Recycling plan rates
more concerted eftort
The state's new~ Container Recycling Act,
paued finally by the California LeiisJature and aiaftrd
into law by Gov. George Deukmejian, became effectiYe
last week.
Amidst record breaking heat and on the heels · of an
earthquake, it didn't get the sort of publicity necessary
to get the new program off to a running start.
Legislators hope that the new law will start a flow
of containers into recycling channels instead of into
shrinking landfills.
Under the new measure, the beverage industry begins
paying into a special fund which is ear-matted to pay
consumers a redemption value for aluminui;n, glass,
plastic and non-aluminum metal containers. As of this
week, that redemption vatue is I cent for containers
marked "CA Redemption Value." Glass and plastic
containers deliver their message on the paper labels,
aluminum cans are stamped on the lid.
The hundreds of thousands of containers which were
produced prclaw are worth only their scrap value as
salvage.
Recycling Centers have been mandated within a
distance of one-half mile from every supermarket which
has annual gross sales of $2 million or higher. Those
outlets which don't have such a center are obligated
to receive returned containers from customers on their
prelDl.SCS.
As of last week only about half of the planned 2, 743
centers statewide were complete.
Maybe it's a good thing heat and shaking deprived
consumers of the opportunity to begin to avail
themselves of the new program during its infancy. The
potential for confusion is monumental as recycling
centers and markets alike scramble to set up a workable
system.
Recycling laws are nothing new. Anyone who has
visited a major National Park has paid a deposit on
beverage cans to help keep the trash levels manageable.
In the "old days" it was an accepted fact that empty
soft drink bottles were worth a nickel to any_ kid
enterprising enough to beat Mom to the family hoard. .
No one wants to live next door to a landfill. The
simple fact is that the new measure, soft though it is
in some areas, is the best shot we 'vc got to keep our
levels of trash under some semblance of .control and,
to boot, conserve our resources.

It ii acouraging to see that
rcpoaal cooperation among
cities and counties bu improved
dra•8'ically ia recent months
and years. Cities are working
with other cities to coordinate
signals and other transportation
projects.
Businesses are also becoming
part of the solution by adopting
various traffic demand manage-
ment techniques. But more busi-
nesses can help by formulating
flex time schedules~ encouraging
carpools, and providing van
pools.
Of course, the Legislature
must also do more to facilitate
T1lil yest the Lqislature did
very little to help matten. On
tJae briabt side, we paaed Senate
Bill 142 (Deddeb) Which allows
any county, with voter approval,
to impose a local sales tax
increase of up to one percent to
fund transportation improve-
ments. In addition, the Legisla-
ture approved one of my bills,
SB 1411 , which will allow local
agencies to proceed with high-
way construction projects using
local money and to be reim-
bursed once state or f ederaJ
funds become available.
But then there is the dark $Ide.
Not enough money is being
allocated and good bills arc
being killed over petty partisan
politics. The best example of
that is another bill of mine, SB
S 16. This bill would have
allowed Caltrans to contract
with private firms for the com-

most picturesque streets any-

Chinese cuisine at the Pine

bead out for one of the most
enjoyable walks imaginable-a
walk around the Island.
The tint time out. start your
walk at the South Bay front.
Next time, start at the North Bay
front. And, when you become a
real veteran, try including the
little island.
Take a look at all the -won.

out the bay and some of the
finest pleasure boats in any

Or watch all the people out on

The Island's ducks arc still
