The Costa Mesa plan checking
department is currently reviewing plans
for the two-story building located at 890
W. Baker St., aft.er it was learned that
the building was designed by the same
civil engineer who designed the Doan
Building in Costa Mesa and the Bank
of Newport building on Pacific Coast
Highway in Newport Beach
Both the Doan and bank building are
undergoing extensive reinf orcemeat
after due to discovery that neither was
strong enough to meet city building
code requirements.
Both were designed by a civil engi-
neer, Harold P. Bowen. wbo presently
rcRcles in Albuquerque, New Mexico.
Bowen said that be bas designed
06nearly 100 buildings in Southern
Calif~ and nearly 20 buildings in

Ult week a Newport Beach police offiCer saved the
lives of three young men when be pulled thein from the
wreckage of a burning vehicle. Two oftbe youths suf-
fered minor injuries and a third was hospitalized for
two broken ICp.
Had officer Mart Evertoifbecn a little slower, a little
less dedicated to duty, a little more concerned about tiis
personal safety, the outcome would have been differ-
ent.
Tllis week Derck Blalock of Costa Mesa ud cousin,
Frankie Vargas of Phoenix, made news because they
will receive letters of commendation from NeWport
Beach police for turning ~ a wallet they bad found.
While turning in a wallet is not an exceptional act of
bravery, as was the rescue, it was exceptionally honest
by virtue of the fact that not only the wallet, but the
S 15 that it contained, was returned to its rightful
owner.
That's two incidents locally in two weeks that merit
notice from the community because the individuals
involved felt bound by old fashioned values like
honesty, justice, duty and loyalty.
Bravft'J and penonal intesritJ are the stuff of which
Americans have always known our country is made.
W c point to our heroes, major and minor, with justifia-
ble pride. But it's easy to forget them while we read and
listen to reports of dishonesty and cowardice in our
marketplace, government and private lives. ,,
It's easy to forget that even though the media is filled
with what is wrong, there is just as much that is right.
For every bit of bad news, there is a piece of good news
to put it in perspective. Some da~, we just don\ notice
those small contributions inadc by our friends and
neighbors because we take that sort of thing for
granted.
We salute Officer Mart Everton of the Newport
Beach Police Department, Derck Blalock of Costa
Mesa and Frankie Vargas of Phoenix for reminding
citizens of the Harbor Area that news isn \ all bad and
that old-fashioned values arc alive and wen in our
community.

The Corona del Mar High
School football team is looking
to improve on last year's 4-6
record. The Sea Kings finished
fourth in the Sea Y.ew League
with a record of 2-3. ·
MOur league is improved over-
all. The keys to our season arc
to have a good pre-season and
avoid injuries. We need to get
as many people as possible
playing only one way," said
Coach Dave Holland.
The Sea Kings have three
returning all-league players,
Matt Paterson., who is a fullback
and a linebacker, Sean Woolsey
who is a running back and a
punter and Todd Katovsich who
plays tackle and defensive line-
man.

creating an insatiable demand for homes in certain areas.
Nowhere is this more strongly felt than in the Bren~
called HARBOR VIEW HOMES (Port Streets). Of the approximately
1,200 homes in the three phases, we would normally find 30 to 40
homes on the market. .

Steve Cameron rode the
waves of bis life io a not-so-
steady fashion for a number of
yean before becoming a pastor
at Calvary Chape~ Seal Beach.
He explained in a convena-

fugitive from the law, with
warrants for my arrest op mari-
juana charges. I was lucky
enough to get a Christian pro-
bation officer when I turned
myself in and went through the
judicial system. •

I went to see Billy Graham. I
thought J would get to talk to

'27,000 people who came to see
him. but when be asked people
to come forward, we jumped up
and practically ran to him. Since
that time we bad been active in
home bible studies and J bad a
handmade leather shop, I sold
can for a YCry sbon time and
then had a printing business for
six years.

20, of Newport Beach.
Garland was last seen on
Monday, Aug. 17 at S p.m.. when
she dropped off her boyf ricnd at
Pinafini's restaurant in Costa
Mesa.
Garland left the restaurant
sayin1 she was going to do some
erranck, according to the New-
port Beach police department.
She bas not been seen since.
Garland is described as being
caucasian, S ft. 6 in. tall and
weigbigg.125 pounds. She bas
brown hair and blue eyes. She
was last reported to have been
driving an imported white truck.
Garland was raised in Hun-
tington Beach and is a waitress

In some transactions, one
agent represents both parties.
This bas been particularly prev-
alent recently. The inventbry of
available properties is at an ill-
time low in Newport Beach, as
well as throughout the rest of the
Southland. Many times an agent
who lists a property for sale has
a ready buyer waitiaa for that
property. This is th~ situation in
which a "'dual agency• is created.
This particular a,ent must
represent the interats of both
the seller aDd the buyer in equal
amounts. He or she cannot favor

In September 1986, the Cali-
f ornia Legislature pa11ed
Assembly Bill I 034 which will
become effective in January of
1988. While this bill does not
create a new law, it makes
mandatory that all real estate
agents have to put into writins
exactly which party they repre-
sent. The California Association
of Realtors has aiready printed
forms for that purpose, and
many diligent agents and brok-
ers are using these forms in their
transactions though it is not yet
mandatory to do so.
One attorney at a seminar
likened the situation to one in
which the same attorney would
represent both parties in a
divorce. This appean to be a
poor analogy. Sellen and Bu yen
in a real estate transaction have
essentially the same goal: to pass
title from one party to the other
at a price agreeabJc to both.
A seller whose listin1 agent
also brought in the buyer may
uk himself: "'Will my .,ent have
to tell the buyer what I am
prepared to accept for my
house?,. And the buyer may ask:
"Will the agent have to tell the
seller what I am really willing
to pay for the home-even
though rm initially offering
less?,. The new disclosure form
is very specific about that.
