more time consuming that I thought it
would be or had been led to believe.
H the calls I get and the people that
talk to me are any indication, I don't
know how anyone like (Councilman
Clarence) Turner, who's running a
complete business, I don't know how
be can hack it, because it 'a very time
consuming. I average three or four
phone calls a day, and if there •s
something bot before the council I've
had my recorder filled twice ...

The long-simmering dispute between
Newport Beach and Irvine over the fate
of the coastal area between Corona del
Mar and Laguna Beach heated up last
week.
Over Irvine's objections, the Local
Agency Formation Com.mission, which
oversees the drawing of jusridictional
lines in the county, reaffirmed Newport
Beach's claim to the northwestern half
of the disputed are~ and agreed to bear
testimony February 3 on the city's
request to extend its "sphere of influ-
ence" down to the Laguna Beach city
limits.
Irvine, represented at the meeting by
City Manager William Woollett, had
asked the commission to include the
entire area in its review on February
3, and to consider placing the tract in
Irvine's sphere of influence.
(Placing unincorporated land in a
city's sphere of influence means that
while the county retains jurisdiction. the
city is consulted on planning and public
works in the area and no other city may
annex the land. A sphere of influence
designation is oftep the first step toward
eventual annexation by a city.)
W oollett added that Irvine will be
taking steps to include the coastal area
in its general plan. to back up its claim
. to the property, and thal he wanted to
meet with Newport Beach officials to
try and .resolve the dispute.

can come to an agreement on some split

times. In the past, there were five
steps, each requiring completion
of 15 units of education to
qualify for an increase. Now,
there are 11 steps, and teachers
may qualify for an increase with
as little as 6 units.
"Of the 842 teachers in the
district~ 558 attended school,
earned units, and received a 5.5-
percent raise," she added.
The present contract places a
co st-of-living allowance
(COLA) for teachers fourth on
a list of priorities for use of
.. new" money, a ccording to
Berg. New money is defined as ·
funds received from the state
that exceed the previous year's
funding. The district needed a 5-
percent increase in state funding
to break even, but received only
2.S percent mOR.

was no increased state funding,
so there can be no COLA," said
Berg.
Superintendent John Nicoll,
visibly upset by the demonstra-
tion, said, MI could have told you
18 months aao that this was
going to happen."
In a letter to Phyllis Pipes,
president of the Newport·Mesa
Federation of Teachers, circu-
lated throughout the district,
Nicoll answered 13 points raised
by teachers. Pipes could not be
reached for comment by ~
stime.
To the charge that manage·
ment has no professional growth
requirements, but got a S-
percent raise anyway, Nicoll said
that the Certified Management
Team must, by law, attend
workshops and courses that
allow for Board certification,
and that these extra duties are
done without compensation and
in addition to regular duties.

Whatever happened
to local control?
The Legislature, upon returning to Sacramento in
January, will consider again a bill that would require
almost all Calif omia school districts enrolling more than
1,000 students to elect their governing boards from
single-member trustee areas. A similar bill will also be
under consideration that will apply to city councils
throughout the state.
H the bills are passed by legislators and signed by
Gov. George Deukmejian, the new stte mandate will
take effect in 1991 -unless voters in a local jurisdiction
rejet the election process change next November by a
two-thirds margin.
The Calif omia School Boards Association and its
president, Dianne Jacob, have led the opposition to the
school board measure, AB2191 by Assemblyman Peter
Chacon. Their arguments apply to the city council bill,
as well.
Basically, CSBA contends, and we concur, th•t the
election process for each community and its locally-
elected officials should remain a local decision -
whether to have elections at large or within trustee areas.
Under existing law, local communities currently have
the ability to change their election process. This can
be done by a majority vote of the school board, by
intitiative, or through other options. The bills under
consideration in Sacramento are a clear interference in
local decision-making, and we sec not need for it.
Two letters full of thanks
Most certainly, there would be additional costs if this
mandated change in election procedures were to become
law. Who would pay the costs? Would the state reimburse
school districts and cities, or would the locals have to
absorb the costs of revamping their elections, redirecting
needed funds from the classroom or from public safety?
That is not spelled out in either bill.
CSBA has urged city councils, boards of supervisors,
and other local agencies to join with it in opposition
to the Chacon bill and similar attempts to alter local
election processes. We agree and urge the Newport Beach
City Council and the Orange County Board of
Supervisors to take action to make their opposition
known in Sacramento.

7:30 p.m. game tommorrow
night following their defeat of
Mater Dci's JunioJ' Vanity
team, 49-44, for the consolation
championship in the Newport
Mesa tournament this past
week.
The Sailors won three of the
four games they ptayed in the
tourney and 1eemed to improve
with each game.
But Harbor(l-1) began slowly
u they were walloped by Mater
Dci ~ top ranked varsity team in
their first tournament game, SS-
29.
Mater Dci completely domi-
natccl the game as the wedged

Harbor played sluggishly and
they failed to capitalize on their

came to life, or did the little girl
just have a wonderful Christmas
dream? This special cultural
treat is coming their way due
largely to a former kindergarten
teacher's efforts in forming a
three-way partnership between
the district, the Newport Beach
Arts Commission, and the
Orange County Philharmonic
Society.
Sandy Blatterman, Visual and
Performing Arts Facilitator for
the Newport-Mesa Support Ser-
vices, taught S-ycar-olds for 29
years at Woodland and four
other district schools. The
daughter of renowned artist
Hanson Puthoff, one of the
Pleinaire Painters of California,
she grew up with a Jove of art
and the first-hand knowledge of
how it enriches life. Fully caught
up in her .. second career, ... she
is one of seven members of the
Newpon Beach Ans Commis-
sion and sits on the Women's
Youth Program Board of Direc-
tors of the Orange County
Philharmonic Society. She cred-
its Patti-Gene Sampson and
Molly Lyne~ former Arts Com-
missioners, with the original idea
for this endeavor five years ago,

The marks are numbered from
one to 30. As the months of

Since I rarely knew the student

Contact lenses are not just ·'for fun'
BY DR. BERNARD SIMON rve been a practicing optome-
trist for almost 30 years. During
that ti.me, I've followed a man-
date that was laid down for me
by my instructors and professors
during the years I was a student
at the Los Angeles College of
Optometry (now the Southern
California College of Optome-
try.)
That mandate was to do the
best for my patients at all times.
My patients should leave my
office in a better condition than
when they entered, or in at least
as good a condition as when they
entered. To put it another way,
my patients should not leave my
office in a worse condition than
when they enterd my office.
But now there is a television
and print advertising campaign
that's trying to make me act
contrary to that mandate. These
ads arc trying to sell people
something that I think is wrong.
Not only do I think it's wrong,
I th.ink it can be potentially
dangerous to the visual well-
being of lots of unsuspecting
contact lens wearers-contact
lens weams who don't need the
lema to see better, but who have
been sold on the idea of wearing
contact lenses just to change the
color of their eyes.
*'Wear then for vision or wear
them for fun!" That's the basic
theme'that's being sold. And the
advertising campaign, appar-
ently, bas been very successful.
So succaafuJ that I now have
some people coming in to my
office wantina to buy the lenses
off the shelf just like they would
a pair of Guess Jeans.
What these people have con-
cluded from the ads is that there
is something different about
contact lenses worn '1'or fun•-
if it's -for fun," you don 'l need
an eye examination or f oUow-
up visits or instructions about
how to take care of the lenses.
Hit's '1'or tun,• there is no need
to worry about eye infections or
other eye probelms that can be
caused by contact lenses. 17W u

there is always a risk that they
will.
The primary benefit of wear-
ing contact lenles, generally, is
better visual acuity. If this is not
a benefit, then the ...Uk/benefit
scale" is not balanced. In my
opinion, there ii too mudr risk
for the •benefit" of changing
your eye color.
After • patient bas been fitted
with contact lenses that fit
properly, there is a *'getting used
to" period. The patient gradually
increases wearing time until full-
time wear is achieved. If
extended wear lenses are being
fitted, the patient usually returns
for an eye check-up after the

night, and then three nights, etc.

lens wearers. What are the risks

In most contact lens fittings,
these probelms do not occur, but

keep up the wearing time is to

number one with regard to
contact lenses wearing time:

give up wearing the lenses within
three months.

The American Red Cross will
hold its annual brunch at The
Rex Restaurant in Newport
Beach on Dec. 20, with all
receipts for the day contributed
to the charity.
.. This our third Red Cross
brunch, .. said restaurant owner
Rex Chandler ... and they've been
pretty su~ful. Last year, we
raised nearly SS,000 ...
Chandler said that bis affili-
ation "ith the Red Cross began
"hen be had the brunch idea.
'"It's real I) very gratifying. It was
ID) idea, so I couJdn't ask my
staff to contribute their time. I
told them if they wanted to
punch in. that would be fine and
rd pay them. They not onJy
decided to work without pay at
the brunch. but even contributed
their tips for that day ...
The restaurant ·s suppliers
have been swept up in the mood
of the annuaJ event as well, and
contribute all of the food con-
sumed at the Red Cross brunch .
.. My actual cost for the brunch
is zero," said Chandler. "'~o.
wait. I haven't been able to talk
the landlord into contributing
the day's rent yet ...
Chandler said be bas diners
who attend each year and place
a reservation for the following
year as soon as they ba-ve fm-
isbcd eating. .,.We have room for
about 300 people, and if you
come by yourself, you11 have a
marvelous opportunity to meet
others. We have family-style
seating for this event, at tables
that seat as many as 12 people.
We don't stick anyone off in a
comer all by himself."
Cost of the Eggs Benedict and
champagne brunch is S30. and
Chandler said be bad no doubt
that the restaurant will be full
all day.
.. The whole idea is to get other
restaurants mtcrested in this son
o( progr~ to get them inter-
ested in some function that will
help a worthy cause, ... he said.
Due to last year's overwhelm-
ing success, Chandler suggests
that reservations be made as
early as possible. The Red Cross
brunch will begin at I 0 a. m.

smoked glass paneling. The

home is evident immediately,
with its many large windows and
skylights.
To the right of the entry is a
felt-lined closet, designed for
storing silver and crystal. A
guest powder room gives an
ccJectic blend with its textured
gold nugget wallcovering, black
granite counter t ops and black
fixtures.

the master suite and bedrooms.
Straight ahead guests step down
to a landing leading to the living
room, family room. formal
dining room and kitchen.
The living room is a study in
dl'3Dla with its sculptured and
inlaid white berber carpet.
Arched French doors look out
into the back yard and to the
ocean beyond. The ceiling is
cathedral-style with a large
dome containing 14-karat gold
leaf ·wallpaper. Each piece was
hand-au and placed individu-
ally. In the corner is the brass
fireplace with black granite
hearth. A wood and glass railing
helps to give the room a separ-
ating effect.
To the right of the living room
is the family room. Bleached oak
floors, wall paneling and cof-
fered ceilings open the room to
a large window with panoramic
view. A black marble fireplace
is in the rear and brass wall
sconces line the walls. The room
can be closed off from the living
room with sliding wood doors.
Guests will dine in breathtak-
ing elegance in the formal dining
room. The 14-karat gold leaf is
continued on the ceiling, and the
walls arc paneled in smoked
glass. with planters holding rich
greenery. A brass chandelier
with faceted crystal globes com-
pletes the dining room drama.
SOLARIUM KITCHEN
Califontia living is at its finest
in the gourmet kitchen. Blact
granite tops the counters, center
island and bar, and the floor is
black slate. Storqe is plentiful
in the bleached oak cabinets.
The center island contains the
sink. Around the upper perime-
ter of the kitchen are recessed
wine storage racks.
Off the kitchen is the informal
dining nook, set in a solarium
overlooking the pool and water-
fall. A fireplace provides the
coziness. .
The kitchen and living room
are separated with a bar. To the
side is the wet bar with mirrored
glass storage.
·The bath off the kitchen bas
a separate outside entrance and
shower for guests using the pool.
Lighting is a special f cature of
this home, with much track
lighting throughout. The
laundry and all of the closets
have automatic door-control
lighting.
LOWER LEVEL
LUXURY
Carpeted stairs from the kit-
chen hall lead to the lower level
which is large enough to become
separate living quarters. One
large room has a slicfin& 'door
leading outside. This room is
ideal for a playroom and is large
enough for a billiard table and
other game tables, or even a
piano. In one corner is a cozy
white brick fireplace.
The guest bath has faux mar-
ble on the counter tops and a
large ceramic bathtub.

Often homeownen feel that.

just waiting to happen!" The
