J:JO. l:lO ia a.. billoric • • a Edllotlal ·Reviving the dream It wasn l that long ago that Americans were walking on the Moon and the scientific and popular press was full of predictions for a permanent lunar base and a manned mission to Mars by the end oftbc century, or sooner. Back the~ then nation was justifiably proud of its stunnio1 achievements in space, the National Aeronautics and Space Administration was a government agency that actually worked, and Southern California was a beehive of activity as thousands were employed in supporting the effort to conquer space. So, what happened? Herc it is more than 18 ycan later and where are we? Well~ we~ nowhere. Not only are there no plans for lunar bases or manned Mars shots, but the U.S. doesn't even have a space station up -the first step in any further exploration or exploitation of space. NASA's crackerjack image is a hazy memory; the nation's former commitment to the peaceful exploration of space isn l even a memory, it's forgotten completely. There arc no goals; morale is a word in the dictionary. The space shuttle disaster in 1986 is often cited to explain the current paralysis, but it was symptomatic of the problc~ not the cause of it. Shrinking budgets, than.ks to a lack of presidential leadership and an oversupply of Congressional shortsightedness, bad pretty much backed NASA into a comer, forcing it to put all its eggs on the shuttle, at the expense of many other programs. The a,gcncy had to wed itself to the military, at that, to get proper funding and prioritization. At the same time, NASA itself ossified. In just a few years, it went from a robust, confident and competent operation to a defensive, small-minded bureaucracy. The shuttle disaster -and, worse, NASA's confused and wholly inadequate response to it - merely brought the problems out into the open. Since that terrible accident, what has happened? Not much. A new NASA chief was broogbt in. Unfortunately, k was the same man who had presided over much of the agency's decline in the pJ"l'".N'ding decade, James Fletcher. The shuttles arc still grounded. The space station is still a dream, and NASA can l even get its act together to estimate its cost properly. To top it off, the Soviet Union has invited us to puticipate in tMir Mars mission in a few ycan. (They've already taken a Cuban, an Indian~ a Frenchman, and some Eastern Europeans into orbit. So, it's only natural they'd get to Atnericans sooner or later.) We think the current state of our space program is a national scandal that requires decisive action and a new national commitment to corteet. Two measures should be taken immediately. Fin~ Fletcher should be replaced with a widely respected, non-NASA administrator with some political clout on Capitol Hill -as when George Bush was brought in to right the listing CIA ship some yean back. Second, the President should submit a budget next year that includes a substantial increase in funding for the space agency, and be sbauld fight to sec that it is maintained in the final budget that is voted out of Congras. Anything lea would be a &bocking betray~ of the ten astronauts who have died in the line of duty and the millions of A.mericam who have looted at the stan and dared to dream. . When one female student was asked whether her teacher bad made the class come to the show, she responded, "No! Not even. It's just that if we do a paper on the play, we get extra credit." When asked if she knew any- thing about the play, or its author, she responded, .. It's about some rich guy in Italy, and -Shakespeare wrote it, I think?" Such an exchange made direc- tor Bill Purkiss' attempt at detrivializing anti-Semitism through the staging of "Mer- chant" seem all the more essen- tial. Critics have for centuries said that what makes "Merchant" a sensitive or insensitivt play is the treatment of Shylocke, and keeping with Purkiss' compas .. sionate intentions, Schuster did portray a basically decent Shy- locke. As a result. there bas been considerable appreciation in l"CCellt months in the Soatbland and espcci•lly in the Newport Beach area. A good example is the Corona del Mar duplex market. It has been typical, at a given time, that there are from one to two doztn duplexes on the market. A couple years ago, 30 to 40 properties on the mart.ct was the norm. Last week, when we were making a market analysis for a duplex, we found a total« three properties actively on the mark~ two of them still under construction, and all of them in the SSIS,000 to S63S,OOO range. One duplex which had just come on the martd for $425,000 was sold the same day! The older duplexes which have sold around for SJ00,000 this year have, temporarily. we think, disappeared from the market- place.
