an
around-the-world yacht race via
computer and Compuserve.
Each student would pick a boat
and track it. They would find out
through telecommunications the
location of their boats, who was
ahead, weather conditions and
kind of trouble the boats WCR
having. Ewing said the students
enjoyed it and plan on using
telecommunications in the
future.
In order to succeufully me a
computer to its full capacity. it
is beneficial for tbe \llet' to have
some typing skills. Ewing said
that keyboarding should be
started at least by f ourtb grade.

The multitude of professional
helpers in our society continues
to mushroom. Thousands of
psychologists, psychiatrists,
marriage and family counselon

Miss Stela Viorica who trained
in Buchares~ Romania, and was
awarded first prize in the Mo~
cow International Ballet Festival
in 1978 and in the T otyo Inter-
national Ballet Festival in J 979.
In 1980, she was awarded second
place in the International Ballet
Competition in England. she has
toured as Prima Ballerina with
the Romanian State Opera
Ballet throughout all of Europe,
USSR, Poland, Hungary, Cuba
and Japan.

Combinina a positive motiva-
tion system with a friendly and
pressure-free learning environ-
ment is the Reading Game, a
supplemental learning center.
The Reading Game bas
always been known for provid-
ing remedial and advanced read-
ing instruction. SAT prepara-
tion, beginning reading
programs for preschool children
and work on basic math skills.
But new to the curriculum is the
Evelyn Wood Reading Dynam-
ics for Teens program.
According to Elizabeth Den-
nis, director of learning, the
Evelyn Wood Teen Program is
similar to the adult program. but
geared for the junior high and
high school student.
People of all ages arc welcome
at the Reading Game. which is
owned by Encyclopaedia Britan-
nica ... We don't tum anybody
away," Dennis said.
Parents who decided to have
their children attend the Read-
ing Game are usually ref erred by
teachers or friends. The teacher
student ratio is 3: I, which allo" s
fo r individuality.
.. We encourage the child to
work independently." Denn i~
said . "They receive posi tive
feedback on everything they do.
Even if they have had fi ve
questions and only answered
two. we tell them that they did
well and those were the two
hardest questions ...
A motivation system is used
and participants arc given tok-
ens for work well done. The
tokens can be used to buy
rewards items off the reward
shelf. This system provides
incentive to work until success
is attained, Dennis said.
The first step to working in
the Reading Game is to put the
child through diagnostic testing,
according to Dennis. The pro-
cess takes around two hours and
consultation with the parents
fo llows. Students attend the
Reading Game after school, two
days a week, Monday through
Thursday. There is an initial
charge for the diagnostic testing,
but no charge for the followup
testing after six months attend-
ance. Tuition is based monthly
on eight sessions, Dennis
said. "We work in conjunction
with the school, not in compe-
tition," she said. wrhc bottom
line is bow the student is doing
in school. We visit the school
and share the test results with
the teacher. We get input from
the teachers as far as what
complications the student is
having and we work in cooper-
ations ...
Dennis said that is important
for parents who are considering
the Reading Game for their
children to act now before
school starts. This will give the
Reading Game a chance to
coordinate with teachers as to
what curriculum is planned for
the year.
According to Dennis. a stu-
dent can accelerate in reading
ability a whole year above what
he is currently doing after onJy
four months attendance at the
Reading Ga.me. She stresses that
the program's individuality
makes this growth possible.
"We do what teachers in most
classroom settings cannot do ...
she said ... Children work at their
own paces and don' encounter
the frustrations that they do at
school."

Ages of students range from
preschool to adult, she said. The
center offers a reading readiness
program for preschool children.

up on their skills," she said.

people who have dyslexia, a

She said that the students at
the Reading Game range from
those with a severe learning
disability, to dyslexics, to those
who are working above grade
level and attend simply for
enrichment. However. the center
does not test for dyslexia, she
said.
Dennis said that the Reading
Game's program is unique
because there is no contract.
Students can attend as little or
as much as they like.
.. We have had students who
are working two ycan below
grade level," she said. ..When
they get to their own grade level,
they will sometimes stay on and
coQtinue until they are two years
above."

Since its founding in 1861.
Chapman College baa met the
individual needs of its students
by providing liberal and
professional learning of distinc-
tion Within a caring and value-
centercd community. Chapman
is also part of a long heritage
of higher education in California·
related to the Christian Church
(Disciples of Christ.)
Chapman's student body is
made up of approximately 2, I 00
students representing many dif-
ferent economic, social, cultural,
religious, ethnic, and national
backgrounds. Enrollment fig-
ures for 1986-87 arc up I 0
percent from last year, due
largely to an increase in the
number of graduate students
and adult learners taking advan-
tage of Chapman's evening
classes. Additionally, Chapman
has approximately 4~ stu-
dents enrolled in more than SO
regional education centers
around the country.
Undergraduate degrees arc
offered in 36 areas, with an
additional 13 degrees offered at
the master's level. Graduate-
level certificate programs are
also off cred in some areas of
study.
Chapman's faculty consists of
over 100 full-time and 50 part-
time members. About 65 percent
of the faculty bold doctoral or
terminal degrees. While the
primary commitment of the
faculty is toward undergraduate
teaching, most are also active in
scholarly research and publica-
tion. A favorable student
faculty ratio of 16:1 allows for
extensive interaction between
f acuity and students.

fashion conscious than before.

to have it or they aren' inter-
ested ...
He said that the surf look has
also contributed to fashion. 06lt
used to be that boys would put
on any old tee-shirt or jeans, but

high-top tennis shoes by Keds.
Every color is represented. Girls
will enjoy high-tops with rhine-

Also for girls, acid-washed
denim has made its debut. The

The Costa Mesa J.C. Penney
store opened its doors on Aupst
19, 1959. The first big event then
was the back to school sale.
Since then the store and the
J .C. Penney Company have
undergone many changes. The
J .C. Penney card was introduced
in September 1959 and the store
has been modernized several
times~ the latest of which "as
completed in the spring of 1985,
adding more room for shopping.
Seven store managers have
built a proud tradition of cus-

Boys flag football begins OD
Sept. 14. All players should
report to their school coach on
the athletic field suning the
week of Sept. 15. Teams are
coached by recreation leaders
and competition will be held ia
three divisions: A, B A: C. All
participants will play one-third
of every game. Each team will
practice two days per week,
Monday, Wednesday or Friday,
after school starting at 3:30 p.m..
for approximately one and one
half hours. The SI 8 rqistration
fee includes a shimmel football
jersey and will be distributed at

is held at the Lincoln School
gym and includes instruction in
basic tumbling u well as instruc-

horse. A yearly registration fee

Individual registration is $20.
